It is nov pretty well understood that the Secre- | tary of the Treasury will propose to Congress when it meets next week an essentially new finan- cial policy. The advance in gold, and more espe. cially the advance in all articles of- merchandise, have created a wide spread’ dissatisfaction at the West; and though it has not yet been demonstrat- ed that the proposed departure from the financial policy heretofore pursued will remedy all these evils, it is nevertheless considered due to the peo- ple who complain, and to the party which has car- ried the Northern States partly in consequence of the dissatisfaction at the depreciation of the cur- rency, that some other plan of finance should at all events be attempted. The only ground upon which issues of paper money, made a legal tender, have ever been justified by sound finan’ ciers, is the ground of absolute necessity, Mr. Chase's friends have all along held that without resorting to paper money the war could not be carried on. It is now claimed by financial authorities who are entitled to respect that the money required for the prosecution of the war can be obtained without issuing another dol- lar of paper, and it is proper that the experiment should be tried. A country with resources such as ours, anda revenue from direct and indirect taxes of from $250,000,000 to $00,000,006. per an- num, ought, they say, to be able to borrow as much more, without submitting to undue extor- tion at the hands of money lenders. If it can it will be infinitely better to do so rather than at- tempt further issues of paper. The Secretary of the Treasury is understood to favor, in the first plage, the establishment of banks of issue thronghout the country, whose issues shall be based exclusively on government currency, and shall be exempted from taxation; and secondly, a long twenty year six per cent loan to be nego- tiated at the market price. At the first blush, it is dificult to discover how the government will derive any pecuniary aid from the bank scheme, who will undertake to establish any such banks, or what use they will be to.any one. But ifCongress will relax th® Sub-Treasury act, end the Legal Tender act of last session, 80 as to permit bidders for a new loan to pay in any kind of money that will pass current, a six per cent twenty years loan might perhaps sell at or near par; especially if the money were called for in instalments, as, for instance, four or five millions a week, 80 that the government might disburse with one hand as fast as it received with the other. The advantage of this system of finance would be that it would cause a speedy decline in gold, and likewise in all the commodities which have advanced in price in consequence of the ap- paront depreciation of the currency, and would thus gradually relieve the farmers of the West of the terrible burthens which the enhanred cost of dry goods, groceries and other merchandise has laid upon them. The argument against itis the doubt of its practicability. This problem cannot be solved till the experiment is tried. Deputa- tions of bankers gp on from here every day or two, each recommending some scheme or other; ‘but as the question new stands, we have reason to believe that the Secretary occupies the position above stated, and will recommend Congress to abandon the paper money system, at least for the present. Money is worth six per cent on call. Some bor- rowers on stock collateral are paying seven per cent. First class paper sells at 4a 5 per ceyt. The banks are generally pursuing a prudent course, and are preparing themselves for the con- tingencies of the future, by keeping their loans down. Exchange fell this morning to 143%4 a 144, clos- ing in the afternoon at 143 8 143%. The decline was caused by the fall in gold, which, after open- fug at 130, fell to 129% between the boards, sold at 129 in the afternoon, and closed at 139% bid. The bears have a fine prospect of profit on their gold contracts. It is a commodity not easily cor-, nered. The stock market opened lower this morning, mae. sige between the boards, irregular at the necont ird, and closed very heavy. About a year ago, when government was first recommended to issue paper money as the only means of carry- ing on the war, the jobbers in fancy stocks argued that they must rise, because the country would be saturated with paper, and every one would want to get rid of it by buying something or other. They pointed to the state of things at Richmond, and showed thet indiscriminate issues of paper money there had caused State stocks worth $50 here to sell above par there, and railway stocks which never had even a nominal value to advance to the neighborhood of par, Acting upon this theory the jobbers all began to buy stocks; and after a time the public caught the infection, and Wall street witnessed one of the most remarkable bull move- ments ever known in this country. To give an idea ofthe extent of the advance in stocks which has been predicated on the expected excessive issues of paper we append the following table:— Siocks Price Nov. 1861. There has been no excessive issue of paper ; the country ie not saturated with it; peo- Pie are so far from being anxious to get rid of it in exchange for stocks or other property, that large emounts command an eighth of one per cent pre- minum in Wall street to-day. The banks of New York, Philadelphia and Boston could not raise $12,000,000 of it last week to pay for the govern- ment Joan, and the negotiation of $13,000,000 of 7.50 notes bas disturbed the money market more seriously and for @ longer period than a like Begotiation would have doue when we were on a specie basis, In fact, so far from being plentiful, money is scarce, and is really two per cent dearer on the average in Wall atreet than it was before Mr. Chase isened a dollar of paper money. Account for this anomaly as we may, the fact is undoubted, and the enormous ad- vane iv stocks which has taken place withia the past year appesre to rest npow an entirely imagi- nary basis. The most active stocks this morning were the Horlem shares, which appear to be at- tracting a great deal of attention, in consequence of the Madisou avenue grant.
