In States where enlistments have been made by mumicipalities aad towns, instead of counties, the Gover- ors of such States are authorized to apply the foregoing Tles of draft to such municipalities and towns instead of counties, Fifth. Provost Marshals will ke appointed by the War Departinent in the several Siates, on the nomination of the Governory thereof, with such assistants as may be necessary to emiorce the attendance of all diafted per- tous who shall tail to attend at such places of reudezvous. Sixth. Tease any State shall not by the fifteenth day of August furnish its quota of additional uuree hundred thousaud volunteers called for by the President on the second day of July, 1862, unless otherwise ordered, a!) incomplete regiments shall then be considered under tho direction of the Governors of Ube respective States, and an addifional draft shall be made as before provided, sufficient to fill up such quota. The number to be draft- ed from such county of the state to be fixed. by the Gov. ernor thereof. : Seventh, From and after the fifteenth day of August, bo new regiments of volunteers will be organized, but the premium bounty and advance pay will continue to be paid to those voluntecring to go into the old regiments, By order of the Secretary of War. To enable the Commissioners to comply with this provision, they will cause to be written or printed on the baliois, in addition to the name, the town in which the person resites; and whenover the pumber of names drawn for auy town shall equal the deficiency of such town, they will reject all ballots drawa subse- qnently representing resideuts of such town. Sccond-—tha supervisors and assessors of cach town, ‘excepting the citiesof New York and Brooklyn, for which special provision is hereinafter made, together wilh two citizens thereof, to be appointed by the Governor, are hereby charged with the duty of causing an enrol- ment to be made of all able bodied citizens hetween the ages of eighteen and forty-five in thetr respective towns, in accordance with the instructions therefor above ordered. For this par- pose they are authorized and directed to examine the enrolinent books hitherto filed in the offices of the town and county clerks, an’ to make such alterations thereto as shall r@hder the lists complete—those for each town to be kept separate and distinct—and copies thereof to be filed in this office and in the offices of the sheriffs of their respective counties. The attention of the enrolling officer is catled to the fact that firemen who have not served their time are liable to be drafted under the provisions of this order. It is especially enjoined on all good citizens to be active and zealous in furnishing tho enrolling officers with the pares of all persons in their neighborhoods Mable to mili - tary duty, and with all other information required of them in perfecting such enrolment; sud enrolling officers are hereby ordered to report all cases ja which euch in- formation x refused to the nearest provost marshal, or to the Judge Advocate General of the State, at New York city. Third—In the cilies of New York ant Brooklyn the enrolment will be made wnder the direction of the Judge Advocate General of the State, who will appoint in cach election district of the said cities one or more per- sons as enrolling officers, Such officers wil! proceed, under the direction of the Judge Advocate General, to enroll all the able bodied men between the ages of eighteen and forty-flye within their respeo- tive districts, in accordance with the regulations and instructions hereinbefore preseribed.
