Most New Yorkers scarcely require to bo informed that, according to tho practical vocabulary of our City Fathers, “preparations,” “programmes” and ‘“recop tions’ are synonims for ‘jumbles,”’ “complications” and “‘confusion."’ Though few arrangements had to be made for the reception of Mr. Lincoln, there was no pro- gramme nor anything like it agreed upon by the Commit: tee of Arrangements of the Jommon Conncil. A despatch was expected by the Clerk of the Common Council, giving some idea of what the programme of the recep- tion of the Prosident elect in New York woult be For this our reporter was on thé lopk out since Tuesday, the time it was expected. No telegraphic Udings came from tho committee on that day, however, and he was obliged to furnish such a sketch of the “po gramme’’ as could be done without it. THE SOUTHERN SHIPPING UNDECORATED. ‘Tbe shipping in the harbor was decorated during the @ay with the American colors, the only exceptions being ‘@ number of the ferry boats and smaller craft, a few ves- sels whose owners or captains were too indifferent about the event of the day to hoist their bunting, and the ships ‘and other vessels plying between this and Southern ‘The display, however, on the numerous foreign vos- els lying in the harbor and at the docks far exceeded ‘those of our own nation. The former, in addition to dis- playing the American ensign in the position of bonor—at the stern—were envéloped in clouds of omni-colored bunting, which stretched in diffo- rent directions through the rigging. These various fags were the colors of European nations, while the ves- gel’s wh nationality was pointed out by the flag dis. played at the peak. The American shipping, in addition tothe signal flags at their mastheads, boré only the American colors at the stern, presenting in their simpli- ity of decoration a great contrast to the gay appearance Of their neighbors. TRE SOUTHERN SHIPPING, Yocated along the docks of the East river, between the Battery and the foot of Roosevelt street, was, with tho exception of but one vessel, entirely devoid of any deco ration or ornamentation of any kind.
