The country is in fact growing rich on the war expenditures of government, which far exceed in volame and in profit the Southern trade which the North has et by the war. Money is flowing to this city for employment from every direction, and, while the old Southern houses have gone down and are no mere heard of, new clas of men, who have serown by the war, are assuming their piace in otw financial community, and will rule Wall treet until the peace comes, when a new crisis will pro- bably destroy most of them, as the war destroyed theirypredecessors, Gold, demand notes aod exchange all took suddem opward turn today. If a man who is worth $50,000 ip afraid that by the depreciation of the Paper money now afloat he may find himeelf only worth im reality $25,000 at the end of the war, he ean protect himself by buying $50,000 in gold, tak- ing it to the Sub-Treasury, depositing it at four per cent, and, if he needs the money, borrowing en the Sub-Treasurer’s certificate of deposit. This is the secret of the recent enormous purchases of gold. Money is pretty active at4a6 percent. The active apeculation in stocks enables tenders to ob- tain better terms than they have been dog hitherto. Certificates of indebtedness are selling at 99%. ‘This has been another very excitiag day in Wall street. Everybody appears to be speculating in stocks, and everybody is making money. We are in the full flush of a speculative outburst, and how long it may last, and to what prices stocks may not rise, no one can tell. That it will end in a crash is elear enough, and is denied by none. But every one makes up his mind that he will have sold out before the crash comes, and that it will be his neighbor who will break. Speculation at the pre- sent time is greatly assisted by the accidents which have closed the Mississippi and the Baltimore and Ohio Railroad to trade, and have consequently thrown an unusual amount of business upon the Western roads. Such lines as the Erie, the Illinois Central, the Michigan Central and the Toldeo are earning so-mach money that they would be rising in ‘public esteem, and their stocks would be advancing from day to day on the Stock Exchange, if the banks had never suspended specie payments, and nothing had ever disturbed the even tenor of our currency. Every one of these stocks and many others which can be readily named are selling from ten to forty per cent lower than they were in 1856, when their business wae much Jess than it is. It is by arga- ments like these that the speculators for a rise jus- tify their expectation of much higher prices, and in the present condition of the public mind there is reason to believe that the chances are in their favor. New York Central sold at a premium of 2 per cent to-day; .ita prospect of income is hardly better than that of Erie preferred, and of the two the latter is, perhaps, the greater favorite among speculators. It advanced 2 per cent this morning. Erie, old, sold at&0 on buyer’s option this morn- ing. A dividend en this stock some time next year is taken for granted by the specu- lators, At the company’s office no information on the subject can be obtained. A couple of thou- sand shares of Illinoie Central were taken this morning at an advance .of two per cent. Some European operators calculate that they can make money by buying these shares at present prices, selling their exchange against them at 135, and sending them to London for sale at the price which willrule there when the news of our ad- vance ia received. The road is doing a fine busi- ness. Toledo, which was sold down to 63% on Saturday, on the passage of the dividend, rallied this morning to 68. People in Wall street are be- ginning to earn that a stock is sometimes worth all the more because the directors do not pay a dividend when the money can be more profitably used elsewhere. The earnings of the Toledo are entirely satisfactory to the management, and a large business is expected this winter. Michigan Central, on which this year 8 per cent at least will be paid, touched 80 this morning, and 804 this afternoon. The bonds of the eame concern, bearing 8 per cent interest, are selling at 116. This year, at all events, the stock will pay as much as and perhaps more than the bonds. Cum- berland Coal advanced this morning to 16. It sold a week ago at 8. As the canal is out of or- der, and the Baltimore and Ohio Reilroad is not running, this advance in the stock curiously cor- responds with the utter destruction—for the time— of the company’s business. The only one among the active speculative shares which did not move much this morning was Hudson River, which rose only 1 percent. This is the more surprising as the road is doing a larger business in proportion to the past, than many other roads which are great favorites; dividends may fairly be expected next year. The third mortgage bonds are selling at 101; after the interest on these is paid, $370,000 will give ten per cent on the stock. The advance at the morning board in Pacific Mail was 244, in Harlem 2, in Reading 3, in Southern old 2, in guaranteed 2,*in Cleveland and Pittsburg 2, in Galena 134, in Rock Island 4, in Prairie du Chien %, in Fort Wayne stock 2%. Governments were steady, without change of price. Bonds of all descriptions were active. Fort Wayne thirds sold at 72, an advance of ten per cent since Friday; Chicago and Northwestern assented bonds rose 1 per cent, and the second mortgages 1; Erie fifthe rose within a fraction of par. Between the boards the market was rampant; everybody want- ed to buy stocks. At the second board there was a slight reaction in Rock Island and Erie old; but New York Central rose 4%, Illinois Central 1, Michi- gan Central 4%, Toledo 4%, and the market gene- rally was strong. There was an active inquiry for bonds; for the assented bonds of the Chicago and Northwestern 59%4 was bid. The market closed firm, the following being the last quotations: — Harlem pref. Cheeks dated, or payable ahead, are subject to taxa- tion as promissory notes, Stamps are not required upon documents made prior to October 1, 1862, excepting upon foreign bille of exchange, which must be stamped on acceptance ‘The committee recommend, as a simple and convenient method, that the three per cent tax required upon divi- deuds and surplus profits be deducted by banks in gross from their net caruings before the deelaration of divi- dends. Dividends then declared would be free from tax. The three per cent thus withheld must be paid to United States within thirty days from the date on whi such dividends are payable, under penalty of five hun- dred dollars for default. (See. 8 Stumps must be ailixed to all Siacnena by the party iseuing the same, before presentation at bank; and all documents issued by a bank must be stamped by it be- fore delivery, a8 required by resolution unammously passed at a meeting of bank officers September 15. Stamps, in amounts of $60 and ever, can be obtained of the Commissioner of Intornal Revenue, as per schedule hereunto Secon, for which @ coramiasion of not exceed- ing ft cent, in stamps, will be allowed.
