At Williamsport there have been no active operations on either side. The rebels continue to picket the Vir- ginia side of the river, whilst our troops do tho same on this side. Asa general thing there,as elsewhere on the river, there is no firing between pickets, both sides by mutual consent abandoning this useless and murderous practice. When in Hagerstown a few days sinoé I gave a list of some distinguished rebels who recorded their names at the Washington House. Among these was Dr. McLaugh. lia, of Bradley Johnson’s staff. This same individual a tow day ince crossed the river and gave himself up to the pickets of the Eighth Maryland regiment. Ho stated that he was utterly tired of the rebel service, and would sooner bo in Fort McHenry than with thoir army in Vir- ginia. McLaughlin ise a Marylander, and, I believe formerly resided at Ellicott's Mills, He brings news of the death of Albert Carroll, one of the sous of Charles Carroll, Esq. Farly this morning a large force of cavalry crossed the Potomac at Blackburn’s ford and moved off towards Shepherdstown. They had not returned whgn I close this letter. Our scouts visit Shepherdstown juently by day, while rebel cavalry still come there at night, the place being held by neither party. A number of rebet wounded are there. At Shepherdstown ferry, on this side of the Po- tomac, there are over two bundred wounded rebel prisoners, guarded by the Nincty-first Penn- sylvania regiment, and under care of three rebel surgeons. They have everything done for them that is possible, no service that is desired being refused by our surgeons or officers. But the hospital is a terrible place. The men are of the desperately wounded class, and there is scarcely one who has not lost an arm er a leg, or is not otherwise mutilated. Our men mingle fairly with them, and are prompt and untiring in their willingness to aid them in any way that can give relief or comfort. Harper's Ferry, which I reached this noon from burg, is now the centre of important movements. firmly constructed pontoon bridge already crosses the river, and the reconstruction of the railroad bridge being pushed forward with all the expedition hat can be grined by the employment of a large force of mecbanies under direction of the railroad company. The completion of this bridge bas an impor- tant connection with tie movements of the army, ag it would be impossible for it to move far into Virginia with- out a completed line of railway communication with its base of supplies. It would be an easy thing to march our men, now rested and in fine condition, to Winchester or Martinsburg, but it would not be so easy to feed them after they were there. OOMMUNICATION FROM MR. KNAPP. A communication was reseiyed from Mr. Knapp stating that although be bad seen in the public papers that a re- solution had been adopted by the Board removing him from the office of Street Commissioner, he had not re- ceived any official notification to that effect; that ha, had oe the duties faithfully; that he intended to hold is office until his term had expired, and would contest the question in the courts. Alderman Boork inquired if Mr. Knapp had been off- cially notified by the Clerk of his removal, Mr. Vaugatink answered in the affirmative. Alderman Boour then moved that the communication be returned to the person from whom it came. Alderman FRombs1 hoped it would be received and Placed upon the minutes. it was # respectful communi- cation. Alderman Warsi thought it was disrespectful from be- ginning to end, and he hoped that no notice would be ta- ken of it. Alderman Fromext contended that it was not disre- speetful, and no doubt Mr. Knapp intended to contest the question in the courts of law, as he was not permitted to have a hearing before a committee of this Board. CONFES- BION, ETC. ‘The “Arch,” a tenement house in Sullivan street, noar Spring, was the scone of a shocking murdor yesterday morning. The victim, a negro, named Joseph Thompson, had deserted his wifo, and the latter im a fit of jealousy cut his throat with a razor. The particulars of the tragedy appear to be as follows:—About four weeks ago Thomp- son left his wife and went to live with « woman named Josephine Connover.
