Most hiwsrmovs ap Exceiuent Si—With ‘the view -ef giving wider cireulation to the directions iseued from this bureau’on the Ist of August, 1861, in which are set forth the principles regulating the neutrality which the imperial goverument has resolved to assume in view of tbe struggle in the United States of North America, as weil to explain some of these principles as te indicate in genera) the cases 1D which neutrality shall Be considered violated and the manner of making it effective, his Ma- jesty the Emperor desires to give your Excellency the fol- Jowing instructions for your information and due execu- tion:— By the words, ‘except in case of compulsory arrival,” mentioved in the circular alluded to, it must algo be un- derstood, That the vessel shall not be obliged ¢o leave port within the period of twenty four hours if she has not deen able to effect ench preparations a8 are absolutely necessary to put to sea without risk or danger of being Jos! it ‘The same rule will apply in case of bad weather. And, finally, in ease the vessel is pursued by the enemy In emergencies of this kind it will be the duty of the Governors at court and of the Presidents of the provinces to determine, 10 view of the circumstances, the time at which the vessel should sail, Tho privateers, it always being understood that they uct no prizes, shall not be admitted into the ports of empire for more than twenty-four hours, except in caso of compulsory arrival. ( © caso de arribada forcada ) Yrwes w which the circular of the 1st of August vefers are vessels captured by the belligeronty ‘or by the privateers, s@ that the penalty ino) on ‘those who may conduct prizes shall not be applicable to those who may only be found carrying ol taken from prizes; but in no case willgoch objects allowed to be disposed of. , bel- tn coniormity with the above mentioned circular, Nigerent vessels cannot receive in the ports of the empire auything except such food and naval stores as they absolutely need, or to take any other measures for the continuation of their voyage. This disposition presup- poses that the vessel is destined for some given point, and that only on her course amd of necessity she has to euter a port of the empire. ‘This provision of the circalar will not be carried out, however, if the same vessel shall frequently enter a port, or if, after being ‘isioned ia One port, shall imme- diately enter: on similar pretences, except in un- superior force. Such frequency of visits without sufficient reason to §ustify \t, must authorize a suspicion that the vessel is not on a lawful voyage, but that she is cruising in the ad- jacent waters of the empire to capture hostile vessels. The ald and assistance which, in such a caso, is given to one of the lified as aidor favor ig @ violation of neutrality. L. VALLANDIGHAM. A Row wita Union Soupiers 1m Caxapa.—The Brockville (Canada) Recorder says:—On Friday afternoon last the Steamer Bay State touched at Brockville, (rom Ogdensburg, having on board some sixty or seventy di and enlisted men for the American army, on their rout As the whart, one of the intended wharf, and exclaimed, ‘Abe ; I care nothing for him now.’” officers in charge did not ing, consequently followed of course, government securities will naturally abgorb a large proportion. There can be no pos- sible investment, superior in point of security, to government six per cent bonds, debt certificates or 7.30 notes. But, as no prudent capitalist will invest the whole of his means in one class of secu- rities, our newly enriched fellow citizens, having placed a certain proportion of their means in governments, are compelled to look elsewhere for income on the balance. And acareful survey of the dividend paying list Kas led most capitalists to the conclusion that after governments no invest- ment promises so well as sound railway stocks. They appear to be as safe as, and promise to be more lucrative than, State or city bonds, insurance or bank stocks. The leading railways, whose stocks are dealt imat the board, such as Central, Erie, Erie preferred, Reading, Michigan Central, guar- anteed, Toledo, Rock Island, Alton preferred, &c., are all certain seven per cent stocks, and, if their present earnings continue, will be ten per cent or twelve per cent stocks. No such /invest- |,ments can be found outside of the railway list. Hence the stubbornness of the market, in the face of heavy sales, to realize profits, and vigorous hammering by the. bears. We are, in fact, going through precisely the process which Old and New England have both gone throngh, in relation to railway property. Both New and Old England witnessed a period when railways were the only popular investment, and every line which was graded and equipped was deemed certain of income. To this era of delu- sion succeeded an era of collapse, during which railway stocks fell to an almost nominal figure, and nobody wanted to own or lend on them. The third stage exhibited the rajlway list—in Old as in New England—weeded of impracticable and value- Jess railway stocks, and consisting exclusively of dividend paying shares, which rose steadily in value. Now, in New England, there is very little speculation in the leading railway shares. They are mostly held at figures which make them yield less than six per cent to their purchaser, and a man who wants one hundred sharés of a reliable line has to wait for the death of some heavy holder to purchase. So, in Old England, no railroad stock which yields four per cent annual dividends can be bought at or under par. The leading stocks yield no greater income than consols. Capitalists have learned that well situated railway property ,un- der prudent management, is as sound and lucrative an investment as can be discovered. The stocks of our great trunk lines and of our leading Western roads are following in the same track. “There was a time when Galena sold at 130 and Erie at 96, in gold, when neither of them had any real claim to public confidence asinvestments. To this succeeded @ period when Galena went begging at 45 and Erie at 5, and it wasas'much as 8 merchant's credit was worth to admit that he owned railway Property. We are now in the middle of the re- turning wave vf confidence. Before it ends rail- way stocks will command very much higher prices—in syesed : thelr yleld—thai city, ! State, bank or ingurance stocks; and the stock of no regular dividend paying line, managed by men of repute ang well situated, will be for sale in this market at or below par. relish this style of Jeave taki his duty. ‘This he resolutely refused to do, when he was knocked down by a corporal or sergeant, and then seized for the purpoge of being carried on board the steamer. Sunpay, August 9, 1863. The money market cofitinues very easy, though some efforts have been made within a day or two, by parties interested, to create an appearance of stringency by calling in loans and declining to re- new them. On Tuesday last the fair rate for money in open market was 5 percent. Yesterday was between Tuesday and Saturday no diminution of supply and no increase of demand. There has been no improvement in merchandise and no in- creased traffic therein. The volume of transac- tions on the Stock Exchange was quite light yes- chases very moderate indeed. Oa Thursday and yesterday afternoon there was no market. Some parcels of currency have been sent from here to the country to pay the $300 draft fund and for other purposes; but, on the other hand, currency is all the time flowing intc New York for employ- ment from the East and from the West. On the auspicious time to attempt to raise the rate of in- terest. A temporary flurry may possibly be cre- far as the interest of lenders is concerned, they are rather likely to loans. There are, however, a certain set of indi- viduals in New York who cannot be made to understand that the war has revolutionized finan- ‘cial and railroad matters, and who, because Eric sold some time ago at 40 and 50, consider it pre- posterous that it should now sell at 105. These rgons, not realizing the crisis through which the countty Js passing, and not discerning the obvious effects of thn? crisis upon railroad traffic, dragoon themselves into the belief that present prices are the result of combinations gf Wall street specula- ey myst soon Tend fo a general fashioned rural capitalist, who ‘lived in the hope of seeing rallrqnds ‘done away with and stage coaches set up again in their pristine glory, these routine operators regard the popularity of railroad investments as an evanescent delusion, and assure their clients that the time will com When Erie and Toledo, and Rock Island and CIPY COMERCIAL REPORT.
