The aggregate exports, however, were five millions of dollars, against an aggregate import of one million and three quarters, leaving a balance of three and s quarter millions in favor of the country, and swell- ing the balance for the year to date to nearly twenty-six millions of dollars. This calculation does not take into view the movement of Ameri- ean securities, of which large consignments have been lately received from Europe. Some esti- mate that half a million dollars worth of Erie, Illi- nois Central, United States stocks and other American stocks and bonds arrived here Iast week. These estimates, however, are necessarily very vague. The importation of foreign dry goods and other European manufactures is not as heavy was expected. It is not likely that the statement which ia to be made up to-morrow will show any essential change in the course of the bank movement.’ So long as the war lasts, and the means for its prosecution are provided by the fenne of paper money, loans and deposits wil! con- tinue to inorease, and owners of bullion will lodge it with the banks asa special deposit. No au- thoritative statement has yet been made of the mount of coin held by the banks on special de- posit, It seems to be generally estimated that it Goes not fall much short of fifteen millions of dol- fare. Inthe event of a change in the financial policy of government this gold would fall rapidly. He may be presumed, however, that its owners hold it merely as an insurance, and would be well eontent to see the premium decline for the sake of their bills receivable and their other assets. The general depositors in bank would be well pleased to have some of the gold held by the banks Sold for their benefit; but in thisrespect none of the donk managers appear to be disposed to gratify them. The subject of a change of policy by Con- Sees at the coming session in December ia active- fy canvassed in financial circles, and it seems to be generally supposed that something new will be attempted. Without some measure driving exist- ing bank notes out of circulation--which should have been insisted upon a year ago by Mr. Chase— it is conceded that the present paper money sys- tem cannot proceed any further. The unwarraut- able depreciation of currency already reached— 36 per cent—shows what mismanagement has @one already, and what would be the effect of fur- ther issues without some check to comcurrent fasues of bank paper. It is greatly to be regretted that Mr. Chase did not recommend and Congress pase the Tax bill at thejextra session in 1861. The omission to do so and the delays in the execution of the law passed at the last session argue shame- fol and inexcusable negligence. As the case stands the probability is that Congress will have to pursue the same course that was adopted by the British government in the Napoleonic wars, and saise one-half the amount required for the prose* cution of the war by taxation and the other half by loans at the best rate that can be obtained. ‘The money market was rather active last week to borrowers on stock securities. Old established houses, in good credit, get all the money they want at5 per cent. But most of the borrowers at pre- sent are stock speculators, who have bought stocles at the recent advance, and hold them on specula. tion. Amoug londars it is not generally believed that these prices can be maiutained, at all events ‘ontil a smart reaction downward shall have occur- red. Hence they are unwilling to lend except to parties of known responsibility and on unusually large margins. Mercantile paper continues very scarce indeed. First class names sell readily at 4 6 per cent, and ordinary business paperet 6 4%. Certificates of indebtedness fluctuate between 99 and 99%, according to the daily supply. As the interest on these certificates is payable in gold, and the principal in @ year, they are a desirable investment. Demand motes have fluctuated be tween 125 and 127, closing at about 126. The supply.on the market ia supposed to be about 820,000,000. Foreign exchange closed yesterday at 146 for bankers’ bills on London—higher than it was a week ago. The price of exchange is maintained by the price of gold, which closed yesterday at about 131%. In the event of @ change in the financial policy of government, neither gold nor exchange could be maintained at or near present Guotatior ‘The export trade continues very ac- tive indeed, aad the supply of bills from this source is in excese ef the general expectation among Dankera, while the inquiry for bills {s less than was expected. A new deimaud for exchange has late- ly arisen, however, from the large amounts of American securities which have come hore for sale. Some of our active secarities have been im- ported home from England in Jarge quantities, and are being rentitted for in hills.
