FINANCIAL AND COMMERCIAL. Wepnespay, July 86 P. M. Gold rou Mis morning to 130, against 133 at the close last evening, and sold in the afternoon at 130%, 181, 131%, 130%, closing at four P. M. at about 130%. Exchange was hard of at 144% a 145 for bankers’ bills. A few Southern sympathizers affected last evening to believe that the despatch announcing the fall of Vicksburg was a forgery, and that General Lee was not inretreat. To-day, however, there are but few persons in Wall street who fail to realize that the rebellion has received acrushing blow, and the tendency is marked to speculate upon the pgobable commercial and finan- cial results of its collapse. Premature as such speculations are likely to prove, their importance attracts attention to them, and every one is devot- ing some time to their consideration. It is argued in some quarters that the collapse of the rebellion will involve the withdrawal of paper money from circulation, and a consequent crisis in the money market: ¢It is not easy, however, to recon- cile this theory with the facts before us. If the rebellion were crushed to-morrow, it would still be necessary for the government to keep on foot a very large army for a number of years, at a very large annual cost. If everything moves smooth- ly, and there is no trouble in the financial and com- mercial world, and people cantinue to make money as at present, the cost of this army may be defrayed by the receipts from internal revenue and the negotiation of loans. But if there were any at- tempt to withdraw from circulation the legal ten- der money now afloat a financial crisis would ensue which would prevent both the collection of taxes and the negotiation of loans. Whichever policy, therefore, be adopted at the outset by govern- ment, it is clear that for some years to come issucs of paper—pethaps not much swollen beyond their present extent—must eventually be the main resource of the Treasury. The experience of 1857 proves that in the greater part of the country it is futile to attempt to collect taxes in the midst of commercial distress; and the very small figure to which conversiona have dwindled down, not- withstanding the splendid successes of our arms, demonstrates that the limit of the public capacity to consume government bonds has been reached for the present. In speculating on the probable commercial results of a cessation, complete or partial, of the war, three points must be carefully borne in mind, if it be desired that a cor- rect result be attained. In the first place, peace would bring us @ swarm of immi- grants far in excess of anything heretofore witnessed. Under the protective tariff forced upon us by the war debt, it will be cheapér for European manufacturers to come here with their workmen and their machinery than to export goods from Europe, and it may be taken for granted that they will come in very large numbers. Secondly, European capital, which has been gene- rally withdrawn from the country for three. years, will agaim seck employment here in the countless enterprises which will burst into existence on the close of the war, .And, finally, the paper money issued by the government during the war, and which they cannot now call in, for the reasons above stated, will, together with the $300,000,000 of new bank currency to be issued under Mr. Chase's act, give rise to more lucrative enterpris: and develop more internal trade than we have ever known. It is with these reservations that the public must receive the general proposi- tion that the end of the war will involve a com- mercial collapse. That gold will fall, and that everything which has risen in consequence of the rise in gold will fall with it—such, for instance, as exchange, dry goods, all imported goods, and all secumties which have advanced on the deprecia- tion of the currency—is self-evident. It is pro- bable that the foreign importers and jobbers will suffer, though most of them have made money enough to be able to stand some losses. But a few mercantile failures and the collapse of cotton and other speGial articles will not prove fatal to commerce or industry. Contrary to the expecta- tions of the rebels, the nation has not been ruined by the war; neither will it be ruined by peace. again % better. some leading bear operators, and prices were ge- nerally pretty well marked down.
