Se. The annual report of the Board of Police Commissioners of New York was yesterday laid before the Legislature. It is as follows:— The Board of Police, in conformity with the thirty- ninth section of the Police act, respectfully submit the following report: The Police Department of the State government within ‘the Metropolitan district has continued to perform its functions without interruption. MoxGan, Governor of the State of New York. New York, Dec. 1, 1861. “FINANCIAL AND COMMERCIAL. Wepnespay, Jan. 86 P. M. The upward movement in gold continues; to- day most of the brokers quote it 4 per cent premium. Exchange is also better; the best bills are held at 11434 a 116; but, as usual on Wednes- days, there is nothing doing. People are wonder- ing what should make gold worth 4 per cent. The reason is very simple. Pending the inaction of Congress on taxation, people are not willing to hold Treasury notes, and a large proportion of the merchants invest their means in gold and exchange as the safest kind of property to hold, As soon as Congress passes a proper Tax bill, exchange and gold will fall, and the holders and receivers of Treasury notes will begin to invest them in divi- dend or interest paying property of some kind or other. ‘The money market is easier; we hear of severay loans at six per cent, though seven is still the regular rate. Paper is scarce; the best going is what brokers are beginning to call ‘‘shoddy paper,” vis: ceptances of merchants and bankers here drawn against goods made in the country for government use. Stocks were less active to-day than yesterday, but there was a great deal of outside buying nevertheless. At the opening in the morning, stocks were very firm and tended upwards. On the call, however, an increased supply came from some of the jobbers, and prices gave way a frac- tion, closing weak. After the board the market steadied, and gradually gained strength, until, at the close of the second board, it was quoted strong atasmall advance. The features of the situation appear to be a scarcity of stock, and agradual increase of outside business, coupled with a ten- dency on the part of the street and board jobbers to move with caution so long as any doubt remains with regard to the action of Congress on the financial question. The new financial policy of government and the expected news from England are regarded as likely te assist the market; the only remaining ‘card’ of the bears is the pros- pect of a disaster to our forces on the Potomac. Government stocks continue to appreciate; the 6's of 1881 rose 4, and so did the 5’s of 1874. There wae an active demand for Treasury notes. Among the State stocks, North Carolinas rose 14, and Missouris 44; Virginias declined 4%. It is curions that the bonds of Virginia, which owes $45,000,000, is thoroughly ruined by the war, and cannot for many years, if ever, pay her interest, are selling at eight per cent above the bonds of Missouri, which only owes $25,- 000,000, and will probably come out of the wara free State, with greater resources and greater capa- bilities of wealth than any other State of the West, ‘The favorites among the railway shares continue to be the Erie, Central, Toledo, Galena and Bur- Jington and Quin¢y. Central rose to-day 4, Erie preferred 4, Galena %{, Michigan Southern 34, Michigan Central \%, erie ¥Y, Rock Island 3%, Burlington and Quincy }4. There is considerable inquiry for Erie sccurities, which, under the new organization, appear to be attracting some atten- tion among capitalists. It is figured that in the last three months the Eric has earned something like three and ahalf per cent for the preferred stock, and it is supposed that many months will not be allowed to pass without the adoption of some scheme for disposing of the the small floating debt which stands iu the way of regular dividends on this property. Out of the $2,862,000 interest on the public debt which is payable at the New York Sub-Treasury, over $2,300,000 have already been paid to the owners of the bounds or their agente.
