2 ADDITIONAL FROM EUROPE. Arrival of the City of Sianchester. ‘The British steamship City of Manchester, Captain Halorow, arrived at this port yesterday morning from Liverpoo! aad Queenstown, She left the latter port ata quarter past four o’clook im the afternoon of the 23d ult. Gaemerais Meade Quexerown, July 23, 1863. ‘Tho London Times ot July 23 contends thai Lee hay suf- fered no decisive repaise, and. supporta ‘ite views as (ol. Jows:—Gonoral forces marche! from the scene of aitle by arvad tthe left of the federal position, and the day after the éngagement they wi unmolested at Kmmetisburg, a place 80 far on this road that they must have been almost in the rear of the federal army. Thence he has been for ten days moving ail bis trains, bis wound- od. his supplies, and no doubt au immense mass of booty, Guietty towards the Potomac: and all accounts seem to agree that he has guceeeded in passing them over to Vir- ginia unmolested. It way be intended that army, would follow; but bis movements show no gign of The on fusion inseparable from a retreat in the face of a victo- rious army. Ais troos are described as preparing ior Another pattlo somewhere bear the old ground of lest year’s struggle with McClellan; and we are uiformed that hone of thom have yet crossed the river. On the con. trary, it is said ho has received heavy reinforcements from General Beauregard’s army. Lee’s position is such that bis retreat’ to Virginia in case of ne coasity i& seonre, unless the federals can detach @ suiticient force to operate on bis communications south of the Potomac. His rear communications, ata short distance from the river, are at Williamsport, the poo @t which he crossed, and where hig wounded snd wen Dave deen passing over aR, last few days. bautle which ap| impending General fete is attacking a position which a larger army than hia own has gelected at its own pleasure, ‘and the result of the struggle must be extremely critical, It may end, like many others, in & drawn battie, but defeat to either army ‘would be dangerous, if not ruinous. As to the question of peace, the Times remarks that If the North can only obtain recruits at the cannon’s mouth it ts time indeed to dis.uss peace in the Cabinet. © The 7imes says the surrender of Viekshurg is not yet jertain, ‘The London Herald says Vicksburg has really fallen, after a resistance which will immortalize the gallant tittle city im history, Irish Emigration to the United States, {From an English Parliamentary document ‘The total emigration of natives of Ireland within the first six months of 1863-—that 18, up to 30th of June—was greater by neurly one-half than’ the total emigration for the entire year 1861, and by a third thin the entire year 1862. There have left Ireland tbis yeur aiready 68.136 persons, whereas in 1862 only 49,680 left up to the last day of Decembor; in 1861, 36,222, and in 1860, 60,855. ‘Tho destination of ‘the emigrant Insh fr 1863 is set down as the United States in by fur the greater proprrtion. 66,564 individuals have left for that country, and the rest principally for Australia, Tho emigration of Irish for the United States Inst year being only 33,521 in all, and for 1851, 28,209, the latter ugure may be taken as the normal emigration, no exceptional demand for ‘laborera’’ in the pele ‘States being in operation in 1861. It would there- fore appear that ince January Jast pitives of Ireland have been leaving for the States at the raté of nearly ten thou- sand ® month, with what views the public are not in- formed by this purely statistical paper. Telegraphic Communication Between we United States and Ircland. {From the Cork Daly Roporter, July 23.] The Grand Jury yosterday passed a very important resolution, agreeing to a proposal from the far famed Mr. Reuter to orect and maintain a line of telegraphic com. munication from Cork to Crookhaven and Cape Clear, in order te meet the steamers and obtain tho American mails some hours earlier than at present, “FINANCIAL AND COMMERCIAL, Tvuxspay, August 4—6 P. M. The money market is very easy and comfortable. The banks are loo€ing for borrowers at 6.6 per cent on call, aud some of the private bankers had monoy over to-day which they conld not place at 5 per cent. Much of the increased ease in money arises from the increased confidence which is everywhere felt in railway property. People who would not lend on such stocks as Erie or Pittsburg a year ago are now only too glad to advance moncy on these properties at 5 per cent, witha 10 or 15 per cout margin. Debt certificates are steady. Gold was as high this morning as 1289, against 128 last evening; in the afternoon it was lower, and closed at five P. M. at about 12784. Bankers’ bills were done this morning a®high as 142; later in the day, however, there was a considerable concession from this figure. Advices drom the Southwest enconrage hopes of an increased sup- ply of cotton, and the prospect of the fall of Charleston, on the other hand, oporates to check speculation in gold or purchases of biils for re- mittance. When Charleston fails everybody feels satisfied that gold will sell ‘below 140. This morning, before the board, the stock market underwent asinali panic, It began by simultaneous forced sales of some small lots of leading stocks, which were sold seemingly to realize profite; and a few bear operators, who have bled freely of late, perceiving the effect of the siles, attacked the market with vigor and effect. Thus Erie, of which the last official quotation last evening was 107%, was forced down to about 105; Erie pre- ferred to 10434, New York Central to 129, Harlem 123, Aq =When the board met the market was still under the influence of these causes, and pi though higher than those which had pr ruled, were still below those of last evening. Thus Eric was 1 per cent down, Central 2, Erie preferred 14, Harlem 2%, Reading 134, Sonthern old &%, illinois ¥Y%, Rock Island 1, Galena 1%. ‘This only lasted, however, till towards the adjourn- ment of the first board. As soon as people out- side heard of tle decline orders poured into the board, and prices rose more rapidly than they had fallen. From being weak the market became very strong indeed, aud remained so throughout the day. Erie was 10 bid before members left the ard room, New York Central 131, old Southern 9134, and so on. At the one P. M. call, and again at the afternoon board, the same features were exhibited. Dvery ono was a buyer, and prices rose, not spasmodically, but steadily, with a firm, even ovement. Har- lem, which had been done at by the bears early in the day, rose to 135; Ceutral to 132, Erie 1074, {liinois 119, Southern old 92%, &c. The course of the market to-day must have satisfied the most incredulous observer of its irresistible tendency, and if the Wall street jobbers undertake to array themselves in opposition to it the result will simply be that they will be broken. The public are en- listed in the business of stock gambling. Merchan- dise is so dull that merchants have abandoned their proper avocation to deal in stocks; and all experience shows that when this is the case the popular tenleney will ran its course. Govern- ments were firm to-day, with a fair demand for abroad. Missonris advanced % per cent. The “ cook and ball’ stories about an issne of rebel sorip, which Govggnor Gambie was said to be in favor of paying, do not seem to have much aTocted the price. Ohio and Mississippi certificates rose 2 per ceat, with an improved demand. At the four P, M. call there was a fractional reaction from the advance of the afternoon; but the market as a whole elosed strong.
