Governor Curtin axp THe Castnet.—By a ‘telegraphic despatch from Harrisburg, pub- ished in another column, it will be seen that even Governor Curtin, of Pennsylvania, is at ‘length satisfied about the imbecility of the Ca. inet. In a speech to the troops, among whom distrust of the good faith of the federal govern- -ment existed to a painful extent, the Governor ‘thought it necessary to pledge his sacred honor to them, placing his hand on bis beart, that he ‘would not permit them to be retained longer than ‘the emergency of invasion lasted; and then he went on to say that “responsible soldiers would lead them,” and not he, who un- derstood nothing of military affairs; and, “with much vehemence,” he seathingly added, “I will aot play the part of the Cabinet of Washington ‘apon the Army of the Rappahannock.” This is tas to Governor Curtin’s opinion of the military capacity at Washington which has hitherté directed and conducted the campaigns in Virginia. Tax New Yorke Seventn 1x Battivone—A Sreuane Conrrast—Our famous Seventh regi- ment, in Baltimore yesterday, was chosen by General Schenck to escort a detachment of six- teen hundred rebel prisoners (captured by General Grant in Mississippl) through the city } .en route to Fortress Monroe, to be exchanged. The despatch upon the subject says that “their motley costumes and unintelligent counte- nances presented a striking contrast to the ap- pearance of the boys of the Seventh.” We have no doubt of it; and yet this contrast between the New York Seventh and this motley proces- sion o° rebel prisoners was not greater than is the contrast between the strength, activity and prosperity of the loyal States on the one hand, and the desolate and forlorn condition, on the other, of the unfortunate people under the do- minion of Jeff. Davis. Tux New Campatox.—The late campaign on the Rappahannock has ended with the defeat of Hooker. Another campaign, of which Lee bas made the initial movements, has opened on the Shenandoah and the Potomac. By strategic marches he has turned the flank of Hooker and united his army in a strong position many miles northward, where he will watch his op- portunity till he can strike a decisive blow. He does not Intend, we think, to force on a battle just now; but he will manwuvre so as to bring Hooker out and take advantage of any blun- + der he may commit. To that end, perhaps, THR PRIVATEERS. ‘The Amorican ship Kate Dyer, from Callao, arrived at Antwerp, was overbauled by a rebel privateer, and com: Pelled to give bonds for $50,000. It ie supposed that the was the bark Lapwing, which was originally captured by the Mlorida. ‘The steamer Southerner, recently tauncbed at Stockton- on-Tess, had been making a tris! trip. Among tbe oom- pany on board was a person who represented himeeif as ‘& Bowspaper reporter, turned out to be a spy, and be made an affidavit tending to show that the steamer was intended for a Confederate cruiser. This affidavit was forwarded to Minister adams, and was by him submitted to Farl Russell, who orderded her to be searched. This search resulted in nothing to justify suspicion, and the steamer remained unseized. The alleged spy, however, continued to hover about West Harpocl, where the steamer was lying. It is stated that the vessel te intended to trade between Liverpoo! and Charleston. The Polish Revolution. A telegram from Vienna says Austria has not concarred fn the propositions of France and England to Russia.
