Appeal for Aid for Sick and Wonnaea Soldiers. "ME EXPECTED BATTLE 4T YORETOWN AND THE GANITARY COMMIBEION. ‘The Sanitary Commission has made arrangements with ‘Whe Wr Departwent by which 1t engages wo be prepared» whenever required, completely equip, provision and furnish flosting hospitals or tracsports for the wounded, for one thousand patients, and at sbort notice for @ much greater pumber. A foreign merchant, now in this country, writes to express his great surprise at discovering from our colamns that our banke exact a amargin of ten per cent in Jending on government securities. He saye he thought we ‘were a smarter people than to do business on such old fashioned principles. In London and Paris banks are glad to lend om government stocks with @ margin of one percent, and the consequence is that speculation and investment in these stocks are encouraged, and the banks keep their money con- stantly employed. Where the lender ie attentive to his business, and the borrower responsible, @ margin of 2% per cent is ample security for loans on United States stocke. ‘There is very little doing im exchange. Bank- ers ask 112 a % for sterling and 5.06 for francs; but even at these reduced rates the inquiry for bills is slight. There are a few produce bills in market, which sell at 111% a %{. Gold in lower; it sold at midday to-day at 101%. The stock market was better again this morn- ing, and there was an increased desire to buy. The severity with which the bears in Pacific Mail have been punished encourages the bulls in other leading stocks. If we should suddenly hear any very good news the stampede among the shorts Prould be exciting, and the losses of some of the mare reckless among them severe.
