FINANCIAL AND COMMERCIAL. Tuurspay, April 9—6 P. M. The imports are the heaviest we have had since July last; the exports of specie the heaviest since last November. Five per cent ie the standard rate for call loans, and six the exception. Debt os-rtificates advanced %4 per cent to-day. Geld was not+@ mercurial as yesterday, but still the fiuctuations were sharp. It opened at 148%, fell to 146% , wallied to 14724, fell to 146, rallied to 147, sold lateim the day at 147, 148, 148% and 947% and closed at 5 P.M. at about 147%. The “Gold bill pevsed the Senate to-day, as was ex- ‘pected, and now goes to the House on the amend- ments. ‘These amendments alter the whole oe tance of the measure. Mr. Dean’s bill, pacred the House, reaffirmed the law of aati, “did not imerfere with loans on exchange, and per- mitted -foans of par on gold. The bill which “passed “the Senate prohibits all loans what- sever on gold or exchange. It is doubt- ‘tal whether so sweeping measure as ‘his weuld do any good, and it is certain that it would do incalculable mischief among importers. All the protection which the national currency can fairly claim is granted by Mr. Dean’s original bill, @cupled with the act of Congress. These measures Fender it impossible for small speculators to de- Preciate the national currency by buying and hoarding gold on speculation. Under these mea- “wares to buy $10,000 of gold a man must invest 4,700 of his own money, besides borrowing “$20,000 at bank. Surely this is protection enongh. ‘M, under these circumstances, the currency de- ipreciates, it will be idle to impute the fact to Wall -etreet speculation. The Senate amendments are rao hostile to the spirit of our commercial legisla- “tion, and so clearly calculated to drive business “from New York to Boston and Philadelphia, that ‘there should be very little question of their Tejec- “Mion by the House. Exchange was very dull to-day, at about 162 a 11 Stocks were irregular this morning. Govern- ‘ments were rather lower. Quicksilver rose 1 per cent, then fell off 144; Pacific fell 2%, and Central American Transit rose 8; New York Central fell %, Erie !,, preferred 4, Hudson 14, Harlem 3, Harlem preferred 1, guaranteed %. At the close of the morning board the market was stronger. ‘There was an ive inquiry for Southern old, Erie and Pittsburg, at an advance of 4% a 34 above the Price on the call. At the 1 P. M. “eall this advance ‘Was sustained, and the general market was firm. In the afternoon there was a general inquiry for ew York Central, Erie, Southern old and Pitte- ‘berg, and these stocks were higher and buoyant. Madson and Harlem were tame, and the latter was ¥% per cent lower. The amount of business done ‘was very large. Atthe 4 P.M. call the firmness eontinned, and there was a sharp rally in Pacific and Harlem. S28, a BS There appears to be some sensitiveness on the part of certain government officials in reference to the publication of the amount of legal tender notes afloat. Yet these persons must be aware that this is information of the highest value, and that a monopoly of it would enable a shrewd @peenlator to make # certain fortune. A sound diseretion would dictate to the Treasury Depart- ment the propriety of publishing, say once a month, an official statement of the amount of motes and debt certificates afloat and bonds nego- ated. This would convey invaluable informa- tien to the public, and would silence the wretched gorsip that is afloat about speculators in or con nected with the department. The Sub-Treasurer received to-day $805,000 for | conversion into 5.20 bonds, and nearly $400,000 on deporit at 5 per cent.
