THE WASHINGTON FRAUD. The Great Indian Trust Fund | Boud Defalcation. _ ‘ADDITIONAL IMPORTANT DEVELOPEMENTS ‘ Arrest of Wm. H. Russell, of the Overland Express Company. | 4 SPECIAL INVESTIGATING COMMITTEE APPOINTED. Rumored Extensive Embezzlement in the | Treasury Department, &e., &e., William H. Russell, a contractor to carry supplies to the ‘wemy in Utah, was arrested yesterday, by United States Marshal Rynders, on a charge of being one of the parties charged with the hypothecation of the Indian Trust Fund bonds. He wae ordered to ve immediately transmitted ‘to Washington. It appears that Marshal Rynders received a telegraphic despatch at half-past eight o'clock on the previous even- ‘ng from Washington, to have Wm. H. Russell arrested, on the charge of being concerned in this great defale «ion. Accompanied by Mr. Doudigan, one of his assistants, the Marshal sought for several Rosseiis, but did not find the real person up to haif-past two o’elock in the morning. At an early hour on Monday he went to the Post Offive, and ascer tnined that the saspecte party was connecied with the Ca! fornia Pony Express Company in Fulton street, and the che resided at the Everett House. The Marehal despatched officer Doudigan and Mr. Allen, of Washington, in ur- suit of Mr. Russell, ard he was soon arrested and coa veyed before the federal authorities. United States Dis- Arict Judge Betts issued a warrant for the transmission of . the accused to Washington, and although the Marshal was elicited by several influential parties to allow Mr. Rus- sell to remain in New York for a few days, he was as in- Hexible as ever, and said that he was determined to obey the orders of the Seeretary of the Treasury. He then sent officer Doudigan and Mr. Allen on with the accused to Washington, THE REPORTS FROM WASHINGTON. Wasutaton, Dec. 24, 1860. It appears from the facts in connection with late abstractions of the bonds of the Indian Trust fund, that About five months ago Wm. H. Russell, of the firm of “Majors, Russell & Waddell, held about a million of dollars of the official accey (ances of the Secretary of War. These -acceptances had been given conditivnally, in accordanc: awith usual course of business, for transportation of such supplies of the army under contract with the goverpment. Mr. Russell, not finding himself able to negotiate these acceptances and being greatly embarrassed pecuniarily, and assertaining from Godard Bailey, with whom he was intimately acquainted, that the latter had control of over threo millions of Indian trust funds invested in donds of different States, arranged with him to let bim ‘have about half a million dullars—these bonds to be dypotheecated in New York—and, as security for which, he gave Bailey the acceptances of the War Department, ‘whieh Bailey placed in the safe where the bonds were kept. Recently these bonds have greatly depreciated, and the bankere in Now York who made advances on : them, therefore, called for additional security. Bailey, in order to gave the bonds, delivered over $300,000 worth cf them additional—in all $870,000. , On the 18th inst. ho addressed a letter to the Secretary of the Interior frankly imparting these facts, and re- questing an investigation. This letter he gave to a Sena- tor, to be delivered to the Secretary on his return from North Caroline, which request was complied with. ‘The inveetigetion yesterday proved the truth of these Statements. Luter, Lea & Co. compose the banking firm ‘rough which the negotiation was traneacted. Nothing ~qither in the papers or in the investigation shows that any parties except those immediately concerned in this (gusiness, as above related, are in the slightest manner -coucernec in the transactions. Tt may be stat that the aceeptances of the Secretary of War have been given from time to time, in compli vance with a contract with Russell, Majors & Co., and until recend'y that firm have had uo difficulty in negotia ting them. It ic thought the government is protected, as the ac- -ceptances more cover the amount of the bond abstracted. ‘The report received here this afternoon that Russell, of the firm of Majors, Russell & Oo., @overnment contract * oF, had been arrested in New York, does not surpriso any one here, as his name is freely connected with the D iley rebbery, whether justly or otherwise.
