Mr. Stewart L. Woodford, the Assistant United States District Attorney, briefly opened the argume ment of the facts ag ¢laimed by the goverament, reference to the statutes on which the tbe! was founded. Mr. Sawyer, advocate for the claimants, jollowed 1p ap elaborate argument, in which he claimed the entire inno- eence of the vessel, her owner, master and agent, and cited numerous authorities to sustain his several post- tons. Mr. Woodford then closed on behalf of the goveruinent. ‘He alluded to the many difficulties beseiting & prosecu- tion of this nature; 10 the skill and secrecy with which ‘these slaving ings are carried on, and claimed ‘that where suspicious circumstances attach toa vessel, WM was the duty of these connected with her to show, as ‘was in their power, her entire innocenee, He alluded to the disguise of a whaling voyago as one very frequently to. He commented at some length upon the eutht and general preparation of the vessel, arguing from an unfitness for tho whaling, anda fitness for the trade. He concluded with remarking, that be Lad It it his duty to make any personal accveations t any individuals connected with the vessel, believ- that pablic justice and his own duty simply required ap impartial but most thorough examination of all the cir- gumstances connected with the vessel. The Boston Daily Advertiser of yesterday has an editorial article upon the late Treasury negotiation, in which it set forth:— ‘The little disposition which has been shown to question ‘the propriety of making the banks tho agents for distri- ‘Duting tho great loan just concluded, indicates a gencral acquiescence in the policy of that step. In any ordinary case, it would, no doubt, be better that the ordinary movements of these inctitutions should not pe dis- tarbed by extraordinary operations of this kind. At pre- went, however, it is essential for the success of the popu- Yar loan, and for any negotiations in Kurope—in fact, we regard it as essential for the safety of the country—that ‘the work of raising money should begin with somé opera- tion, large if amount and genctous in spirit, to fairly tguse the liberality of the people, and to give an impulse to the pnblic credit. It was a matter, as it appeurs te us, Of leading State policy, that the halo of success should, in ‘the very outset, be thrown around the undertaking of the faba cal and this end, we need scarcely say, cenld in no way be so effectually answered as by a move- ‘ment on the part of the great moneyed institutions. The manner in which the public have received the movement fg. sufficient proof of the wisdom of the policy which prompted it. The money which the government receives is to bo it at home; it is to go out at once into the general lation of the country, in payment for services and merchandise; and paid to one man it passes quickly to others. The movement by which it is set in motion is ‘simply 2 mercantile undertaking ona vast scale, which is to be confined to our own limits, and to give to our own people allits advantages. Indeed this is peculiarly true o far as New England is coveerned; for such is the ‘amount of eupplies which must be drawn hence, and the ‘aumber of our troops now in the field, that the amount expended by the government in New England iseikely to ‘more than equal what is raised here. On its arrival, the coin was de- posited in the office of the Assistant United States Trea- Surer. Their men are working day and night, A considerable number of saddie trees which had been thrown aside have been put in use. Messrs. Potors & Penner, D. Demarest & Sop, and other firms engaged in this kind of work, are also very busy, employing a large force of men. The Boston Daily Advertiser of yesterday thus notices the aspect of business matters in that cit; ‘The opening week discloses no new features in mone- tary affairs or Business, Capital continues ia abundant supply, without change in prices, but the tendency of the market js toward greater eage and lower rates. The buei- ness movement continues restricted; there arc, however, stronger indications of increased action in- most depart? ments of trade as the seuson advances, and the promise for the autumn is more encouraging than it was a few weeks since, The Albany Journal of last evening has the an- nexed encouraging review of the improved position of the canals of this State during the present season:— The present Cana} Poard entered upon its duties January 1, 1860. The condition in which it found the canals and their revenues may be annual message of the Governor of the g.1 ‘The receipts from all gources belonging to the canal fund were insufficient by nearly half a miltion of dollars, to pay for repairs and maintenar.ce of the eanals and the interest on the canal debt. The figures were theso:— "The interest on the canal debt of $26,807,- 684 38...... ++++$1,400,000 00 Expenses, repairs, & "07,858 96 Total. assis « + $2,207,858 95 Revenue from tolis, &c. ++ 1,859,879 63 Deficiency....... There secmed to but taxation. In addition to the canal debt, the State owed $6,500,000 on account of the general fund, requiring an amnugl inter- est of about $400,000, and was without any gource of re- venue, except taxation, to meet either that charge or the ordinary expenses of administration. At the same time the canals were unfinished and re- quired an expenditure of $1,600,000 to complete them. There seemed to be no escape from taxation, severe and protracted; and tried friends of our system of public works were well nigh discouraged, while the enemies of them « thanked God and took courage.” Especially the powerfal and sleepless antagonist of the canals availed it- self of the gloomy character of this financial exhibit, to give force to its disparagement of the public works, and again derided and coatemuod the policy of completing them. The Legisiature, elected in ignorance of an actual deficieney of rovente, and of course without any instrne- tions upon the point from theit constituents, adjourned after providing for the immediate wants of the State and for the completion of the canals, by the heaviest tax ever levied upon the people, Jeaving it to the Canal Board to devise a ating such a system. The increase was dekounced by geome, who dreaded its effect upon the tonnage of the cavals, by diverting trans portation from the canals to railroads, This opposition was reinforeed hy nearly the entire carrying interest upon the canals, which maintained that its busimess would be circumscribed thereby. ‘The Board, however, | spoon in discarding the ruinous rates at which the tolis al been place, and upon several important articles of transport, it imposed a moderately increased rate, Ex. perience has settled the question between the Canal Poard and such as dissented from its views.
