It is a fresh instance, and a splon- did one, of the advantayes possessed by a young country in its “virgin soil.” The pockets of the American people are quite untouched. ‘Once more lot us say that we have not_a word to offer against these assertions. We believe that the new Ameri- can Union, or what remains of the old one, would bo per- fectly able to raige the £40,000,0¢0 sterling contemplated by our correspondent as its possible income. What is mione, We are sure that every penny of this will be actually noeded'tf the war should continue. Haif of that sum will then be required for the mere interest on the ational debt, and the rest will soon bo swallowed up in the osti- mates necessary for the maintenance of a good standing army. All this, however, is beside the mark. The real question at issue is, not’ what taxation the Americans could really support, but what they would consent to endure. They are not reckoning at all too fast in their estimates of customs and excise duties, as sources of revenue. A tax upon articles of food, such as they have already imposed, stringent excise laws, and sth like enactinents, undoubtedly form an effective machinery for the extraction of money. Nothing would be easier thin to raise the federal revenue permanent ly from £16,000 ,000 Co £40,000,000 by legislation upon this basis.
