On call capitalists are content with four per cent on good securi- ty. The Sub-Treasury is doing very little business. People are all waiting for Mr. Chase’s first pronun- ciamiento under the new acts of Congress, and considerable anxiety is felt respecting the result. Foreign exchange continues dull. M. Congress adjourned to-day, having passed * the most important financial measures ever adopted by our National Legislature. Of their effect it is yet too soon to speak; most of them are experi- ments. Jt is impossible to say what may be the success of an appeal to the people for a national Joan, nor can anything be predicated with certainty with regard to the popularity of the small Trea- sury notes, It is known that Congress, guided by the advice of politicians instead of financiers, has so ticd Mr. Chase's hands that he cannot sell seven per cent bonds below par, or offer more than 7 3-10 interest on the bulk of his Treasury notes. This will of course prove a serious difficulty in the way of negotiations; it isto be hoped, however, that it will not prove fatal. One thing is certain: the financial measures of Congress render it im- perative on the officers of the army to be uniform- Jy successful. The $250,000,000 loan act practi- cally enacts that our armies shall never lose a ‘bat- tle; for one single battle lost would render that’ act inoperative, and Mr. Lincoln could not get a dollar to carry on the war. This feature of the act, and the experimental’ character of other measures adopted at the extra scasion, will naturally foster a feeling of upeasiness force of capital. For some time past prices have been mainly supported by the excessive traffic of the bears. There has been lately quite a large speculation in the stock of the New York Central, similar inits character to that lately conducted with no inconsiderable success in the stock of the Galena. The large increase in the business of the latter aided the buyers in effecting sales of thei stock atan advance. It remains to be seen whe- ther the large falling off in the traffic of the former will not prevent anything like a similar result. The Ceatral business for the month of June, not yet given to the public, is supposed to be consi- derably less than that of the corresponding month Jast year, while the receipts for July may show a falling off equal to one-third the aggregate of those of July, 1860. The decrease on the Hudson River— equal to $1,000 per day for the month of July— exhibits in a marked manner the effect of the war on the business of our railways. At the first board to-day a very amall business was done, and there was very little variation in prices. United States 6’s were maintained at yesterday's price; the 6,per cent Treasury notes, which are being paid out by the government to contractors and others, drop- ped % per cent. State stocks were scarce, and Tennessees advanced 3%, Virginias 1, and Mis- souris 34. Vizginias are now worth 8 per cent more than Missouris, though the intrinsic worth of the latter is decidedly greater than that of the former. Railway shares varied very little. The only change we can quote is an advance of 4 per cent in Galena; the other speculative stocks were steady at yesterday's closing price, This afternoon the market was even dull- er than in the morning, and closed without the least symptom of activity.
