The stock market opened this morning, as it elesed yesterday, firm, but fell off as the business of the day progressed. The business in federal and State stocks was light; the new government sixes fell off 44, while Missouris declined 1;. Among railway bonds, Illinois Centrals and Michi- gan Southern firsts both improved a fraction. At the first board New York Central was steady Brie advanced Hudson River, 14; Reading, % Michigan Central, 4; Illinois Central, 14; Cleve- Jand and Toledo, 34; Galena, %4. The government of the United States has adver- tised for a loan of $8,000,009 out of a balance of $27,000,000 authorized by the last Congress; while the government of the Confederate States has called for $5,000,000 out of a loan of $15,000,000 authorized by the Southern Congress at Mont. gomery. The $8,000,000 to be borrowed by the United States must be paid on or before the Lith of April next; the $5,000, wanted by the Con- federate States must be paid between the 17th of April and the ist of May, The Secretary of the Treasury of the United States has appealed to the public in the usual form, and expects to have his loan taken, as usual, at New York, The Secretary of the Treasory of the Confederate States has ap- pealed to individuais, and offers bonds of $50 each. It is not likely that Mr. Memminger will gain much by this deviation from established custom. Neither inthe Gulf States nor in any other agricultural country can individuals be found with ready money which they are willing to lend their govera- ment. Withhold the purse—as the old English commons used to do when their mon- archs exceeded their constitutional prerogative— and want will quickly bring our politicians to their senses, At any rate, whatever course our Northern capitalists may pursue, it would seem to be mere common prudence on their part to aacertain, be- fore they lend their money, what course the go- vernment of the United States proposes to pursue both in regard to the seceded States and the Morrill tariff. If this Morrill tariff remains on the statute book, grass will grow in the streets of New York, and our capitalists will convict themselves of insane folly if they lend money to the govern- ment. If, again, war isto be declared, the re- maining $19,000,000 anthorized by the last” Con- gress will shortly be wanted, and government stock will fall. It seems only pradent that a com- mittee of bankers and merchants should go to Washington and endeavor to ascertain Mr. Lin- coln’s views on these subjects before the award of the new loan. The London Times of the 12th says: In the city generally there was a diminution of anxiety regarding the etate of the money market, and in the Stock Exchange the supply was good at six per cent. hi the general diecount market thero hat beom a moderage demand, and the best short paper was taken at 74 per cent.
