When it is remembered, however, that when the een stitution of the United States was formed different opta- ions were entertained as to the extent of the powers con- ferred by it, this, perhaps, is not so much a subject for woud It was auatural source of diversity of semal- ment. Occasional outbreaks and ingue- Feotions have been fomented. Factions aharpeued by the spirit of oppesition imeident to party disseusions have often distracted the public councils, and eafeebied the public administration; but all these, under the healthy restraist of public opinion, ia due time found their proper level, and tus spirtt of liberty became its own surest guardian. These popular over- flowings are the necessary eorcomitants of a republicam form of government. It $s the natural tendency of a por- tion of the people, when unrestrained by proper imfu- ences, to rebel at times against the will of the majority, and to encrosch upon the power whith they have them. selves coustituted. Such, however, is the organization of our government that this disposition has always beem met by healthy legisiation, and always resulted in re storing to its proper balance the disturbed condition of Public affairs. This party spirit has always existed in our midst. Tt always will exist: and, in the language of Washington, ‘a fire not to be quenched, it demaada a uniform vigilance to prevent its bursting into a fame, lest, instead of warming, it should consume.’* This diderence in public sentiment was not less marked immediately after the Revolution than at the preseat me- ment. Eveu the constitution in its original state was by no means found perfect, and upon the question of its adep- tion two grat parties came into the ‘eld, who formed re- spectively the basis of those which have since divided the people of tho United States—its frieuds being called foae- ralists, and its opponents anti-federalists. It was a com- promise of confticting interests, and some portions of it were regarded 18 exceptionable by each of the States. ‘This resulted from the fact that it unked thirtesm independent republics into a cansolidated: government having a control of the whole—republics which differed widely in situation, extent, habits and demesti¢ instita- tions.
