THE FRENCH MEDIATION QUESTION. ‘The news of the offer of a joint mediation in American affairs made by France to England and Russia, has taken by surprise all those unacquainted with the efforts made ‘by the South to win over France to its cause, and with the policy of the Emper r, always inclined to take the 4uitiative in every measure which he thinks will add to ‘his fame and to the spieKcor of HMPreign. It as also sur* ‘prised that portion of the public for which the romova of Thouvenel and the advent of Drouyn de | Muys was an omen of neutrality, Ido not believe, however, that Mr. Seward, or any ove connected with the Foreign Depart- tment, may have been taken unawares by this offer of me- diation. 1€1 am well informed, the State Department has Fecoived at different times, through the agency of Mr. Dayton, aa acceunt of the dispositions of the French government io reference to our affairs, which could not leave any doubt as to the ultimate design of the Emperor. Iam much mistaken if there is not now on file in the archives a re Port of Mr. Dayton, of April last, giving the details of a conversation he hal with the Emperor of France, in which it is stated that ‘although his Majesty expressed the most sincere desire for the restoration of the Union,,he nevertheless hinted that, if at the end of the summer campaign the federais had pot obtain.d some decisive ad vantages, he would be Put co the necessity of yielding to the repeated demauds Of the Confederates and to receive Mr. Slidell, At the same time he warned Mr. Dayton that should he be com- pelled to receive him, the Nerth ought to see in this step determination on the part of France to inaugurate a new policy with the United States.’ This cemmunication must have, of course, informed the State Department of what takes place to-day. Anotber evidence that the idea of interfering in Ameri can affairs bas been for some timo past a fixed idea in tho mind of the Emperor is, that during the last six months ‘the New York press has announced the news that France ‘Was about to interfere without a single denial on the part of the official and semi-official organs of the empire which, ov the contrary, bave becn always in fayor of an {nterVeutign of some kina. * KMreat uncertainty prevails iv political circles as to what will be the course of action of the French govern. ment after the refusa) of England, Will the Exaperor wait for the good pleasure of the English Cabinet, or will be act alone? THE CASE OF GENERAL M’DOWELL. ‘The McDowell Court of Inquiry assembled this morning at eleven o’clook. The following order was read :— SPECIAL ORDER—NO. 162. GintmsmHe Makes a Fall Confessiou—Interesting Statement of the Accused, de. ‘The examination in the case of Augustus L. Simms, the alleged seducer of Miss Clementina Anderson, the victim of the Eight avenue abortion case, came off yesterday at the Ninth precinct station house, before Coroner Ranney . As was anticipated, the accused made a full confession. Annexed is hi wement, which will be found exceed- ingly interesting: — Augustus L. Simma, being duly swern, deposed and Says:—I live at 139 West Tenth street; I ama sign painter by Occupation; I first became acquainted with deceased about two years ago; I continued the acquaintance for about six months, calling at the house oepasionally, with the knowledge of the parents; some little difficulty arose between me and the father at this time, and I discon: tinued, my visits openly for about one year, evad- ing bim when he was at home at the request of the daughter; I visited the house since fre quently, commencing last June, but still evaded the father for the above reason; this intercourse was oon- tinued until Friday, the 24th of October last; my Last visiy was made in the evening; deceased tirst let me know of her pregnancy about the 6th or 7th ot July Inst, at the same time requesting me to procure some pills to destroy the child; I’asked her what kind sho wanted; she said there were three or four kinds advertised; that Hooper's pills were the best, as sbe had known a married woman who had tried them; I got the pills, as she requested, but they had net the desired result; she then said I must get something else, that her folks should not know it; I asked Dr. Browne bis charge; be said he would take the case in hand and baye her all right in two weeks at the furthe: ind perhaps soouer, for fity dollars; the understanding was that he was to take her into bis own house‘and do ali the nursing and have all the trouble, Isaid ‘1 will see the lady and let you know iu a day or two;”’ he said, at this time, that he Had one patient at the house and that be could not take this lady until the other one was gone, as he never bad but one patient at atime; in cousequence of the death of Mr. Andersou’s son nothing more wih said by me to Dr. Browne on the subject for about three or jour weeks; on Saturday, October 25, I mace Dr. Browne auother visit; 1 told lim that Thad called agai conceruing the lady | had formerly spoken to him about, he said he had forgotten the time of her pregnancy; I then said as before; he then said that the price would be seventy-five doliars, instoad of fiity dollars the last patiowt he had he got one hundred doliars from, and that she was only two weeks in the house; Ithen told him that I could only give him the first sum named; at Jast he consented to take it; I said the lady would Bo there the same evening by nine or ten o'clock; had made arrangements the eveuing before to e lady at the Loot of Warren street abvut the time left for Newburg, and Itook the stage then, 1 was about five o’ciock; 1 met Clementina in War- re street, noar Proadway; eh¢ sald she had got there, early, and had crossed the ferry a few times, and had waiked up to meet me; I then told her that it was rather early to go, and that we had better go to a hotel until dark; we went to the Girard Honse aud remained there from Saturday afternoon until Sunday ovening, the 26th of October, at 8 o'clock P.
