Shortly after the award a political panic broke out in Wall street, and the stock fell to 85 per cent. On this certain parties who had been suc- cessful bidders declined to pay for their stock, and the government, instead of realizing ten, only got about seven millions of dollars from the nego- Nation. r. Cobb, in his annual report, asked Con- cress to anthorize him to proceed at law against these delinquents, and to sell the $3,000,000 for their account. Before any action could be taken Mr. Cobb resigned, and Mr. John A. Dix eventu- ally became Secretary of the Treasury. To Mr. Dix the delinquents senta petition, praying to be released from the effects of their coutract with the ent, and begging that the one per cent den account of their bids should be re- ‘The grounds of their petition were that Mr. Cobb, by prophesying disuuion in Wall street, had damaged the public credit, and rendered it impossible for the government to give to the petitioners the article they had bargained for, which was a good bond above suspicion; and eecondly, that they had bargained for coupon stock, which was not ready till many days after the award. Mr. Dix refused to entertain the pe- tition.
