2 The Anti-Napoleon Movement in Eng- land. MR. ROMBUCK, M. P., SEEKS TO LEAD THE PEOPLE AGAINST IMPERIALISM IN FRANCE AND DEMOCKACY IN AMERICA—~A CLOSER ALLIANGE WITiI AUSTRIA FORESHADOWED, {From tho London Post, August 22.) ‘The Mayor and Corporation of Shefficld dined together yesterday evening in the Free Libr: ‘The borovgh inembers, Messrs. J. A Roebuck and G. Hadield, and a number of the principal inhabitants of tho ueighboriiood , Wore present, The banquet was of the most sumptuo.s character, and after Cull justice had been dono to it the Mayor (Mr. H. Vickers) proposed iv succession the loyal and patriotic toasts, ‘ie toust of +The Borough Mem- bers’! was proposed by Alderman H. F. Hoole. Mr, Roebuck, after @ few complimentary remarks, Baid:—It is evident to my mind that you, Mr. Mayor, have not called us together merely out of compliment, but to earn something from us of the great questions of the day; and, sir, [now acce.t my own suggestions, aud will ad ress myself wo this ‘assembly, always remembering that Tam not now speaking to the House of Commons. The honorable gentleman then , proceeded to say that he should range over the Whole world, and that he should talk about France, about Austria, and about America, and in so doing he — begged it to bo understood that he did not wish to give offence to any one, ‘wo greet countries had been attempting to come closer together by commor- nion, and that mainly by the attompis and labors of Mr. Cobdeh. Belwen the perple of France and the people of England an alliance could not be too fntimate, Great they were both, and mighty ia their influence upon the world; a@ud,as far as ho was concerned, he might say that he ‘objected wo a commercial unioa of that kind. He honored France and her people, and he believed that anything Which would unite ua to them would be a beneflt tv both, and « benefit to mankind at large. Pae person who now Heated the great country of France was not able to follay Ali the amicable desives (hit we had in ow mines at present. He would got alinde to the circumstances which placed him upon the throne of France; but those circumstances: made him, he would not say the slave, but they made him the servant,of the army of France. (ilear, hear.) ‘That army Row amounted to 600,000 men, and there was a great flect around the coast. Why were they there? (Hear, hear.) They were there to threaten England; and he, ‘as an Englishman, was not born to bo threatened with impunity. (Applay The dragon's teeth have been bound. ‘Tho volunteers have started up— (hear, hear) —and we are now safe; and besides this (said Mr. Roebuck) there is at the head of the administration— say it in the hearing of men who don’t believe in that administration—there is at the head of the administration ‘now one who cares for the honor and the safety of Englind— Qhear, hear) —and so long as we have hin there we are safe. Cloud applause.) He had said that ho wasnot first inthe Tavguage of compimoent, but this he said from his very heart. Ho felt the danger in which Engiand was placed, and looked with respect upon the man to whom we looked for the safety of the country; and depend upon it, as soon. ‘as they got rid of that man they would get rid ef one of their great defences. He had hever been @ party man. All the world know that, He had, be believed, done his utmost on one vccasion to turn tis very man ‘out of of- fice—(hear, hoar)—and he thonght he had suceeeded— langhter)—but still he said that Tord John Rus on his farewell the Ho of mado use of words which onght to into the = hoarts of Englishmen, Were things in the conduct oh that created grent doubt And suspicion in the mids of the people of E (ear, ) Be (Me, Roebuck) would now make known Asocret to the whole meeting. He knew there had been A compact entered into with the Kin. hat tho Emperor of the Frenel should have uie islaad of Rardinia @s soon as he withdrew from Rome. amo,” “Surely mot,” &e,) Ho —not what he thonght, but wh ; he knew also that the people of fagiand would not allow that, (Hear, hear, and cliers.) rere was hanging over us new a cloud, Urreatening war, and that man at the head of the atininigtration was ready & battle againt such aggraivlizement on the part uf Fran. What he had said he reminded his hearers would be verisied defore many mnths lapsed. Sach was the condition of England with regard to Prance, wad in such a position should we not look ahead for what means of de there was against the kmperor of the Freuch maki: Mediterranean a French tuke? (Hear, hear.) Whersare ‘we lo expect him to stop? He know he sho all sorts of imputations—(no, no)—bud he said we must book lo Austria. ‘The Emperor of Anstria had endeavored to make the constitution of that country as nearly like that of Eng land as pessible; he had made a Hovse of Lords Hse of Commons, and had even gone beyond on Alitulion, he had given every distinct mation ‘in his cow @ constilutional and a municipal government; and wh Was said that the Emperor of Austria had only yielded to pressure, he (Mr. Roebuck) knew what we yielded to when we gaye Catholic Emancipation. Ho recollected that ferce demagegue O'Connell declaimizg agaiust the Union; and what said our great man on that occasion, the Duke ‘of Wellington? (Hear, hear.) He said—e1' will Hot face civil war, because 1) know ‘the miseries which war brings upon @ people.’? Catholic emancipation wes granted, aud bas be-n acted upon, and are you not now a united peopie? (Hear, hear.) Again, who made the aristocracy give up the corn laws? Why, Mr. Cobden made’ a proposition to the landed fnterests of the country, and he dragged from the hauds of Sir R. Peel the emancipation of the country from the dominion of the corn laws. ¢.) This also had been acted upon, and sho: 1 that the Emperor of Austria, tanght wisdom by Solferino, was about to go fram his word, after haying given a constitu. tion to his peopic. Looking to the past thon, looking to the future, and looking to ourselves, we out to believe that he, as an honest and as a wise man, would act np to his word, which he had not only said, but prin! (Hear, hear.) The constitution of Austria would © making Commons, deep specch to sink Lord of the ist of « House of Commons and a House of Lords, that waa like ourselves. The members of the House of Lords would consist of princes of the imperial houses: that was like ourselves. The landed hereditary nobility, and those bishops and bishops whose noble rank cutitied them toa these also were like ourselves. The Empe- ror alyo’ ordaings that he shall cat up those Persons to life peorages who haye distinguished them. selves by their abilities either in church, state, literature or arta; this was not like ourselyes. (Hoar, hear.) The House of Commons would con- sist of 343 members taken from the following places :— Hungary, 85 members ; Bohemia, 84; Lombardy, 20 Dalmatia, 6 ; Croatia, Sclavonia, 9 ; Galicia, Lodomeri tho Duchy of Auschwitz and Zator and the Du of Cr: cow, 38; Upper Austria, 18; Lower Austria, 10; Dueby of Balztru Stiermark, 13; Carinthia, 5; Kram, 6; ye wenburgen, 26; Moravia Mahren, 22; Tyrol, 12; containing sorr, Gradeska and city of Trieste, 6), . Now, then, it will be agked, can Hungary be ped by the Duchy of Austria, Sooing that Upper Austria has 18 and Lower Austria 10 members. Austria desires under her present Emperor to be emancipated. Foreign nations only know Austria as Auetria, They did not know of its componeut parta, like the United States which we used to speak of. We knew nothing of Now York, Pennsylvania, Massachusetts, but we know about the United States. The Emperor of Austria Wants an empire i the midst of Europa to cotnmani- cate with other nations. It had hitherto been united by the iden link ef # crown, but he would have it ucited y & constitutional government, an imperind Parliament — ‘a House of Lords end a Rouse of Cominona, representing each and every ono of the separate nationalities compos- ing the empire. This the Emperor considered would enable dam to mert antagenistic powers upon a great and fair field. He (Mr. Rocbuck) would ask whether in this Hungary was wise to enter into competition withher sovereign to impede him in so great a work, becanse it gavo to each ‘and every ono the power of governing themselves, and of sending their own members to Parliament, of puttug upon themselves taxation, and gave them the power of enabling the Emporor to mect the opposition power of Europe upon an oquality, which be desired, and which they also do- @ired. Under such clroumstances he (Mr. Roebuek) would ask his countrymen whether in what he had stated there ‘was anything to condemn, aud whethor they believed the Emperor of Austria was a sham. Ho ust that word be. cause it waa a favorite word with people who talked about & matter they did not understand, He (Mr. Roe- Buck) would do ait he could te creat» a Power tn the centre of Burope—a constilution which would adinat as free a Parkea- ment as cur oon. He had now travelled over Europe, aad for a few me- ments would cross the Atlantic, and would ask what should be the couduct of Englishmen with rogard to the great contest going on in America. He ownod that with regard to that country hiy early bani ato had been shalen. He belioved tu the great mena—tho Washingtons, the Jeffersons, and others of paat times—(hear, hear)— and that there was about to be shown to mankind a new era in the government of man; and that this poople, in- structed and well te de in the world, many of them men of rank, would have governed theusalves as men ought to do. He had been miserably disappointed. (Hear, hear.) If we were to say to ab Amertean we give you every vir- tue under heaven, we believe you to be the greatest people on the carth, but still it seems to us you don’t speak English aa it should be spoken: that yeo speak through the noso—(laughter)—ftre and tary would be the answer. He will say, “sir,” with @ mighty indignation, “I grant you the Impatation that we anuille i our specsh’— Claughter)—and then all we have stated om behalf of this mation will be forgot, because we bad said that they snutfled in their speech. Our feelings are with the North; our commercial interests are ‘with the South; but still we have acted throughout with com, nevtraliiy, and what has been tho consequence? We have been visited with abuse as was mever by heaped upon us, and we have borne & with a magnanirnily and carelessness which showed our superiority. ‘We must still, however, pursue our course of atrict peu- Yrality with regard to the affair, Que wishes are with the oppressed, Aftor farther remarks upon the siave question Mr. Roe buck resumed lis seat amid great applause, Mass Meeting of All Partics at 'e Owxao, N. ¥., Sept. 4, 1861. A mass meeting, composed of mon of all parties, was Deli here to-day, Hon. Daniel 8. Dickinson was the Principal speaker, and was loudly aad ent hostastically Applauded. The amount of money paid into the Sub-Treasury to-day by the poople exceeded $800,000 and it be- came evident that the limit of the physical ca- pacity of the clerical force of the establishment had been reached. It was barely possible to-day to count all the money offered, to explain the mat- ter of the interest to each applicant, and to sign duplicate receipts for each payment.
