And the farther question is whether it would not be wise and economical to the government to. bor- cow a part of the money required for the war by issuing demand notes bearing no inte- vest. How the people feel on the subject is seen in the eagerness with which the demand notes are. absorbed wherever they appear. Nor is it very likely—the ‘Bank Officer’ to the contrary not- withstanding—that a reverse in the field would bring these notes in for redemption in any large amounts. Wall street bankers and speculators operate on Bull run panics, in order to make a profit of one or two per cent; but the people atlarge know, if so improbable an event occurred asa second defeat of our armins, that the purpose of the na- tion would only be the more resolute in conse- quence, and its resources only the more freely en- listed in the struggle. ‘A Bank Officer,” it strikes as, does not do justice to the patriotism of the people. That an issue of $100,000,000 of de- mand notes would stimulate trade and. cause s general expansion is very trne: but in the first place the issue of 7 3-10 per cent notes ig an ex- pansion just as obviously as the issue of demand notes would be, and, secondly, why should an ex- pansion based on the credit of the government be feared? Expansions are formidable only when they reat on a fictitious basis, which insures a collapse sooner of later; unless ‘‘a Bank Officer’ foresees that government is not going to pay its notes, itie difficult to understand his alarm st the general re- vival of trade which their issue is beginning to cause. As to their interfering with tho 7 3-10 notes, there is no ground for the apprehensions expreseed by “a Bank Officer.” Demand notes are not @ loan, but & currency. Experience shows already that they will not be sent in for redemption, and that government will not be obliged to keep any undue amoung of gold on hand to redeem them. In point of fact they will operate as a substitute for coin throughout large sections of the country, and will tend to assist the banks of the great cities by driving the gold to the financial centres where itis wanted.
