This probably will be conceded fro:n mo- tives of expediency alone, not asa condition. It will save immense expenditure for transpor- tation and subsistence. Grant and Pemberton had a long private interview, at the Jatter’s Tequest, in relation to the surrender, before it was determined. Lee's Army ina Tight Place—The Heavy Rains Prevent tieir Crossing the Pote= mac—Meade und Couch Pressing en Ra- pidly—Another Great Battle Imminent. HARRISEURG, July 8.—The news received to-day by telegriph by way of London and Bedford shows thet the main body of Lee's army is between South Mountain and Hagers- town. He will probably select a place be- tween Hagerstown and the Potomac to give Meade battle, as it is considered utterly im- possible for him to reach Virginia. Imboden is at Williamsport with trom 7,000 to 10,000 treope, protecting supply trains. Lee's wagon train is at that point, with 4,000 to 5,000, making their way into Virginia as fast as their limited means will admit. Lee evidently sees there is no escape for his army, and is preparing himself to give Meade another battle, which will probably take place Friday or Saturday. Rain poured down in torrents fhe whole of last night, and continued up to 12 o'clock to- day. The present flood would destroy any pontoon bridge fon the Potomac, even if the rebels had one, and it ic positively known they have none. The authorities are sending troops up the Valley as fast as possible. Meade’s army and troops under Couch are moving as rapidly as the roads will admit. FROM FREDERICK Part of Lee’s Army Cross the Potomac. FREDERICK, July 8.—[Associated Press dis- patch.j—Information which ce relied upon comes from the front this morning, of the fole lowing purport: : The rise in the Potomac has checked the ad- vance of the rebel army. A smull portion ot Lee's transportation: has crossed on rafts at Williamsport and Sheppardstown, and his stock swam over. His ambulance trains wii wounded have al-ocressed, but his suppiy trains, artillery, infantry and cayairy ed to be ali on this side. His first line of battle has been formedon the “Antietam flelds.” Should this prove true, and it is certain that he cannot receive reinforce- ments, he will be compelted wo trust the fate of his ariny to arbitrament of a bloody field. Our torces are gradually penetrating in that direction, and the next few bonrs are pregnant with the fate of thousands and the welfare of our country. Hopes of annihilating the entire rebel army of Virginia are bright. Interesting Particniars. FREDERICK, 9 p. m., July =.—Gen. Considerable cannonading has been heard to-day in the direction of Hagerstown, but as no reports have yet come 1n, it is believed to have been caused by our cayairy attacks upon the enemy’s outposts. Colonel Root, Ninety-fourth New York, was uninjured. Colonel Wheelock, uninjured, but a prisoner. Colonel Tilden, Sixteenth Maine, ditto. General Baxter, un- injured. FREDERICK, July ¢.—[Dispatch to the Phila- delpia Inquirer. ]—Gen. Meade and staffarrived here yesterday from Gettysburg and Jeft this morning for the front, which is now the line of | the Potomac and the old Antietam battle-fleld. Information received here leaves no doubt | that the rebel army has succeeded in reaching | the Potomac in considerable force, andon Mon- day night and yesterday were engaged in #r- | rying over their ordnance and wagon trairf$on: | flat-boats, canal boats, and every species of j material that could floata man, ® horse or a wagon. To-day or to-morrow, perhaps, at the farthest, the two armies will meet each other near the sceneef the old Antietam battle- field, wher battle will most probably take piace, if Lee should feel in a fighting mood, »na ifthe shonid not wax belligerent, Meade Will certainly attack him. FREDERICK, Wednesday, neon, July &—The | position of the rebels, and their cendition, has been definitely ascertained. ‘heir infantry line hes been drawn across trom Fonkstown, Md., to Valling Waters, and behind this line they are using almost superhuman exertions to get their trains (such as they have saved) artillery and ammunition across the river. The best military authority here doubts, L might almost say is convinced, that they have nO pontoon train, beyond that destroyed at Falling Waters, and that with such canal boats as they had not previously burnt, and timber felled in the vicinity and at Martins- burg, they are endeayoring to supply the de- liciencies of their engineer cerps. Itis known what two days ago they hi troops felling timber. They also attempted to cross some wagons on flat-boats, but the impetuous current of the river rendered the attempt futile. They are now crossing their horses on the boats, and leaving the wagons this side, probably intend- ing totake them to pieces and thus transport them on the canal boats. 1 huve heard the opinionexpressed in a very high military quarter that the Rebels will prob- ubiy secure the most detensible line in front of Williamsport, intrench themselves, and en- deayor to hold our army atbay whilst they secure the mewns of crossing. The position of the Rebels 1s much more des- perste than 1 had allowed myself to think heretofore. It is the opinion at headquarters that our cavalry have not taken less than 6,000 prison- ers, including wounded, who have been picked up everywhere along the road, where they were abandoned by their friends, and in the jarm houses.
