THE GREAT IRON-CLAD NAVAL DEPOT. Synopsis of the Reports of the Surveying Board. The Majority in Favor eof New Lendeon. THE MINORITY FOR LEAGUE ISLAND bee, Bey Bee ‘Wasmineton , Dec. 8, 1963. 2k will be remembered that in March last, and again in June, the attention of Congress was called to the im- portance of establishing @ naval dock yard, with foun. aries, shops and forges, for the purpose of supplying the wants of the country m the naval arm of her defence; and iw pursuance of an act of Congress the Secretary of the Navy apponted a board of officers, consisting of Rear Admiral Stringham, Commodores Van Brunt and Gardi- ner and Captain Marston, of the Navy; Protessor Bache, of the Coast Survey, and Mr. Sanger, of the Bureau of Docks and Yards, to make examinations of New London harbor, the waters of Narraganset Bay und League Island. ‘The Board were engaged over two months on the duty, and, after rejecting Narraganset Bay, majority and minority reports were handed in, the former favoring New London as the proper site and the latter in favor of Leazue Isiand. The Secretary of the Navy, in his last report to Con- gress, gives at considerable length some of the points under consideration, but refers to the report of the board of officers for the details, Ihave been enabled, however, to obtain a very fair @y Dopsis of both reports, and, as the question is one which jwrereets the whole country, it will be found fuil of in- terest, THE MAJORITY REPORT. ‘Tho majority report in favor of New London is based ‘pon the following points: — 1. 1ts proximity to the ocean, and its easy access to and from the same at all seasons of” the year, being within an hour and a half steaming of Montauk Front, and also about equal distance by the way of Fisher’s Island Sound. 2 Its complete protection from boisterous gales and reugh eea, by the great natural breakwaters of Fisher's sland, Inland, and otber islands in the vicinity. 3. Its capacity to receive at one time @ large number Of vessels of uny size. 4. Ite depth rf water. 5. Its acceasibiity at all times. 6. The smail riee and fall of the tide, it being about Marve fect at New London. 7. Its genial ctimate, being comparatively miid in winter and cow] in summer. #. Its taverab.e situation, boing one of the healthiest ports on the coast. . The supply of soft fresh water for mechanical purposes, 10. its means of defence by two forts now erected and having favorable points for further fortifications. 11, Ite conneciivns by rail and steamboats with New ‘England ship timber districts. 12. Its situated in the midst of a bardy population of seamen and of shipyards. 13. Its proximity to the ¢ Salisbury iron mines. 14. The abundance of building materials in its imme- diate vicinity. 15. THE MINORITY REPORT. ‘The minority report is by far the most voluminous- end ie written with great ability and shows great re, search. It is tenacious, and will form, when excavated for docks and basing, a good material for filling in, to raise the adjacent level. ‘The is pertectly fresh at League Island at all a water in storms is very injurious the seashore, and to this the works phia on their voyages; and com. mence to take ina supply of water until off of Chester, bg pnp ‘The ‘entire supply of fresh water at Winthrop’s Point will have to be brought trom a distance, and js not com- parable in quality with that at League Island. The following are the advantages possessed by League im facilities for procuring most readily supplies @f all kinds and materiais, especially trou aud coal:— ‘One of the first considerations in selecting a site for a Bavy yard for iron-clads and iron vessels is that it shall Denear abundant supplies of mative iron and coal; and League Island, from ite nearness to the iron mines and fren furnaces Of Pennsylvania, offers great advantages, em the score of ample, steady and cheap supply,over New London. Iron and coal are always cheaper in Philadelphia than in New London, which must be the case from natural ‘as to location, and the laws of trade as to. cost and supply. Fee quantity of iron manufactured in Penneylvania is adequate for many first class establishments, being 325,000 Gone in 1560-'61 and increasing, or nearly ten times what ‘@first class navy yard weld use whole of the @alisvury iron would barely furnish one such establish- went, and then it is too costly for ordinary work. The cost of iron and coal on the seaboard generally is its cost in Philadelphia, with the freight to ihe Pl There are abundant supplies of good timber for ordi- nary por ‘of construction and fer most purposes of shipbuilding within easy reach of League Isiand. Phila @elphia is a large exporting market for ship timber, oy it will be seen by reference to the Board of Trade’ the supply furnished to the Eastern market# th: homed hhas not been less than 1,275,000 feet, board measure, of white oak ; 3,450,000 of white pine, and $44,600 of yellow Pine, of Pennsyivania. New London is teo near the ocean, being only there aud one-eighth miles from the mouth of the Thames river, and too easy of access, especially in these days, when iren- @lads may run into harbors near the ocean and lay cities under contribution, A navy yard located at New den ‘would be entirely at the mercy of au attack (rom rifle es. Such would mot be the case at Leagne Island, Bear Philadelpbia, which is seventy niiles from the mouth of one of the most de‘engible rivers of the United States, fand is entirely secure from aa attack by rifle projectiles. The per. manent defences of Philadelphia defend ‘League Island, @nd with obstructions in the ebannel, defended by toi! porary of permanent works, and iron-elaas «bove them, the river is amply evcure. ‘The Thames river cannot be | @uccessfully obsiracted, and if it could be would not amount to much: for a vessel armed with rifled pieces could lay beyond any obstructions placed in the river and entirely demolish a yard located upon Winthrop’s Point. ‘The present works upon Thames river would be insufficient for defence from even a water attack, and expomsive works ‘would be required to defend the station from a land attack | fn the direction of Mystic river, Long Island Sound and ‘the Connecticut river.
