Havava ‘errrespondonce, Our Havana Correspondence. Havana, March 2, 1863. ‘The Columbia arrived this morning from New Orleans, ‘an¢, contrary to my expectation, leaves today. Iam ‘therefore obliged to give you what news there may be in ‘@ condensed form, reserving details till the next occasion. By the steamer Maisi we have dates from St. Domingo, Puerto Rico, and from Vera Cruz to the 17th ult.; from Jalapa to the 13th, and from Orizaba papers to the Ist ult. There is nothing new save a proclamation of General ‘Foroy, dated February 15, in which he says:—*‘The army, alter its long waiting , is about to march upon Mexico.” Rumor says that General Foroy would commence on ‘the Z1at or 22d of February his advance on the capital. His proclamation contains the usual protestations of friendliness aud a desire to avoid bloodshed, &c ‘There is no account of any fighting, or even skirmish- fog, save an attack op a French convoy which teft Sole- dud on January 28 for Cameron.
