THE PRRSIDENT’S MESSAGE. ‘The President has sent a message to Congress taking ‘upon himself and the Cabinet altogether the responsi- ‘bility of the measure for which the House of Represepta- tives lately censured the late Secretary of War, General ‘Cameron. It is hoped by him and by all the members of the Cabinet that this measure will be understood by the Public as an evidence of their determination that no imaginary division shall be gotten up in the administra- tion. The zealand the unanimity of all are equal to ‘what have oxisted here at any time. THE TAX BILL IN THE SENATE. The Sonate to-day, in Committee of the Whole, con- €luded the consideration of the amendments to the Tax Dill. It 1s now regarded certain that the bill under con- ‘sideration will finally be adopted, although its final ‘Anishing will undoubtedly be loft toa conterence commit- tee. There arealready here representatives of various in- torests who have in vain besieged the committees of ‘the House and Senate, and propose now to make a final Asault upon the Conferonce Committee. Mr. Wilson, of Massachusetts, moved to strike out the ‘partof the Tax bill which puts a tax of twonty dollars yearly upon retailers of spirituous liquors, He wouldas ‘eave recognize gambling establishments or houses of il) fame by taxing them. Mr. Fessenden attributed the goal of the Massachusotts Senator to his antecedents as a ‘temperance man, but said it was sound policy to lay ‘Burdens upon all forms of luxury and vice. THE WAR EXPENSES OF THE GOVERNMENT, In his spoech to.day in roply to the resent speech of ‘Mr. Voorhees, of Indiana, Mr, Dawes, of Massachusetts, roduced authenticated statistical statements to show t the government expend'tures on account of the war sare much less than they have been represented, These fetatistics sustain the statement in tho Hxratp soveral ays ago, that the expenditures since tho beginning of the war have been not more than ove million dollars a -@ay,and that the aggregate expenditures for the year ‘will approximate with singular nearnoss to the estimate of the Secretary of the Treasury in his report to Con- ie & BANKRUPTCY BILL. ‘The bill reported in tho Senate by Mr, Foster, to es: ‘tablish a uniform system of bankruptcy, fluds genera favor. It has been carefully prepared, with a view of ; guarding the interests of both creditor and debtor. The passage of this bill is of vital importance to every com. «mercial community, and at the sams time an act of jus- tico to all classes in tho conntry, If ever a bankrupt “pill was needod it is now. The time is favorable for its passage. It has failod hitherto from sheer neglect on tho part of thoso most interestod. Itgis believed thero ts a majority in both houses in favor of the moa gure and only ordinary attention and com- “Dination of effort aro required to seeure its pas. goge. It is a measure of infinitely more utility and practical importance than all thy bills for the emanci |pa- ‘tion of the slaves in the rebel States, which will only impose upon loyal citizens increased taxes for their sup- port, without any cousejuent bonoflt. ‘TH HOUSE EMANCIPATION BILL. The advocates of the general Emancipation Dill, re- fected by the House yesterday, intend to-morrow to ‘make a desperate effort to have it reconsidered. Tho majority against it was only four. The friends of the ‘measure will have to-morrow two more votes, which -wore absent yesterday—Dunn and Covode, They are amoving heaven and earth to secure tho third, und r- ‘standing that the Speaker will give a casting voto in their favor. They hope thus to reconsider and pass the bill. ITUDINARIAN DEDATE IN THE pee rs HOSPITAL BILL. ee The House indulged in un old fashioned latitude fm tho dobato in Cymmittee of the Whole on ‘tho bill to purchase a site for s government ospital. Tho discussion was conducted principally by ‘Messra. Dawos, Voorhees aud Wadsworth. It iavolved a comparison between the patriotism of Massachusetts, Indiana and Kentucky, 12 which the recent letter of Gov. Andrew, imposing conditions to his prompt answor ‘to the call of the President for additional troops, was so -verely handled. To the people of the Bay State was ac- corded a full meed of praise for patriotism; but it was ‘shown that the Governor was only a conditional Union man, which, in Indiana and Kentucky, is regarded as equivalent to being a secossionist. Mr. Dawes, of Massachusetts, whose eminent ability in \exposing corruption uncer the Cameron regime hag made chim the subject of deserved encominm, replied to the late speech of Mr. Voorhees, ot Indians, which charged ‘upon the administration general extravaganco of oxpen- -diture, Mr. Voorhees responded with force, and that part of his rejoinder which accused Mr. Dawes of ‘striving to restore himself to the good graces of the republicans was much relished. Mr. Dawes and some ‘half dozen other republican Congressmen from Masnachu- sotts, have raised themselves to tho rank of patriots and statesmen by their conservative course at this Perilous -erisis to the constitution and the Union ; aud jt is to be hoped that nothing may happen to mar the harmony mong national men that is producing good fruit, TUE DEPARTMENTS OF GENERALS MALLEOK AND BANKS.
