Sunpay, Dec. 28, 1862. ‘The foreign commerce of the port for the woek ending showed an aggregate import of early three million dollars, against an aggre- gate export of produce, merchaniise and specie with somewhat less than three millions and three- quarters. Our importations of foreign dry goods are falling off; but we still consume as much or pearly as much coffee, tea, hides, sugar, spices, drags, ko., a9 usual; aud at present prices these goods take a great many shiploods of produce to pay forthem. Since January 1.$45,189,006 6,718,190 50,406,802 The banks last Monday showed a specie average of $35,554,336, being a decrease of $1,164,418 from. the preceding week; a deposits ae 6 of $154,821,501, being an increase of $195,835, and @ loans average of 9173,853,596, being an Increase 0f8919,650. The banks have for some time steadily purened a policy of expansion. mer- cantile business has been greatly contracted in consequence of the war, and the old plan of selling on long credite hes fallen into disuse, the bank discounts haye swelled from $120,000,000 to $173,000,000. It is just @ yeer to-day since the banks suspended specie payments. During that year gold has advanced from par to 132, and arti- cles produced, manufactured or imported, have, with few exceptions, advanced in the same ratio, thus swelling enormously the cost of living, and the burthens cast upon the poor man by the war. This advance was originally caused by the policy of the government in issuing paper money; but it wasgreatly assisted by the bank expansion. In- stead of pureuing acautious policy, which might lead to an early resumption of specie payments, our banks no sooner suspended than they began toincrease their discounts, and to lend, without stint, upon stocks, gold and merchandise. The consequence is the present condition of prices, and @ bank expansion without parallel in our his- tory, and which will probably call for investiga- tion at the hands of our State Legislature this winter, The financial policy of Congress remains unde- termined. Financial schemes appear in the papers from day to day, purporting to emanate from the Treasury Department or the Committee of Ways and Means. But many of these are palpable im- postures, contrived inthe interest of Wall street speculators, while the others are probably nothing more than shrewd guesses. Thus a bil) ascribed to Mr. Chase makes him ask Congress for power to issue $900,000,000 more legal tender notes, in the teeth of his emphatic declorations in bis report that he was opposed to farther issues of paper; and another bill, purporting to come from the Ways and’Means Committee, authorizes the isaue of $500,000,000 six per eent bonds, but does not mention how long they are to run. The publi” cation of these imaginary projects affects the stock and bullion markets, and this ie probably the object of their authors. More than a week will elapse before the public can ascertain whether a return is to be made tosound principles of finance, or whether, in the language of the Presi- dent, we are to drift on the waves of more legal tender issues towards ‘‘Conti- nental prices.” The. President, and it has been generally supposed Mr. Chase also, to- gether with the more experienced members of the Senate and House of Representatives, are known to be hostile to any farther manufacture of irredeemable paper money. On the other many members of Congress, who are direct! indirectly interested in the farther inflation of prices, and the entire lobby, are bent on obtaining issues of paper a9 copione as those which flow from the Treasury Department at Richmond. Wall street, on the onef hand, and, on the other, ‘Western speculators, who are hent on reviving the land speculations of 1857, exert a powerful pres- sure in favor of more paper. They care little whether tea sells at $5 a pound and boots at $25 a pair, provided they can realise profits on the stocks, lands, houses, merchandise or gold which they have bought. It is nothing to them that a new issue of paper will swell the oxpenses of the war from two to three millions a day, and that the soldiers who are fighting oup battles at a stipniated rate of wages will find, when they are paid, that their $13.8 month will only purchase as much food and clothing for thefr fami- Hes as $7 would have purchased when they enlist- ed. These are considerations which do not affect them inthe least. The issue rests with Congress, and the vote wil! determine how many members of that body are disposed to legislate for the people at large, and how many for the speculators. There is nothing to be said on the subject that has not been reiterated over and ovor again. We will only add here thet the evils of a permanent dissolution of the Union—enormous and intolerable as they would be—would probably prove leas ruinous to the Nofthern people than the mischiefs which would inevitably result from the unlimited paper issues now demanded by speculators. Money was worth 586 per cent oncall at the clove yesterday. The course of the money mar- ket, like that of the stock, bullion and exchange markets, depends e0 directly upon the policy pur- sued by Congress that it is idle to speculate upon the prospect in advance of Congressional action. If Congress pursues the reckless course of issuing paper money as fast as it is wanted, money will fo atime be cheap; if a return be made to sound principles it will be worth more. Certificates of public indebtedness sell st four per cent diaconnt. Gold fluctuated last week between 13144 and 133, closing yosterday at 182%. The advance was due to prevailing rumors of new paper issues. The gold market has been very tame for some time, and @ brilliant military success would canse it to decline.
