This articlehas a pecu- liar effect upon the liver, and guards the sys- tem against disease by exposure and irregular diet. It is said that we grea: success of the Plantation Bitters of Dr. Drake, which, preyi- ous toour unhappy difficulties was found in most Southern homes, was owing totheextract of Calisaya Bark which it contained as one of its principal ingredients.—“ In confirmation of this, we baye heard one of our most distin- guished physicians remark, that whenever he felt unwell from ordinary dietetic or atmos- pheric causes, he invariably relieved himself by Plantation Bitters. Gilmore is keeping close watch and ward over any flanking movements that mey be at- tempted by the enemy. He is also assisted in thie work by some of thesmaller gunbeats, and all was progressing well in that direction at last accounts. As to the fall of Sumter soon after the fal} of Wagner no one seems to have the least doubt. Fort Wagner. which was passed by in silence by Admiral Dupont, is undoubted!y the key of Churlesion, as evinced by the indomitable de- tense made by the enemy, with such terrible loes. There probably never was a fortification besieged with such frightful sacrifice of life tothe besiegers as bas been the case at For: Wagner, and from the preparations making, there is no doubt that bloodier times are yet in store for them. The result of the siege, so far as our iron- ciads are concerned, is emphatically satis- factory. The Ironsides’ walls of solid iron have proved impenetrable, though she goes not go into such close range as the Mowftors, but still she has only so far received numerous fcars of war, which have beautified rather than disfigured her appearance, or lessened ber efficiency. The pivots of her port-stoppers work smoothly, and her gunners have been drilled to a state of efficiency that is truly ad- mirabie. The Monitors go in and come out, an@ the fight daily progresses with the report “nobody was hurt,” so far asthe iron-clads are con- cerned. Of course there are a few casualties in the shore batteries, but very few in view of the magnitude of the undertaking, or the panish- ment of the enemy. THE DRAFT. Opinions in Regard to Exemptions. The following opiniones in regard to exemp- ticns have been promulgated by Col. Joseph Volt, Judge Advocate General of the Army: The cnly Sonof Aged or Infirm Parent or Parents Exemptions. Opinion.—The only son of aged or infirm pa- Tent or parents is noetexempted unless his pa- rentor psrents are dependent on his labor for their support. If he isin a condition to sup- port und Goes support them without his perso- nal jabor for that purpose, he is subject to drat: because be is in condition to perform military service. without depriving his parents of the suppert, the law designs to secure them. The purents need not be wholly dependent on ths Inbor of their son for support. If they are so dependent for the principal part of their snp- port, the right to cxemptien then arises. Jn the case of a Widow having four Sons, Opinion.—_In the case of 8 widow haying four sous, three of whom are already in the militery service, the fourth isexempt, provided his mother is dependent on his laber for sup- port. In the case of a Widuw having Two Sons, one of whom is already in the Military Service. Opinion.—In the cxse of a widow hayingtwo sons, cne of whom is already inthe military servicé, and the other has been drafted, the latter is exempt, As the only son liable to mili- tary duty in the sense of the act. in ihe case of Aged or Injirm parents having two or more Sons subject to Military Duty Opiuion.—In case of aged or infirm parents having two or more cons subjectto military duty, election of the son to be exempted must Depiage before the draft, and his name should nof ihen appear in the draft-box. If one of only two sons of such parents is already in. military service, the other is exempt, provided his pgrenta are dependent on his labor for their support. Of Persons having Conscientious Scruples in re- gard to Bearing Arms, Persons having conscientions scruples in re- gard to bearing arms are noton that account exempt. They are not found in the list of ex- *mpted classes, and the act expressly declares that no person except those enumerated in that list shall be creme The society of Friends, and others entertaining similar sentiments, if drafted, may find relief from their scraples in the emp/oyment of substitutes, or in the pay- ment of the three hundred dollars. Of a Man Whose Wife is Insane. Opinion.—The children of an insane mother, who may, at any time, recover her reason, can- not in the sense of the law, or with any propri- ety of Iunguage, be termed motherless dren. ‘The father of such though they may be dependent on hia labor for their support, can- not, therefore, claim exemption from the draft. The case is ahard one, and would proba- bly have been provided for, had it been fore- seen. It is. however, the lew asit is and not as it may be supposed it ought to be, that it is 1o be co enforced. A Father Having four Sons, Twoof Whom Mave Died in the Military service; also of Aged or In- Jjirm Parents Electing which of Two Sons may be Exempt.
