The Chamber ef Commerce. ‘The usual monthly meeting of the Chamber took place yesterday afternoon at one o'clock, the President, P+ Perit, Esq., in the chair. ‘After the reading of the minutes, the following gentle- men were elected members of the Chamber:—Mosers. William Allen Crocker, Russell H. Hoadley, William 0, Langley, Benjamin F. M..\erre, Isage H. Upton and Robert T. Woodward. Mr. William Nelson was elected a member of the Com- mittee of Arbitration. Mr. Werwore presented to the Chamber a copy of the proceedings and debates of the Fourth Nutional Quaran. tine and Samitary Convention, held in the city of Boston, June 14, 15 and 16, 1860, as reporte1 for the City Council ef Boston, embody ing the adopted Quarantine regulations for this country. In connection therewith, he said that delegates were present at that Convention from all the principal cities of the Atlantic and Gulf States, and as the regulations by them adopted had been printed in asepa- vate form, and would be sent to every city of the known world, he hoped to find them universally used, and not nly become national but international rules for regulat- fmg Quarantine. He then moved the following resolu- tens:— Resolved, That the Committee on Quarantine inquire and report to the Cha nber what legisictioa is necessary fm regard to the question of Quarantine as preseuted by the Governor in his annual message to the Legislature. TexrMoNtAL TO ALDERMAN Fartey.—A number of gen tlemen and ladies connected with the Educational De- partment of our city, assembled on Wednesday evening at the residence of Alderman Farley, for the purpose of presenting him with a testimonial their appreciation ‘of his services as School Commissioner of the Nineteenth ward, his term of office having expired with the close of P=] past rear. Lloyd, of No. 1 Jefferson street, was passing through the Five Points at a late hour on Wednesday night he was at- tacked by three garroters, forced into an entry way and robbed of $25. Subsequently policemen Mahon and O’Brien, os the Sixth precinct, arrested three men, named Stephen Leary, John Gillen and John Handcock, on sus- Dicion of being implicated in the robbery. Fowl d the accused to | Military Imtelligemce, THE COURT MARTIAL OF COLONEL CORCORAN. ‘The court martial of Colonel Michael Coreoran, of the Sixty-ninth regiment, was resumed yesterday evening ‘at the Arsenal, corner of Elm and White streets, After the reading of the proceedings of the previous session, The Judge Advocate made his reply to the objections of Colonel Corcoran, given at the last sitting. He oon- tended that the statute in relation to the number of pa- rades by division during the year did not limit the number to two, inasmuch as it did not state that two only of’ such parades should be had. Military custom was a matter to be ‘ded in the consideration of this point, espesially n it did not conflict with the expressed statute. For a long time past extra parades during the year had been made on the occasion of incidents of great public inte- rest; and he instanced a number of cases, from the time of Lafayette’s reception down to the Atlantic cable cele- bration. The law contemplated and considered this cus- tom when it gave to the First division of the New York State militia more privileges for parading than to the other divisions of the State, Divisions outside the city paraded by order of the Commander-in-chief, but the law gave the Major General of the First division more extended authority over his division, on account of the many exigences occurring in such a city as New York to cull forth its services for parade and display. As to the objection in to the title and rank of the Prince of Wales, he urged the justification and formality of go styling that royal visiter, because the President of the United States had roceived him as such ia reality, had placed a vessel at his disposal, and paid him othor honors inappropriate to a person of private rank such as the defence claimed him to be.
