Alderman JEREMIAH Moved that whe matter be laid over and printed in tho minutes. Aldermen Orriwkit said he was not prepared to vote un the preamble and resolutions, and condemn the court martial without being fully acquainted with the nature of the evidence and the charges against General Porter. The city officials had enough to do withont interfering with the general government. Alderman Froment spoke ia similar terms. Alderman Boore wouid go as fur ‘as any other man’! to expresé his feelings on the matter if injustice bas been done to General Porter. He was, however, willing to let the matter stand over, and be made a special order for next meeting. The war bad been improperly conducted, aud though the gentleman (Alderman tiiwell) bed said that th had no right to inter- fere with the acts of the general government, he (Alderman Mitchel!) would say that they have a right and that their constituents are moro deeply interested in ‘tho acts of the general government at the present crisis of the war than they are about the local affairs of the city. { am oue of those (said Alderman Mitchell) who believe that if the war was properly conducted this hellish re beilicn would have been long since quelled. Good business paper is in ree quest, and sells at 5% a 6% per cent. Debt cere tificates continue to fluctuate between 95% and 96%. Gold sold this morning as low as 148%, then ral- lied and rose—on the announcement that Burnside | had resigned the command of the Army of the Po- tomac to General Hooker—to 150°;; sold in the af- ternoon at 15224, and closed 151% bid. Had it not been for the resignation of General Burnside and the anxiety which any change of -ommanders or policy creates in Wall street, gold would proba- bly have fallen to-day. It coats over % of one per cent to carry gold, and bankers exact even larger margins in lending on it than on fancy stocks—in view of the heavy fall, which would in- evitably follow any brilliant military success, such i as the opening of the Mississippi, Exchange was inactive to-day at 165% a.166; buyers hold back as usual after every advance, and bankers show | no anxiety te sell. Late in the afternoon, after the advance in gold, 166% was bid without finding sellers. The stock market was active thia morning; but, | as was generally expected, prices were uniformly lower. There was no fall of ten per cent, such a3 occurred on Thursday last in Harlem; but every- thing declined considerably from Saturday even- ing’s quotations. Thus, at the first board, Pacific Mail fell 5 per.cent, New York Central 2, Erie 234, Erie preferred 124, Hudson 2, Harlem 2, Hariem preferréd 4, Michigan Central 1%, Southern old 3%, guaranteed 1, Illinois 1%, Toledo 2, Pittsburg 1, Rock Island 14%, Prairie du Chien 244, Fort Wayne 14%. In bonds there was no decline; the Terre Haute incomes rose 2 per cent. The securi- ties of newly reorganized rqads, which are doing well—such as the Terre Haute, the Chicago and Alton, &c.—appear to be growing iz publie favor, partly in consequence of the high prices of other dividend paying stocks. This. was the soheme proposed ,by Mr, Jay Cooke, of Philadel- phia, and was very analogous to a project pub- lished some weeks since in the Heraip, and which excited some attention at the time. We call attention to the annual statement of the Atlantic Mutual Insurance Company in our adver- tising columns. It will be seen that a dividend of 40 per cent is declared, and that after reserving two anda half million dollars of profits, the out- standing certificates of 1861 are to be redeemed on and alter the Sdof February next. The assets of the company amount to over seven millions. The Mercantile Mutual Insurance Company has lend of seven per cent, payable the St, Nicholas Bank, a semi-annoal dividend of three and a half per cent, free of | government tax. The Boston Daily Advertiser of Saturday thus notices the aspect of the market there:— 4Ahe movement in general trade continuer moderately active, but the transactions have received some cheek, ju, cousequence of the excitement in gold and dutiable de- mand notes. ‘the market for domestic cotton yoods con- tinues active and excited, and prices are steadily advane- jog. Most descriptions of merchandise are strougty up- ward, but with less speculative excitement. The money market continues abundantly easy, with more demand tor lative action in stocks, but without any influence on the" sunnly or price, the ‘market still for oring the | bayer. The excitement in stocks is rather on the in- crease; tor a8 one class of speculators retire with {ull satisfaction, another class comes forward with full cou- nee of success, and comes out equally satisfied with ia the result of their operations. How the final result will effect “hindmost”’ is still a matter of conjecture. Manufac- turing stocks have ruled strong and are steadily improv ing, the advance in some cases being larger than in auy vious week.
