Weonvepay, April 10-6 P. M. The bids for $5,000,000 United States Treasury notes, bearing 6 per ceut interest, and having two years to run, with privilege of conversion into twenty years 6 per cert Uvited States stock, will be opened to-morrow at Wa-hington at ten o'clock A.M. The amount of the bids will show Mr Chase what a grave mistake he made when he re- fused bids at 93 50-100, and thereabouts, for these $6,000,000, By the most strennous personal exer- tions of a few individuals, and by sopeals to the patriotism of wealthy men ard bankers, the pre- liminary deposits at the Sub-Treasury’ were raised by four o'clock this afternoon to $50,000, or there. abouts, and simultaveously a meeting of bank managers resolved to take most of the amount to be awarded. The negotiation, at par, may there- fore be considered as effected. But it has so aear- ty proved a failure that Mr. Chase had better not repeat the experiment. He can probably appre- ciate himself the damage which this «traived suc- cess bas inflicted upen the public credit, and the prestige with which his administration would have begun if he bad simply epted ‘be highest bids ef the $34,000,000 offered him a «eek since, There is no change in the money market. The Gisturbed condition of the country has induced some capitalists to withdraw their funds from the market for the time; but there is so little paper making, and so light a demand for loans among the brokers, that the withdrawal attracts no no- tice. Money can be borrowed in any quantity at five per cent; it cannot readi'y be lent above four. ‘The foreign exchange market closed heavy for the Africa. We hear of sales of documentary bills on London at 106, and of bankers’ at 10744 a4; of francs at 6.2634, 27% and 50. The market looks very blue. There was another fall in the stock market to- day. The market wes, generally, a dectining one ail dey, but the heaviest fall only took place at the close of business hours. At the morning board, State stocks were much lower. We notice, however, that a bill has passed the Assembly legislating the present City Chamberlain into office for a series of years. This bill, it must be hoped, will be killed in the Senate. All such legislation is opposed to the wi-hes and adverse to the interests of the people of this city. What the people of New York want is to be let alone by the Legislature at Albany. They don’t want one man legislated into or another man legislated out of office. They want the whole business of our city offices let alone, until a new city charter can be framed on large and enlight- ened principles, by people who bave nothing but the public good at heart. So far as we can Jearn, the public have no particular prefe- rence for any one of the candidates for the Chamberlaincy. The present incumbent would doubtless be as good a man as could be found, if he were out of business. It is therefore with no view to assist the aspirations of any indi- vidual that we appeal to the Legislature to post- pone the passage of the bill which has passed the Assembly until the whole subject of our city government be fairly brought before them. This is, undoubtedly, the wish of a large majority of taxpayers in this city. ‘The business of the Sub-Treasury was as fol- lows to-da; $129,325 91 + 96,000 00 + 92'768 2 -8,280 076 37 any has de- clared a dividend of five per cent, and the Boylston Insurance Company of fifteen per cent—both of Boston—and payable on demand. Knowles, of East Greenwich, has given notice that a dividend of fifty per cent will be paid on the pap oo aee 8 notes of the bank presented to him on or before the 22d inst. Mesars.
