At the board this morning, it was generally supposed that the negotiation between General Beauregard and Major Anderson would lead to some arrangement, or at all events would postpone the final appeal to the sword. Accordingly the general stock list advanced from % to 1 per cent. New York Central advanced 34, Erie 1%, Har- lem 1, Reading 1, Michigan Central 4, guaraa- teed 134, Illinois Central 194, Galena 124, Toledo %, Rock Island 1. State stocks improved likewise. Missouris rose 34, and Tennessees 4; the govern- ment stocks were steady. The registered sixes (new loan) were firm at 93; the fives of 1874 were @shade better. After the first board the market &t first improved a fraction all round; then fell offon 8 rumor that hostilities had actually commenced. There is no material change in money. We bear of sales of very prime paper, short, at 4% percent. The brokers are supplied with all they want on call at4 a5 per cent. A large sum of Money was paid into the Sub-Treasury to-day on account of the new Treasury notes; but in the pre- Bent condition of our banks and our market the transfer will produce no effect. A moderate business is doing in sterling bills for the steamer to-morrow. The leading bankers ask 107% a 34, but find few purchasers. Mercan- tile bills range from 105% a 106%, documentary bills selling in the neighborhood of 106. Francs are quoted at 6.274030. The steamer will be a light one. ‘We hive very little to add 10 what we said yes terday about the government loan. The govern: Ment has got its money, but has not improved its credit. The plain bids exceeded by some $400,000 the amount required; so that Mr. Chase did not need to avail himself of the offer of a New York merchant to take all that was not bid for at par. If Mr. Chase wants Spy more money we advise him to obtain it by ne- Gotiating more twenty years bonds, and to state bis minimum in his advertisement. If he is rea- sonable, he will obtain all the money he needs here. Consultation with experienced bankers here will enable him to decide what figure to choose 8 his minimum. From the present complexion of ur money market, it looks as though he need not fear placing it higher than his last. But it must be stated openly, so that the whole public may have a fair chance.
