wohase, THE POPULAR LOAN. Great Crowd and Excitement at the Sub- Treasury—§800,000 Subseribed Yester= day—The Banks to Issue Treasury Not Mereafter, &c., &e- Ever since the opening of the books for the popular goverament loan, at tho Sub-Treasary in this city, the number of subscriptions to the loan aud applications for sreasury nots have been rapidly upon the increase. ‘Tho article in the Hanan of August 28, which described the torm of application for these notes at Mr. Cisco's oflice, und sketched the various classer, characters and conill- tions of the applicants, was the signal for renowod @otivity im the subscriptions, aud since that date they havo increased thousands of dollars daily. Yesterday the amount of mosey paid into the Treasurer ag individual subscriptions to the loaa was over $300,000, The subscribers were, a8 usual, of all classes, from wealthy merchants to mechuoles, tradespeople, laborers and servant girls rhe large Amount of moueys paid in has rendered it necessary to make new arrangemonts for the issue of the notes. The clerical force of the Sub-Treasury is uot lurge onough to even count the money as it is handed in, Whe Treasury building is not lange enoagh to accommodate eithor the necessary clerks or the subscribing pub’ consequently Mr, Cisco was obliged to arrange with the banks of this clty for the issue of Treasury notes over their counters, inthe same way and on thi same terms ws at (ho Sub-Treasury, ‘With these increased facilities will come ap increase of subscriptions, and thore is rooly & doubt but Lat the whole $50,000,000 guaran, teed by the banks will bo taken by individual subserip. tions alone. When offices ara opened, as they shortly will be, through the whole country, the people wil tako alinost, if not quite, the amount asked by the govern- rivnt—$150,000,000. Finance, like peace, ‘hath her vi vories not less renowned than war,” and the subscriptions to the popular loan are proofs of the poople’s confiden va the energy of the administration and in the perpetuity of our government, hardly Jess powerful and effective at home, down South aud abroad, than @ great batite won Dy our forces. CAPTURE OF A SCHOONER RUNNING THE BLOCKADE OFF €HARLESTON. WHR ARKIVAL AT THIS PORT—PARTICULARS OF BER CAPTURE. On the 21st of Auguat the United States ship Vandalia, in cruising off Charieston, caught sight of a small schooner scudding swiftly outwards and immediately gavo her ‘The schooner clapped on all sail and seemed auxious to escape from the clutches of the war vessel, She proved to be @ fast sailer, and it took the Vandalia about five hours in chasing her before the former could come within shot distance. Tho pursued had the English colors flying from the mast head, but when a shot trom the Vandalia came booming athwart hor bows, she substi- tuted the rebel colors. She, however, was compelled to lay to, but refused to take down the rebel flag as hor em- ‘vlem, until somo one from the Vandalia did the agreeable dnty for her. All the time consumed in the chase was occupivd by those on board the schooner in throwin’ overboard that part of her cargo which was placed on ber decks, consisting of turpentine and rosin. The captain, whose name subsequently appeared to be Barkley, aiso made use of this time in throwing all papera, &c., inwo the water, in order to destroy any evidence of his complicity with the rebel government. When (his was seen from the Vandaila, smail boats wore at once sent out to search for any letters that might be found floating, but they had to return without eccomplishing the desired result. The name of the captured schouner is the H. Middieton. Captain Bark- Joy, on being questioned as to what he did with his papers, Said that he sauk them were uo human eye coult ever gaze upon them. The vessel was at once buarded by officers and men of the Vandalia, and her crew brought ‘on board tho said vessel, to be hell as prisunors of war, The crew of the Middleton consisted of seven men, ia cluding the captain, She was closely examinoa by the Vulted States officers, and enough evidence was found ia her general appearance to denvic her complicity with treason. No arms were fornd on board of her other than a revolver and a few small weapons, the property of the captain. Ali the prisoners were after- wards Wansferred from the Vandalia to the Roanoke. A prize. crew was then put on board the Middletoa, when sbo was despatched to New York in charge of Midship- man Kempf, and arrived at this port early yesterday morping. ‘On hor yoyage to New York tho Middicton was chased by another vessel when off Hatteras, which was supposed to be a privateer. It was on last Monday, about four o'clock, in latitude 36 80 that they irst caught sight of the supposed privateer. ‘Tho schooner put on her best running trim, but, in case of Doing overtaken, bad every preparation made for a fight. She, however, bore weat northwest and soon outstripped her pursuer. The following morning saw same vessel about ten miles under her lee, but was not then pursued. ‘The H. Middleton, on hor arrival at this port, was con- veyed to the Brooklyn Navy Yard, where she now lies. Her tonnage is rated at about 112 tous, and her length 110 feet. She is painted white, and has the appearance of a fast sailer, it was underttood that she was bound to Liverpool from Charleston. It is probable, however, that she was intended tor a privateer, for the following note was found on board:— In case of being boarded sink this package, as the ters were too late to take out priyateer’s papers for schooner and would criminate you. — F, J. All sail was immediately made for it, und after an exciting chase of about eight hours’ duration, We succeeded im getting within gun shot of her, when she heisted the English ensign, but did mot heave w aptil we fired a $2 pounder at her, which brought her around. ‘When within hailing distance, her captain haaled down the colors and detlantly rai the secession flag, We immediately boarded her and took possession, and ro- placed the rebel ensign under the Star ngled Banner. She proyed to be the schooner H. Middicton, Harkley, master, bound to Liverpool. She had run out of Charles: ton during the night, and {s loaded with turpentine and merchandise, Most of the fatter, however, being tho deck load, had to be thrown overboard during the chase. ‘The captain had also disposed of his papers in the samo manner, and impudently informed us that he only ro- gretted that he had not time to have thrown the whole cargo away before we overhauled him. Most of the pa- pers; howevor, we found floating on the water; and we ‘ebtained from these sufficient evidence to learn that, af- ter disposing of bis cargo, he intended fitting out his ves- aelasa privateer, aletver being found ordering him to destroy, in cage of capture, a letter of marque, ‘The ves- Gol and cargo are estimated to be worth about $26,000. In consequence of orders received to fit out the Brandy wiue for the naval service, the prisoners from Hatteras were yesterday transferred from the Minuesuta to Cuslie William, oa Governor's Islaud, and Fort Wood, on Bedloc's Island, under the survelllauco of tho Fire Zounves. The transfer waa commenced shortly after nine o'clock, when the tugboats Saturn and Sarah A. Stevens camo alongside the Minuesota, The prisoners wore mustered on the poop deck, each with his bundle in hand, consisting Py of an old blanket aud some few articles of clothing. Absence of unifor- tity inthe dress of the soldiers was particularly obsorv- able, No two were dressed alike, though many of them were attired in blouses of dark biue flannel and pants of the same material, While the men were assembling, and during the process of disembarkation, the river around the Minnesota swarmed with small boats, whose occ pants, in many cases ladies, sought to obtain a near view of the peisencrs, and it became necessary to obtain the assistaneaot thy Harbor police, under Coxswain Nesbitt, to keep tho Boats away from the danger of accideut threat: enod by the movements of stoain tugs, ‘Thee huvdred private: charge of Lieut, Franklin, of the Minnesota, constituted the Grst lad taken olf, They were placod on hoard the Stevens, which conveyed thein to Redloe’s Island, where they we od in single fle and the roil calied, They were then marched up to the fort onder guard of the Fire Zouayes and a smal! detachment of rogulars, and placed in the quarters assigned them, In the meantime the Saturn took onboard the remain derot th isoners, including the officers. Commodore Barron, dressed in full uniform, came Jast, and the pri- soners under charge of Lieut. Foster were conveyed to Governor's Island, and removed to Castle William under a guard, y No disposition was manifested on tho part of the pri- sovers Lo make any resistances. They appeared gratified with thoir change from the close quarters in the Minne- Sota, a feeling that was equally shared in by the autho- rities of the vessel, who were glad to get rid of their one- rous and inconvenient charge. ‘The officers, veo, seemed in much better sy sed ina very vivacious manner with each other, ‘The interior of the Minnesota has beea much soiled and disarranged by the prisoners, and pai: ters have been sot to work to renovate her. By order of Colonel HINRY P. MARTIN. A. H. Pair, Adjutant. THE IRISH BRIGADE AND CAPT. THOMAS FRANCIS MEAGHER. TO THR EDITOR OF THR HERALD. New Yor«, Sept. 4, 1861. In reply to several inquiries touching my relations with the Sixty-ninth Voluntoers,1 beg, onco for all, to state that I do not intend to accept the Coloncicy of the same. It is true that, a few days ago, I was induced to acquiesce in my name being used in connection with the Colonelvy, with the view of comploting the organization as speedily as possible. Idid so with the expectation, moreover, that the Sixty ninth Volunteers would be, atan carly day, in the field asa component part of an Irish brigade, in which T hoped to secure some position, where, though of in forior rank, my services might prove more useful to th, regiment, tho brigade and the cause. But, although my heartiest exertions will be given to raise and equip tho regiment, T cannot couscientiousiy, and with the approval ot my judgment, promise to accopt the comman of it when ou active service. The reasous which obliged me to decline similar positious, so tlatteringiy offered by ther regiments, hold good with equal weight in the cise of the Sixty-ninth Vojwiuteers, and it would be doing the new regiment an injury instead of a service for me to deprive it of the control and guidance of an offi cer, who, ke my friend Lieutenant Colonel Nugent, for instance, is well qnatified to lead it with distinction. Taere are other poritions of less responaibitity which 1 do not feel myself whoily unfit to occupy, and in one of these, should it be assigned me, I should be glad and proud to serve the regiment... In justice to myself | desire it to be distinetly understood, in conciusion, that 1 have not personally tendered to the War Department the ser vices of the pew Sixty-nmth; that no correspondence has passed between tho authorities and myself on the sub- Ject, and the use of my name in connection with it has Brisen solely from tho circumstances above stated, 1 have the honor to be, very truly, yours, T. F. MEAGHER. The Jewish Feast of “Rosh Hashanah. Last evening the Jewish feast of ‘ Rosh Hashanah,” r, in English, Now Year's, was duly commenced, and will continue to be celebrated by thoseof the Israelitish persuasion at the different synagogues throughout the city during to-day and to-morrow, This festival is looked upon by the Jews as one of the most important in their caigadar, and, therefore, they take the greatest pains to celebrate ® with all the pomp and coremonies peculiar to their belief. The authority for the festival is contained in the twenty-third chapter of Leviticus, twenty-third aid twenty-fifth verses, inclusive. The observance of the «Rosh Hashanah" invariably takes place at or about the poriod of the autumnal eqninoxes, During the three da: on which the ceremonies take place all business is sus- pended by the Jows, who spend the greater por- tion of the allotted time In the synagogues. Ten days from the commencement of the ‘Rosh Hashanali’’ the fast of “Yorn Kippur,” or Day of Atonement, com- mences. The ceremonies in the synagngues on this occa- sien are very imposing, und those w' Participate in ‘them abstain from food or drink from sunsct the day be- fore, remaining the entire day in the synagogues. ‘There are now about forty Jewish pi of worship in this city, and last evening they were all crowded by the devotees of the persuasion. At Rabbi Raphall’s synagogue, tn Greene street, near Houston street, the services were conducted in a very solemn and magnificent manner, com- mencing at P. M. and ending shortly after seven. The Synagogue was densely crowded by the elite of the Jewish fraternity. To day, however, wili be the most important one in the celebration, as Dr. Raphall, Rey. S. M. Isaacs. of the Wooster street synagogue, and Rev. Dr. Fircbell, of the Nineteenth street synagogue, will deliver addresses to their congregations. Knox's Fall Style of Gents’ Hats is now ready.
