Goes not dare, bowover, it contents itself with giving an official sanciien to the Times, encour- aging the rebels aad practically authorizing the Biting out of English vessels, built by English w nts and manned by English sailors, a pirates to devastate our commerce and—as good luck would have it—its own commerce also. By and by a day of reckoning wilt come for all these outrages; und in the meantime, if The English people desire any more such repre- sentatives and the London Times any more such correspondents as Lawley and his evadjutors, we au supply them from our State prisons on <tomand. The Great Occan Telegraph. {n another column will be found the propo- ‘sition of Messrs. Glass, Elliot & Co., of London, construct the great ocean telegraph cable which is intended to connect Ireland and New- foundiand. Their offer appears to be a most Aiberal one, showing that they have every confi- dence in its entire success. They are men of darge experience in the business; for they have already constructed and laid down three thou- ‘and nine hundred and twenty-nine miles of @ubmarine cable, all of which is in successful ‘operation. The success of the great Atlantic telegraph is 2 mere question of time, and we think a very ‘Uittle time, That the great length of cable can ‘be successfully laid down has been a'rea:'y de- monstrated, and also that it can be worked ‘through its entire extent. This problem has recently been solved by messages having been Sent direct from San Francisco to New York—a distance greater even than that from Ireland to Newfoundland; and even this has recently been @clipsed by an experiment in Europe, when messages were sent four thousand and thirty-nine miles—from London to Turnan, in Siberia. Then, again, tho character of the the ground over which this cable {s to be laid, and the depth of w ter in which it is to be sub- merged, give every promi-e ‘hat, with a cable properly constructed, all difficulties heretofore encountered will be done away with, and com- munication between she Old and New Worlds be rendered instantaneous, perfect and abiding. The great success of Messrs. Glass, Elliot & Co. in constructing and laying down submarine telegraphic cables proves that they have hit upon the proper method of making them. They have one line between Malta and Alexan- dria, fifieen hund:ed and thirty-five miles in length, submerged in four hundred and tweaty fathoms water, that has been in successful ope- ration one year; another between Toulon and Corsica, of oe bundred and ninety-five miles in Jength, and submerged in fifteen hundred and fifty fathoms water, which has been in success- ful operation twenty-one months. Hence we have positive proof that in both length of line aud depth of water the cables of their manu- facture can be made to operate successfully. So confident are these gentlemen of the success of the project, if a cable of their manufacture is used, that they offer cash sub- scription of one hundred thousand dollars to the ordinary capital of the company, and only ask compensation for tine, services and profit when the line is declared to be in successful operation, A more liberal offer than this ft would be impossible to obtain from any parties. We are sanguine of the success of the great ocean telegraph, and firmly believe that not only will it be completed and prove an entire success, but that in the course of a few years all parts of the world will be in instantaneous com- munication with each other, We have no doubt that in a very Hitle time, probably in less than ten years, and perhaps withiu five, the readers of the Heratp will be able, in the morning edition, to have news of events that transpired the day before in Europe, Asia, Africa and South America; in tie East and West India islands, and, if found necessary, from Australia and the solitary isiands of the Pacific Qvvan: Indeed the Heratp wil! then, with the excep- tion of the editorial articles and city news, be filled with nothing but news received the pre- vious night over the wires from all parts of the world. Our correspondents everywhere will drop their letters fn the telegraph offices in- stead of the post offices. ‘The Atlantic telegraph has not been forgot- ten or paseed over, notwithstanding we are in the mjist of all the excitement of a war of great wigan Jt isin the bands of enterprising men and capitalists, who will carry it through, bo matter how much they have te contend with; aud we look upon the energy displayed, and determination with which they push the matter toward completion, as a sure sign of suceces ip surmounting every obstacle, and of the com- pletion of a grand enterprise in which every one is more or Jess interested. It is tobe hoped that the proposition of Messrs. Glass, Elliot & Co. will meet the atten- tion it deserves by all those who are desirous & wee the great work completed. Let there be no delay, no hanging back; let every one put bis shéulder to the wheel, that we may, bo- fore two years more go by, be able to have the news from aM parts of the continent of Kuropo of the day before as an appetizer for breakfast Isvorstat Mestini of tun New Coxeness.— ‘We eee it stated that « petition has been exten- sively circulated in Pittsburg, Pennsylvania, for a meeting of delegates from the loyal people at that place om the 25th of tho present month, for the of impressing upon the Presi: @ont a prosecution of the war, and to gustain the ‘recent emancipation proclamation. ‘This appears to be the object of the potition, which is said to bear the signatures of many ‘Gnfluential ottizens.” Now, this comes in very well with the proposition for an informal meet- ing of the new Congress. These are, in fact, the men who onght to meet at Piltsburg or any where else, because they are fresh trom the people, whose views they represent; they are eompowwd of conservatives and radicals. and can tell better what Is needed than an assem: bly of any one set of men gathered together to disouss the affairs of the nation. A mere convention of irresponsible individuals could have no offect en the President; but the deli berately formed opinions of the representatives jnat clected to Congrovs will bave great weight fn shaping the policy of the government. This faabe sort of meeting that should be held, not a moore aecomblags of private individuals, one half of whom may be coatractors, Dicwisstov or Gengaan McOneinan— President Is nn evenly balanced man, lL bla interviews with the border States je bas expressed @ desire to carry all anen the loyal States with bim, and whenever he has made one faportaut change in favor cf the radicals he bas shortly afterwards inade another change in favor of the conservatives. Now, if ‘ne carriva out this plan, which he has practised vas far, does not the removal of McClellan in- Let us wait and see. Secawrary Sewakp ano tH# RapioaL One oans.—The Waterloo defeat which the radicals | have recently encountered at the polls bas again revived their old hatred of Secretary Seward. They now accuse bim of being re sponsible for all the imbevility, mismanagement and mistakes of the preseat administration; and, not content with this, attempt to saddie bir with all poor Buchanan’s grievous sins of omission and commission, These tirades against Seward sow the true spirit of the radical abo- litionists. Secretary Seward is the only mem" ber of the Cabinet who has done bis duty tho_ roughly and successfully, by averting the dan ger of foreign intervention; and he is almost the only member who bas not neglected his own affairs to interfere maliciously and disas- trously in the departments of others. There- fore, of course, he is hated by the radicals, who would be glad of foreign intervention in order to destroy Seward, just as they plotted and prayed for a crushing defeat of our armies in order to kill off McClellan. The people know who is responsible for the ill fortune and prolongation of the war, however. The result of the election in Ohio was # rebuke to that intermeddier, Chase; and close upon thia rebuke eume a popu- lar endorsement of Secretary Seward in the form of a heavy majority against Wadeworth, the pet and accomplice of the inoompetent Se | retary of the Treasury. If Secretary Chase's record were as clear and pure as that of Secre. tary Seward the radical organs might have some excuse for their tirades. As it is, like swine swimming across the Mississippi, they only succeed in cutting their own throats. NEWS FROM WASHINGTON. Waauennn, Nov. 0, 1862. INBERESTING STATEMENT IN REFERENCE TO POSTAGE STAMPS AND STAMPED EMVELOVES. Postage stamped envelopes were first tniroduced tu this country in the year 1853, and although oifered atu price tar below that of the ordinary envelopes of the trade, they do mot as yot seom fustly appreciated by tho public. There has been but slight variation ta the aum- ber of stamped envelopes issued anuually. In 1854 it amovpted to 26,128 600; in 1858, to 63,755,150; im 1958, to 90,704,275; in 1661. to 26,027,000-—tho latter being jese than fifteen per cont of tho issus of reparnte portage stamps, which increased from 55,000,000 In 18h4 to 211,000,000 in 1861. Tho grexter choapvess of go- yerpmeat envelopes, as compared with thees of the trade, is generaily overiouked, because the purchaser of tho formor ia requested to pay the additional chargo of postaze. One hundred stamped envelopes aro aold for threo dollars an! eightcoa conte, while the same nuinber of pi ones, of similar quality, may be procarod for about thirty conta; but to ais sum must bo added threo dotlars, the value ef the postage stamps, which must be afixed ty auch eave! pes before thay can be used in the matis, thus moking one bundred letters cost three dollars and forty cents, or twenty-two conta more than if covered by government envelopes, Hence it appeara that porsons who make use of unstamped envelopes pay for tuem about one hundred per cent more than if they employed slamped onvelopoe, The number of aeparate portage stamps Issued during the year ending June 30, 1861, wag, a2 above stated, upworde of two hundred miliione, Assuming that alike nombor of Dnetamped envelopes were used for lotiers, at thirty-eix cents por hundred, which Is @ very low oetimate, the cost thereof would have been $72,000, whereas govern.
