It is believed that, at this time, the government, taking all the ports together, is hardly collecting duties enough to pay the outlay for their collection. In this dilemma the proposi- tion made by the organs of free land gifts and manufac- turers, to increase the public revenue by the imposition of a bigh ective tariff, is simply an absurdity.
