Weak specutslors in stocks have been pretty thoroughly closed out, and securities are generally in much sfronger hands than they, were a week ago. Whether or no it be true, as reported, that the beas on the Stock Exchange combined last week with some speculative bankers to tie up all the loose money, 80 as to produce an artificial strin- gency, it is pretty clear that no such manceuvre— which was familiar to operators several years ago—can prove efficacious for many days. There is at present afloat over four hundred millions of goverament currency, besides $150,000,000 of bank notes—which is more than double the amount of money that was current in flush times before the war, to say nothing of $160,000,000 of debt. cer- tificates, $100,000,000 of deposit certificates, and several millions of other descriptions of govern- ment paper, all of which serves the purpose of money, is @ banking basis, and answers to pay dcbta. On the other hand, the volume of mercan- tile paper is s0 much reduced that capitalists find it extremely difficult to use their means in this class of investments, and no railroad or other in- dustrial loans are seeking the aid of capital. Under these circumstances it is clear that a strin- gent money market is not warranted by the real position of affairs, and that any stringency which may occur may safely be ascribed to temporary causes, assisted by the tricks of speculators and cunning bankers, and that low rates of interest are sure to prevail within a brief period of time. Gold continued last week dull and inactive. It sold as high as 143% and as low as 140, closing last evening at about 143. Exchange closed about 156, after being as high as 158 and as low as 154%. There is no speculative demand for either bills or gold. The ranks of the believers in high prices for both have undergone a sensible diminution within the past sixty days. Among merchants, the more far seeing realize that the confidence which is felt by all classes in the power of the government to suppress the rebellion amounts to an assurance that, under no eventuali- ty of defeat or disastay, can the national currency depreciate much beyond the current point, while, on the other hand, the fall of Vicksburg and the reoccupation by the national forces of the valley of the Mississippi would be regarded in mercan- tile circles as such a guarantee of the overthrow of the Southern insurrection that the wide distance which now separates gold from currency would be rapid'y diminished. A large amount of bills, re- presenting gold shipped from California to Eng- land, and stocks sent from here, has been placed on our market of late, and they have had the effect of keeping the price of bills from 1 to 1% per cent below that of gold. ‘The following table shows the course of the stock market for the past week and month:— U.S. o's regtte S18; a or wa "Sota baer Virginians. a a 6s, 65 3 0036 “4 its 88 The activity of the money market operated against stocks last week, and weak holders were generally forced to disgorge, to the benefit of the older operators of the street, who were buyers at the decline. Erie sold as low as 90%, closing last evening at about 94, as against 96% at the close of the week previous. The June earnings are un- expectedly large, and it is now beyond doubt that the six months ending June 30 will show gross earnings not less than $5,000,000. Under these circumstances the directors do not attempt to deny that a dividend will be paid simultaneously on both classes of stock, and the only question is whether the dividend on the common stock will be 3% or 5 percent. The decapitation of the Presidents of the Harlem and Rock Island rail- roads is operating in a wholesome manner on other boards of direction which have been accus- tomed in times past to manage matters without re- gard to the interest of stockholders. It may safely be taken for granted that no railroad pre- sident who, on the large carnings of this year, finds it impossible to give a dividend to his share- helders, will be retained in office in 1864. There is no property in this country which, under pre- sent circumstances, promises to yield such hand- some returns as the stock of well placed railways. Stockholders who are defrauded of income this year need have no hesitation in superseding their boards of direction. If the present management of the Erie Railway, with gross earnings of $10,000,000, cannot pay ten per cent to their common stockholders, another set of men should be afforded an opportunity of trying what they can do. It was found, in Eng- land, after the railway crisis of 1847, and also in Massachusetts, after the long duli period of 1349-55, that the old boards of direction eould not bear to divide profits with their stockholders, but managed to increase their expenses by me inscrutable process, so as to leave nothing over, A remedy was found in achange of men. We are apparently about to renew the experience with some of our trunk and Weatern lines. The Toledo directors meet on the 17th to decide on the consolidation. The contest for supremacy in the board has led to various irregular move- ments, such as the illegal reopening of the books on the 11th and the attempt to postpone the elec- tion. We have reason to believe that the con- tending parties—viz: the Lake Shore roads on the one hand and the Atlantic and Great Western on the other—may possibly agree upon a compromise before the meeting. This would be decidedly the best policy for all partics. It fe not at all likely that the Great Western interest will submit to have its connection with the Michigan roads controlled by a rival. Whether, on the other hand, the Lake Shore intercet wil) agree to allow the Toledo to do business with the Great Western on as favorable terms as it does with ite own associates—in other words, whether any plan can be devised by which one partner in 4 firm can be bound to favor his rival as honestly aa his partners—is the problem{which the Toledo directors will have to decide on the 17th. The Public and the Toledo stockholders are contem- plating the struggle with interest; for on ite isene much of our Western railway policy depends. The Cleveland and Pittsburg stockholders meet on the Ist of July.
