Poxpay, Aagnet 2, 1663. ‘There woe a perceptible relaxation in the raies for money last week, Capital is pouring into New York from ail parts cf the country, and even in come measnre from Europe, and, in the absence of animation in merchandise, it al) recks employment em the Stock Exchange. Mereantile paper is as , Saree an ever, and who prefer this clase ‘of investnient find @iBeulty in placing their funde. First claes paper sells at 6 per cent; good mercan- tile names at 6348 614. Debt certificates of the Treasury Department, one year to rum, bearing 6 per cent intercad per annum, interest aud principal payable in currency, are current at 4a % per cent diecount. Call loans range from 6 to 6 per cent, Leading bonuses in William etreet and Bx- change place decline to allow over 6 per cent, and tm ome «apes over 4 per cent, for money; but, on the other hand, speculators in stocks, who are making 243 per cont @ day on their purchases, fare glad to get the capital they need at ¢ per cent, an@ can well afford to do #0. The policy of the Becretary of ihe Treasury in extending the privilege of converting currency into United Grates five-twenty bonds is regarded ae wecuring, on the gne hand, an ample rupply of money for the want of government at o reasonable rate of interert, and, op the other, 8 insuring on easy money Marketso long as thie policy in ed- bered to, For some time past the disbursements oa ot have beem equivalent to tbe re- eeipts for conversion, and the genera) marker ban Rot felt any evil eBects from the large amounts of ourrency Withdrawn fromcireulation to be funded. Jt may now be taken for granted that thin tate of will coptinue, The amount of paper n@oat £ epalns say Wt wD) GOvOrREEE! dnbersen Gerent districts, morder 10 do away witb the dealt, it ia | a with'one hand whyt ft feceives with the other, and until the new legal tender notes begin ww be ie | ged, and the banks organized under Mr. Chase’s set begin to pour out their notes, there is no rea- son to apprehend any material change in the vol- ume of currency afloat. Gold rove last week to 12934, closing yeeterday at about 128. Exchange got up as high as 142%, clos- ing at 141 9 14134 for first clase bankers? bills. The advance in gold was due to several caueer, among. whieh were, firstly, the natural reaction from the heavy decline from 135 to 123; secondly, the enormous sales of the bears, | which compel them to enter the market daily ae buyege; and, thirdly, the export inquiry, which wan started by the late riots in this city, and is now stimulated for speculative purposes by Operators for the rise, and, om sound commercial considerations, by importers, The natural presumption is that gold will continue to fluctuate between 125 and 130 for some time to come, unless startling military events occur to disturb it. The fall of Charleston would probably lead ito a decline below 120; a defeat of our armies might put it up to 140. Foreign intervention would probably cause itto advance materially. In Excbange place and William street, however, none of these events are generally anticipated. Opera- tors seem to have got over the fear of foreign in- tervention, and, while they are not sanguine with regard to the early fall of Charleston, they seem in nowise apprehensive of any defeat of the armics of the Potomac, the Cumber.and or the Mississippi. ‘The few remaining Southern sympathizers in Wall street have ceased to wield any influence. They have lost their money, and their recent inferma- tion has proved so uniformly incorrect that people have come rather to regard them as objects of amusement, and no one now expresses the indig- nation at their language which atone time was s0 menacingly uttered in many quarters. The following table shows the course of the stock market for the past week and month:— ists ctae uly 28. July 25 a 0, 8, Oy, regiat'a.102 Virginia, @ The stock market appears to be going through precisely such a phase as it saw in May, in Janua- ry, in October and in August last. The interval of repose which the brokers have enjoyed since the last upward movement «culininated appears to have exhausted the patience of speculators, and they are.once more tempting fortune. They have in their favor the money market, which renders it easy to carry stocks, and the horizon of which now : ..ns free from the least cloud; the earnings of the roads, which increase steadily and enable every line of any pretensions to pay dividends; and last, but not least, the general awakening throughout the country of the speculative spirit, which leads every one, in the country as in the city, rich gad poor, young and old, women as well as men, professional men and clerks as well as merchants and brokers, to try their luck in the stock market, in the hope of doing as well as their neighbors and realizing fortune in a few days. Never since a stock exchange was first established in New York has there been so much gambling, and profitable gambling, in stocks, as within thé past year: Half a dozen men are pointed out in William street and Exehange place who have real- ized @.million apiece, several scores who have made over # hundred thousand, and hundreds who bave netted from $25,000 te $60,000. Brokers who used to set down their business as worth $10,000 a year are now making that every quarter. Opera- tors who thought $10,000.a good year’s work now complain if they don’t make as much every month. Broken down merchants, idlers, gamblers, all come into Wall street, and for a year past many of them have coined money almost as fast as they could count it. To all this wild speculation— which was precisely paralleled in Paris in the years 1851, 1952, 1853 and 1664, when the present gteat banking houses of the French capital wade their money, and the Credit Mobilier made for- tunes for so many thousands of adventurers— there must come a tragic ending, in which more than three-fourths of the wealth so casily won in these times will take wings @% itself and disap- pear. But while the mania rages all but the old Wall street stagers, who stand aghast at a state of things unparalleled in their experience, are ac- tively engaged in the scramble. The New York roads have been the chief favor- ites on the Stock Exchange during the past week. Harlem rose to 126, seemingly on the short inter- est. Commodore Vanderbilt is making various ar- rangements which are believed to promise well for the stock; but thus far no word, or even the least prospect, of @ dividend has been mentioned in any quarter. Hudson River has remained pretty stationary begween 148 and - 162. Central haa risen to 128% ex dividend, equal to 132. It is stated on fair authority that the company have over $3,000,000 surplus. Under these circumstances stockholders are naturally anxious to know what is going to become of this lnrge sum of money; and an the recent orders to bay bave eome from Albany the theory of the street is that an extra dividend is in contempla- tion. The managers preserve the most discreet silence on the subject. A five per cent extra divi- dend would seem to be due to stockholders. If it is not paid the next election_will probably wit- ness a vigorous effort to unseat the Corning dynas- ty. Erie has risém considerably during the week, and is in active request. It is, however, still the lowest regular 7 per cent dividend paying stock on the list, and far the lowest priced of the stocks representing leading railways running out of New York. The following table of roads terminating in the city ia curigus:— Camden and Awboy.. New Jersey Railroad, New York aud Ne i, ie Harlem... . ri 4 — Lt Of all these roads the Erie is the greatest futare. ‘The Michigan Southern paid 6 per cent om the guaranteed yesterday. There ie talk of an appli- cation by guaranteed stockholders to the courts for back dividends. They bad better wait till the company propore to pay dividend onthe com- mon stock. The Chicago avd Alton will pay 9% on the preferred and 7% on the common on 25th Angust. The Rock Island will pay 3 or 5 per eent— no one can tell how mach—on ]#t October, making the third dividend this year. Fhe Toledo will pay a large fail dividend. There will be a dividend on the Pittsburg in Beptember or October, we should jodge 6 per cent; bathe managers of this concern are imboed with the old notion of giving their stocWbolders as little as they can help. The Mil- wankee and St. Paul are paying a mmall dividend one which has onthelt preferred wiock. The Ohio and Missis- | tippi road earned $126,000 in June, against $°5 000 Jant year, and $47,000 the year before, and ought to be able to divide something among the holders of the common certificates even before the Atinn- tic and Great. Westero connects with it at Cincir nati, The Foad will probably earn thiw year $1,000,000, sgalnet $1,122,000 Inet year, and #772, + 000 the year before. | There appeared to be Aitite & movement in coal rt che on Setorday. Delaware and Hudeom jum p- ed wp 10 per cent, With pone offered at the ad- vance, and Reoding rove 4 per een. A party ie NEW YORK HERALD; " . can oMORDAX, AUGUST said to have taken hold of Reading, and higher prices ‘are predicted. The road earned last year nearly | 12 per cent on its stock, and, as the earnings thas far for this year show an increase of $534,000 over Jast year, stockholders expect te carn 18 a 20 cent on their stock in 1863, In this event we pre- sume it will range with Delaware and Hudson and Pennsylvania Coal.
