——E THE DRAFT. The Conscription Commenced in New York. POCO e OCC CEE eeery ORDER PREVAILS AT THE WHEEL. Names Drawn Yesterday in the Ninth District. SCBNES AND INCIDENTS OF THE DRAWING, @THER PARTICULARS OF THE DRAFT, Rory Ber ae ‘The draft in New York city commenced yesterday ‘@fternoon, according to announcement, in the Twenty. eecond ward (Ninth Congressional district). ‘The drawing ‘was nade at the office of the Provost Marshal of the dis trict, No. 677 Third avenue, and proceeded from nine @’olock in tbe morning until four in the afternoon , without @ieturbance of any description. For some time before be hour appointed for the drawing to take place quite a largo crowd assembled at the headquarters. There was Atéle or no discussion of any account, but much taterest ‘mani‘csted in the progress of the work, which was cor- @ainly a novel scene to every one who looked upon it, TUR DRAWING COMMENCES. Shortly after nine o'clock Assistant Provost Marshal ‘Charles E. Jenkins stepped upon the table and read hie orders in relation to the draft and the manner in which % should be conducted. Upon the table wasa large wheel, in which were placed the ballots bearing the names ‘f those who bave been enrolled. The number to be drawa from the district is 2,521, and accordingly this comple- Ment of ballots was placed in the wheel, One of the @nrolling clerks, Mr. Charles H. Carpenter, was then ‘Blindfolded and proceeded to make the drawing. To the Yarge boliow wheel was attached a bandie, which was furned by Mr. George W. Southwick, every evolution a ‘lip boing brougnt forth, bearing the name of him who ‘was fated to shoulder the musket, if not exempt or ready ‘with three hundred dollars to buy bimeeif off. When Qwery thing was in readinoss the wheel was turned, and the @rst name announced was that of “William Jones, Forty- ‘mioth street, near Tenth avenue.” The crowd at this ‘@mnouncement gave a suppressed murmur, which was the ‘oly display worthy of note at the time. THE DRAWING PROCEEDS. Fverything then went on as quictly as possible during the entire day. The people seemed to take it in more of 8 jocular 4 serious mood, ag a smile fiitted frequently seroes the countenances of several. When some familiar ame was announced there was an ejaculation of * How ‘are you, Brady?” or “How are you, Jones?” Then there ‘were jocular tokens of sympathy, such as ‘Goodbye, Pat- rick,” or “Goodbye, James,’ when the drawn name happened to have either of these Christian protixes to the fame. At the hour of adjournment 1,236 names were an- Bounced to have been drawn, leaving a balance of 264 to ‘be drawn in that ward. Among those who are the lucky Candidates may be mentioned Councilman Joyce, Hon. Alexander Ward and six of the enrolling officers of the @istrict, ‘The drawing continued up to four o’clock, when the Provost Marehal adjourned the proceedings until nine @olock to morrow morning. Every precaution was taken in order to avoid any dis. turbance which might arise. Superintendent Kennedy was @m band, and had a large force of police in waiting, The errangements made upon the occasion certainly reflect ‘msuch credit upon Provost Marshal Jenkins, being ably @auiated by Deputy Marshal Edward 8.
