It has been known here by a very fow persons that peveral of the border State representatives put apon pa- per their recollection of the President's conversation upon the occasion of his conference with them upon tho sub- ject of emancipation, notes of which conversation have now appeared in the Louisville Journal. It may be atated, upon the authority of othor than the signers of the statement in the Journal, that the Prosident said that unless Congress should make an apprepriation to carry out his policy the bottom would be out of the tub. ARRIVAL OF THE WIFZ OF JEF¥. DAVIS’ ASSISTANT SECRETARY OF WAR, Among the distinguished visitors here is Mrs. Cameron, wife of Judge Camevon, who ts Jeff, Davis’ Asswtant Secretary of War. Perbaps when ehe bas gathered a large budget of information she will be permitted to pass through the lines and communicate with the rebel War Department. THE REBEL FORGED LETTER TO GECRETARY SEWARD. ‘The pretended intercepted letter frem a nephew of Wm. H. Seward, Secretary of State, published in the Richmond Dispa ch, is a forgery fabricated by the rebels. The Soc- rotary of State bas no such kinsman or friend as the letter named. NARROW ESCAPE OF GENERA. HOOKER AND GENATOR M’DOUGALL. General Hocker to-day very narrowly escaped being billed at Willard's Hotel. Tho General had come Im town to communicate with the War Department, and was in ihe room of Senator McDougall, when a gentloman who was present exhibiting to thom an improved carbine, fired it accidentally, and the charge, passing between the two Generals, shattered the wall behind them. These voteran soldiers were @ litle startled by the discharge, which came so near putting a period to tho existence of one or the other of theta, but pursued their conversation as if nothuig had happened. Refugees who have reached the United States bark -Kinglisher, on the coast of Florida, report that the tate destruction of the extensive steam salt works ia St, Josepti’s Bay, Flotida, onthe 8th ult., by (he Kingflsbor, was a hoavy blow tothe rebels, and created great excito- merit throughout Georgia and Florida, these works having ‘been the main source on which these States relied for a supply of salt (or the winters’ provision for their troops, aud that it was a greater injury to the rebel cause than if we had captured 20,00 of their troops. THE DEPARTMENT OF THE CUMBERLAND. General Wool bas been bere on business, as it is Bup- posed, connected with the secret movements in Baltimore to supplant him in command. The coustituticn assumes &c.; but the parties in Baltimore that aro assailing Genoral Wool, as they did General Dix, do 66 because they want him to engage in all sorts of irregular goarches and seizures of persons ‘sho are obnoxious to the old plug perties in that city. ARREST OF ELDER PROK. Klder Peck, onco @ coadjuter of Neal Dow in tho Maine law crusade, and afterwards State Treasurer of Maine, now employed on the editorial staf of a paper hore, was arrested to-day on account of the publica- tion of @ paragraph charging that a clerk in tho Adju- tant General's office had been proved disloyal. Colenol Baker, chief of the detective force, released: Peck after ‘an explanation that the paragraph had been copied trom another paper, but he is said to have meuaced tho newspaper men with incarcoration in the Old Capitol Prison if they were not ovreful in their statements. RELEASE OF JUDGH CARMICHAEL. The Secretary of War has given orders that Judge Carmichael, now in confinement at Fort Delaware, be re- eased from arrest. CIVIC WARRIORS IN TOWN. Hou. Jobn Covode, and other eminent civic warriors, arc in town besieging the White House. APPOIN(MENT OF SUPREME COURT JUDGR. David Davis, of Illinois, has been appointed Associate Justice of the Supreme Court of the United States. It is said that Mr. Davis ts an able lawyer, and a man of great wealth. ROBBERY OF SICK AND WOUNDED SOLDIERS BY FR- MALE NURSES. For some time past it has beon noticed that articles granted by the Sanitary Commission and philanthropists generally for the comfort and relief of our sick and wounded in hospttals here have mysteriously disappear ad, The most vigilant serutiny has horetofore fated to detect the acoundrels guilty of the crime of robbing the sick and wounded of the offerings of their countrymen’s yratitude for their noble servieo in its defence. It was hardly deemed possible that the crime would be brought so near home as the present revelations have made ap. parent. A few evenings since one of tho soldiers in one of the hospitals infwrmed one ef the sur geons that he had noticed that the female atieud- ante always carried away a bundle under their outer clothes, and that the same thing had bvon done that ovening. Numorous bospital stores, Blaukets, comforts, drawers, shirts, &e., Baving been| spirited away, attention was paid to the soldier's words. The fomales’ residences were found, and search made. An immense quantity of hospital stores, mostly trom the Sanitary Commission, wore found, and, worse still, ou. ‘moreus articles left by sick, and in many eases no deubs buried soldiers, in the hands of thelr very afiectionate female Samaritans, who seemed, while intent upon their duties ag nurses, not unmindful of No.1. Many articles taken from the poor soldiers were recovered, such as rings, lockets, breastpins, chains, watches and money in gold in abundance. It is surmised tht the aurses are not at the bottom of this robbery, which only represents a regular system of pillage that has been carried on in the hospitals here for some time. Investigations are being rigidly imstituved into every departmont of hospital management, and the truth will come out sooner or later. What punishmeng can be too severe for those who, under pretence of phi- lanthropy, are nominally ministering to, and yet actually robbing, the maimed veterans of tho war of their well deserved share of their country’s gratitude and affection- ate regard?
