AN EXPEDITION UP THE PENINSULA. Skirmish at Bottom’s Bridge—Federal and Rebel Reports ForTREss& Monxog, Sept. 1.—General Wes- ton’s cavalry has just retur:ed from an expe- cision to Bottom’s Bridge. The forces enzazed parts of the 1st New York Monnted Rifles, i el Onderdonk, and the 5th Pennsylvania Cavalry, Colonel Lewis. They left Williams- burg on the 26th ult., and pushed through New Kent Court House. At the latter place they fourd one regiment of infantry in rifle-pits, supperted hy a squadron of cavalry. A charge Was immediately made, which carried the rifle- pits and drove the enemy across the bridge, which they tore up behind them. Our troops lost one killed and one wounded. They captured fiye prisoners from the enemy. The enemy aleo left on the ground dead one cfficer, one sergeznt and two men, besides a number they took with them. ‘The bridge being rendered impassable, and the object of th iti be chives of Abe expedition being entirely as valuable mformation in regard to the forces of the enemy. THE REBEL ACCOUNT. The Richmond Whig publishes the follow- ing: Six hundred Yankee cavalry advanced up the Peninsula on Thursday, as far as New Kent Court-House, and a detachment came up Jater in the day to the vicinity of Bottom’s Bridge, over the Chickahominy, fifteen miles below Richmond. At this point they ex- changed a few shots with our pickets, and it is said that eeveral on each side were killed ard wounded. We do not believe that much blocd was spilled Our pickets were, how- ever, “driven in,” but before retiring they re- moyed the floor of the bridge and prevented the further udvance of the enemy in that di- rection. It is by no means certain that the Yankees designed to extend their reconnoissance to this side of the Chickahominy, as they made no attempt te do so; but, on the contrary, re- turned down the Peninsula. The strength of the invaders were greatly exaggerated by the first reports which h:d reached the city, and the mili‘ary authorities, from abundance of precaution, teok such steps as the exigency seemed to require. ‘The Governor deemed it expedient to arouse the citizens before dawn yesterday, by caus- ing & general ringing of the alarm bell for two hours. His motives were unquestionably proper, but it is almost the universal judg- ment of the community that he should have waited vntil he had ascertained that there was actual necessity for spreading an alarm and summoning the militia, EMANCIPATION CONVENTION IN MIs- SOURI, JEFFREON City, Mo., Sept. 1—The Radical Emancipationiets’ State Convention met here to-day. Judge Wells, of Cole county, presided, assisw-d by two vice presidents from each Con- gessional district. * Four-fifths of the counties of the State are represented. Other delegates continue to arrive. Candidates for Supreme Judges of the State will be nominated. The following resolutions created much en- thusiasm, and were referred to the committee on reeoluticns: Resolved, Thatrelying upon the unanimous feeling existing betwecn tne Union men of Mis- souri aud Illinois, we respectfully request the latter, while assembled at mass meeting ia Springfield, tojoin usin appealing to the Pres- ident for such change of administration ot the Department of Missouri as will correct the evils of the policy of pro-slavery, conservatism, and cencession lo rebels which has permitted the Massacre at Lawrence, and under which the truly loyal men of Missouriare to-day suf- fering the infliction of murderous and civil strife from the preserce of a large number of the encmies of the Government, while every “ Resolutions were adopted declaring it expe- dient, in calling a Constitutional Convention, to adopt and submit to the people an ordinance of immediate emancipation, and such other measures as will tend to pacify the State. Recolutions were also adopted rccommend- ing the people to instruct in writing by a ma- jority of voters, each member of the present LTegisiature who will not pledge himself in ‘writing to vote for a call of a new Convention, and that the name of each member betraying bis constituents be published in every news- paper inthe State. The following was also adopted: Kesclved, That, respectfully demanding of Gent ral Schofield permission to recruit negroes belcrging to disloyalists of this State, and that as the exigencies of the times indicate a change in the Cepartment commanders, we appoint a committee to draft a memorial which shall Le signed by the members of this convention, re- questing the President to assign General But- ler, or some other suitable man to command this depar!ment, and that we regard the Presi-. dent’s proclamation as irrevocable, and we re- quest our Legislature, Senators and Represen- tatives in Congress, to use their utmost en- deavors to haye our National Corstitution amended, prohibiting slavery forever in the States now free, or hereafter applying for ad- mission into the Union. FROM EUROPE. The Mexican Question—Reported Return of Mason from Europe. Hativrax, September 1.—The steamship Africa, from Liverpool en the 22d ultimo has arrived. Nothing has been heard of the Florida since she appeared off Tuscar, on the 29th ultimo. The German Congress continues in session. he ne, of Prussia persists in refusing to at- tend it. The United States consul at Frankfort dis- played the Mexican flag. The Europe of that city explains it. It was in pursuance of an arrangement by which, in caseot anoyerthrow of the Republican party in Mexico, President Linco!n would allow Mexico to be peproseniea in foreign countries by agents of the Washiug- ton Government. ‘he Europe refers to the. fact that in March last Secretary Seward de- clared that President Lincoln and his Cabinet would never telerate a monarchical govern- ment in Mexico, and anticipates an immediate war if the Emperor of France does not confine himself toa demand for indemnity, and leave Mexico a republic. A Speculations are afloat as to the object of the Florida's visit to the British waters. One re- port is that it is for the purpose of taking on board Mason, who is about returning to the South. He is announced as having gone on a visit to the Earl of Donaughmore, in Ireland. The Times published lone ex‘racts from the correspondence between England and Ameri- ca, touching the restrictions on trade between the Nerthern parts of the United States and the Bahamas. The Army and Navy Gazette says: “It is gratifying to know that the Government is not blind to the danger of difficulties with America, nor indifferent to the perils of a rupture, which we trust the good sense of all respectable Ame- Ticans will aid us in averting.” The Confederate loan, on the 2ist of August, rallied one per ¢ent., closing at 28a26. DAVIS’ FAST DAY PROCLAMATION. =e GEORGE FITZHUGH ON THE CONFEDERATE CURRENCY. ee ‘We have copies of late Richmond papers, trom which we extract the following: The Richmond Dispa‘ch of the 28th has the. following: ¥EATEDITION TO THE LOWER RAPPAHANNOCK CAPTURE OF TWO YANKEE GUNBOATR. From a participant we have obtained some particulars of the capture ef the Federal gan- boats Satellite and Reliance, at Stiugray Voiat, mou:h of the Rappahannock, on Saturday nightlast. The expedition, numbering some men, under command of Lieut. John Taylor Wood, C. 8S. N., lett Richmond on ed ede weit hs the 12th of August, and proceeded Were at Once Mae TOF the Worle Which wens oo successfully completed on Saturday night. Having secured four open boate the expedi- tion enbarked on Saturday night, and pro- ceeded to the point designated, which they reached abont half-past 12 o'clock. On ap- proaching the bont they were hailed by a negro guard, to whom they replied satisfactorily, and in a few moments they were under the bows of the boats, cutting away the nettings and clear- ing the way for boarding the Yankee crafts. The crews having in the meantime become aroused, offered resistance, but they were so taken by surprise at the audacity of the under- laking that they were soon overcome by the gallantry and rapid movements of the men under Lieut. Wood, and finally yielded, sur- rendering the boat’s crews, guns andeverytoing pertaining to the vessels. In the fight we had three men wounded, in- eluding Lieut. Hoge and Midshipman Cook. The enemy had one killed—a negro—and six or seven wounded. Lieut. Hoge was severely wounded in the neck in @ hand-to-hand fight with the captain of the Reliance, The captain Was also wounded. The armament of the Reliance consisted of ane 32-pound Parrott gun anda 2!-pound how- itzer; thnt of the Satellite of a 2-pound smooth bore gun and a 12-pound howitzer. Their crews numbered forty men each. They had no opportunity of firing their heavy guns, our men being close to them when the alarm’ was given. Among the captured were seven ne- groes, who, with the rest of the prisoners, are expected to reach Richmond as soon as they can be brought. Our informant left the boats on Sunday éeve- ning at Urbanna, on the Rappahannock Tiver, and it is probable that since then they have been run further up the stream. The Richmond Sentinel of the 20th instant has a long and labored leader in reply to the alle- gation of the Whig, that in his proclamations for fast days, &c., Jeff. Davis omits any recog- nition of the name, character and mediatorial office of the Son, the Saviour 6f Mankind, in the course of wkich it takes occasion to pro- nounce the criticiem of the Whig a part and parce! of a plan of incessant complaint and fault-finding against the administration. The Sentinel. of the 29th has the following communication, which it says is the production of a gentleman whose social, political and professional standing is eminently conserva- tive: {For the Sentinel.] Is not the time come, or fast coming, to con- sider gravely these questions—which let those ponder whom it may concern: 1. Is it not an inverting of the pz to put roperty first, life next, liberty last? Without ife, what is property—witheut liberty, what is tire? : i the foundations upon which its stability must depend? 3. Is any man’s right to what he calls his lands, negroes, crops, better than another's right to his own life, limbe, liberty ? 4. Can Government rightfully take of some their life, limbs and liberty, to protect for others their property, without at least equal right to take m these their property, to make etfec- pom ine volunteered or constrained efforts of those 5. Do the bipeds (miscalled men) who are willing to come out of this war with more pe- cuniary wealth than they had at its commence- ment, or even as much, know anything of his- tory? Let iis teachings make them tremble. A TRUE CONSERVATIVE. [From the Sentinel of 29th.] THE CURRENCY, THE EVIL AND THE REMEDY. Some strong, speedy and efficient measures is needed to correct the disordered state of our currency. A tariff of moderate prices, if sub- Mitted to by the people. would afford a speedy and ample remedy for its deranged and rnin- ous condition—for the alternative is presented to us either to submit to Yankee dominion, con- fiscation of our property, and negro social and political equality. In ordinary times, such a measure would not and should not be tolerated. Prices much lower than market prices are now fixed by the Commissioners for the immense supplies of the army. This meas- ure is unequal inits operation, and complained of for that reason; but if all buyers and sellers ‘were put upon the same footing, the fairness and equality cf the measare, added toits neces- sity, would recommend itself to all. The Virginia Legislature at its approaching session might adopt a tariff of prices-on a gradually descending scale. This would hurry grain and provisions of all kinds to market, for men would not wait for reduced prices. In no other way can our currency befanded, for in no other way can it be redundant. We have now a deficient circulation of Confederate notes, because prices rise faster than the cur- rency expands by increased issue. Sellers know those increased issues are to take place, and anticipate them by asking ad- vanced prices that would inevitably occur under the progressive inflation of the currency, and buyers submit to their demands. There can be no further inflation after a tariff of prices is established, no matter what may be the increased issue. A certain definite amount will be needed for circulation, and the balance will be funded as fast as issued, tor no other use can be made of it. f Yet we almost despair of succeeding in car- rying the proposition into practice, for we have long since discovered that the most natural of human rights is to make good, bargains, to get advantages in trade, tq explotiate, (as the French politely expres it.) or in plain English, «the Tight te cheat.” Better be conquered by the Yankees than even tosuspend, during the war, this most sacred of human Tg ocHven ARMY OF THE CUMBERLAND.
