everybody, "tm short, who has in ordin: Dalance in bank which yields no inc e, will wader the operation of the mew financial scheme’ withdraw that balance and invest it ‘in interest! bearing Treasury notes, convertible ‘on presenta- tion into legal tender. A leading bank president, the oldest im the ci ives it as hie opinion ‘hat the bank deposits will be withdrawn as fast ag the interest-bearing Treasury notes are printed, and that over one-half of the present deposits of our city banks will thus be taken a way from them Of the effect of such withdrawals upon the money market it is needless to enlarge. Loans would of course follow deposits in the downward course and the result wonld bea sharper pinch in the } 60 moucy market than we have yet known. A run "pon the bank deposits would be followed by a general recall of loans, and peremptory sales of gold, debt certificates and other government eecuri held by. banks. Our city banks would sacrifice anything to preserve their ‘redit and pay their depositors, Attention hag been drawn to the probable depreciation of government securiti¢s which would ensue from compulsory sales by banks. But members of Congress reply that, in the present condition of the country, the first duty of legislators is to sup. ply the administration with the means of carrying on the war, and that the banks must take care of themselves. If the banks are forced to sell the government stocks they hold at low prices, Euro- peans, at’ the present rite of exchange, will he Yempted to buy, and thus a commencement of foreiguinvestment’in our public securities will be | secured. | From all that we can learn, we are led | ta believe that a deliberate purpose qxists in Con- gress to arrest the prevailing speculation in gold and a ay stocks, by the adoption of a fiuancial policy ich, by seeming to add to the volume of cur rency, will in reality sponge up and absorb all the floating capital of the country; will withdraw from the speculators of Wall street the means of carry- ing on their ‘operations, ¢ and will cause the money market to pase throaght ‘8 crisis which will prove fatal tothany-of the bolder operators of the day. The. following table shows the course of the tock pander for ~ past week and month:— 1. Jam, 3: Jan. 10, Jan, 17. Jam, 24 u.86 regina ‘a Virgin! a aay o 7 61 815, 68. Nearly all the leading operators—the men who are familiar with the tides and currents, the. winds and storms of Wall street—have sold their stocks, and the present holders are mostly new men, with smal! means and emaller experience. If the steam can be kept up they may get rid of their load at a protit, or without loss. But the in- @ications yesterday and day before seemed to point to a different conclusion. The fall of 10 per cept in Harlem and Harlem preferred on Thursday, apd of 9 per cent in Erie on Friday, was very ominous. People who bought Harlem preferred at 89 and Erie at 85 must have learned an expen- sive lesson, if their purchases were large and their means «mall. If to-morrow or next day the othe, “light timber”’ in which it is the present fashion to wpeculate—such as Southern old, Hudson River and. Toledo—ghould have their turn, and tumble 10 per ent, who would step in to buy the ‘property’ at , the decline? There are no ‘‘shorts” in the market, That many stocks arc selling far beyond their real worth—whatever be the depreciation of the cur rency—is too clear to need demonstration. To take, for example, the stocks we have mentioned, Southern old has vo possible ehance of income until 10 per cent ha® been paid to the guaranteed stock, and those who know the property best do not believe that, under favorable circumstances, the company ‘@an ever carn more then this 10 per cent over and above interest and expens How absurd, then to argue that a prospective depreciation of the ourréncy can make stock which has no chance of fncome worth $64 a share? Hudson River sold last evening at 9544, ex-dividend—equal to 9834, within VY, per cent of par. Two or three days ago it sold at 93, dividend on, and a month ago it was dull ag @0. The road is well managed by Mr. Sloan; but ne dividend earned under exceptional circum stances cannot assuredly make this stock, which hae staggered for yeare under @ load of floating debt,.worth as much as roads which have always paid dividends since they were first built. Toledo, which has always been considered a fair sale at 60, and whioh indeed has rarely ruled #0 high of late years, is now actually selling at 9. Such prices ms these are evidences of crazy gambling —t operators who have no idea of the rea) value‘! ‘that which they purchase, and who only buy in the hope that greater fools than themsclves may here- after relieve them of their purchase at an advance, There are railway bonds on the list, yielding seven per cent interest, and pretty sure of paying that interert, which are lower than etther Hudson of Toledo. Sound dividend paying stocks are selling either above par or so near it that the temptation to buy them for @ further advance iv much less than it was when they were 20 per cent lower, while it takes much more money to carry them than it did. With Central at 121, Erie preferred at 106, guaranteed at 105, Galena and Rock Island at 96, Michigan Central at 97, Pacific Mail at 178, and ‘Panama at 180, the margin for a further advance lig small. They may rise as the corrency falls; bat advanoe will evidently be mach less rapid than hae been. If speculation resumes its sway—as will probably do after a sharp reaction and a iod of @ulness—the probability is that it will on new stocks, where real value is more un- ertain and speculative than the present fancies, h stocks as those of the Terre Hante and Itun, the Chicago and Alton, the Toledo and ‘abash, the Pittsburg and Fort Wayne, the bonds f the Chicage and Northwestern, and other reor- ized ~Weatern roads; such cheap stocks as berland, Camton, Branswick, and others of character, may, if they can present a fair ‘oepect of income, attract the notice of speou- sand become popular fancies. But the old vorites of the stpeet may have nearly run their e for the present. TheGt.
