In the Senate at Albany yesterday the bill pro- viding for the more certain punishment of crine and vagrancy in this city was passed, The bill to authorize the New York Corporation to borrow money was reported complete, The five republi- can Commissioners to the late Washington Peace Conference rent to the Senare a communication ia reply to Mr. D. Dudley Field's recent explanation ot his absence from the Conference whea the vote of New York was cast on the proposed amend- ment to the constitution. These gentlemen say Mr. Field did not atiend to his duties, and consequently the vote of New York was divided. The bill appropriating balfa million to equip the State militia was called from the table, where it had laiv undisturbed nearly two months, and, after the adoption of a proviso that none of the money should be used unless it became necessary to call the State forces into active service before the meeting of the next Legislature, the bill was recommitted for @ nend- ment. The Annual Supply bill, as amended by the Senate, was concurred in. The Metropolitaa Health bill was passed by the House, the vote being 70 yeas to 36 nays. The Senate has not yet acted on this bill. It is supposed that Mr. Barney left for Washington last evening; but if he did aot, it is almost definitely settied that he will do so to- day.
