8 FINANCIAL AND COMMERCIAL. Farpay, Nov. 23—6 P. M. »iferings at bank this morning were very Jerge, and the discounts unusually literal. The Bank of Commerce discounted a miilion of paper, and two or three other banks from three to five hundred thousand dollars each, This prompt ¢x- ecution of the resolve of last Wednesday bas had a heerfilness and hope are now the order of the i 3 increasing; we houses the inquiry for paper mote sales of first class at ten pere nt,and a larger g@nudience at the principal br ‘8’ offices. In the @ourse of a day or two, if nothi ¢ happens to check | we shall probably bave rates down to the old figures. All! parties seem to agree tbat the suspension of the Philadelphia and Baltimore banks will rather benefit than fjure we, and that their specie will come here. The hope is that New Orleans banks will be able stand the pressure, and that they and our own banks will not need to suspend. If thiscan be achieved the suspension of the other banks will not be fatal to business, To-day the New Orleans quotation of sight exchange on New York is one per cent premium, which will send specie North; but this advance in Northern bills is an anomaly, and will cease as soon as purchases of cotton for Northern account begin to be renewed. In the course of a day or two, if things continue to mend, the agents of Northern houses will begin to buy cotton again at the South, and exchange will fall By their last statement the New Orleans bank held over $10,000,000 of specie; this may, perhaps, be swelled to twelve or thirteen millions by New he recovery of confidenc the Year. This is the only loss which our banks are likely to be called upon to endure. Two failures are reported to-day—Messrs. J. E. Wylie & Co., of Water and Front streets, gro- eers, and Messrs. Samuel Harris & Sons, of Baltimore. The latter is not believed to be a wery heavy af Messrs. Wylie owe about $530,000; they e a large amount of merchandise and other assets, and very few preferential debts, We understand that they were offered money to go on, but declined to incur a debt which might di- mipish the common fund out of which their general creditors must be paid. Sterling exchange continues dull. Bankers ask from 103 to 105; the market is supplied at the lower figure. Documentary bills are worth about 100 for sterling, and 5.45 9 5.50 for francs. The smallness of the domand from the importers astonishes @rawers. It will be found, we apprehend, that the slack demand for bills arises at least as much from the heavy shipments and light imports this year as from any waut of money among importers. The stock market opened with some strength, then fell off, was better after the first board, higher in the afternoon, and closed with an upward ‘en- dency. United States and States stocks were gene- rally steady; Teanessees advanced 3 per cent. In railroad bonds there was a fair business, at slightly better prices. The demand for money having are not fallen off, the better class of pressed for sale as they were when it was impos- sible to borrow at any price. All the railroad stocks were in better d nd. Comparing the closing prices of the day with those of yesterday, we note an advance of 3 per cent in Pacific Mail, 3 in New York Central, 1 in Erie, jin Hudson River, 4) in Michigan Central, 1 in guaranteed, 3 im Panama, 2 in lilinois Central, 2j in Galena, in Toledo, 1 in Rock Island, 1 in Chicago, Burlington and Quincy, The idea appears to prevail om the Stock Exchange that we have seen the last of the panic and the panic pric The following were the closing prices of the day:—Virginia 6's, 80 a} Missouri 6's, 703 a 71; Canton Company, 14 @ 15: Cumberland Coal, 9a 10; Pacific Mail, 80 a 80}; New York Central, 77] a }; Erie, 31}. 7; Hudson River, 47 0 4; Harlem, 15) a 4; do. preferred, 354 a4; Reading, # a Michigan Central, 554 a 3; Michigan Southern and Northern Indiana, 15] a 16; do. guaranteed, 33§ a $4); Panama, 116 a 117; Illi- | nois Central, 59] a 60; Galena Chicago, 663 a 67; Cleveland and Toledo, 29g a 30; Chicago and Rock Irland, 56) a §{ Chicago, By Quincy, 72] a }; Mlinois Central 7's, The business of the Snb.Treasusy to dey was as follows:— $185 153 The exchanges at the Bank Clearing House this morning were $21,064,542 70, and the balances 91,533,866 17. ing quotations of sight exchange on New York at the cities n 1 will show how the bank susp al exchanges:— Baltimcre . - ._ 5 per cent prem Philadelphia. 305 « Burton - * New Orleans Mobile 3 The following are the rates for currency to-day: — New York and New England discount. Breadstuffs were dull. Cotton unchanged. The Boston bankers héld a meeting this morn- ing, and resolved to follow the example of the New York banks, and meet the crisis by expan- sion. FRANKLIN Hay The Philadelphia *Inguirer of this morning thus | notices the subject of the specie suspension in that city: — A comparison of views was made, when it was ascor tained voal the banks geveraliy, and without an excep tion, were in excellent condition aud able to sand even a @eridon ron for several days, end it was doally determin @1 that no |mmediate euapersion should take place, What an adjourned and more formal mecting eld at twelve o'oiock. The Baltimore Patriot of last evening ¢1 The suspecsion of the Baltimore banks, resolved upon last evening, i# a measure which, however much we may | regret the ect or the cause, was forced upon them as the | only etep that could sat ‘8 mercantile community and themeelyes from panic. The suspension of the bauks of ja, whence s large share of the means of payment rendered this step, already pressed ks by the action of that political party which | has always been thelr enemy, and the enemy of commer- | Clalcredit—inevitable, We bave every bope that there | will be co advactage takes of this necessity to enlarge | xo irredeerable paper, and that this step is sizaply @ temporary means of protection agatnet ruin by ta | which now carries out {is threat to ruin because it 18 to | be shortly ejected from rule. A very little addition to the burthen—a very short delsy ia this relief measure—would have done immense damage to our commercial interests, while no possible good would have been secured. The Richmond Enquirer has the following edito- rial comment upon the Richmond suspensions :— | _ The intelligence of the prompt step Just taken by our Dank directors cannot fall to recetve the entire spares. tion of every intelligent thinker in the Commonweaith. In the present condition of the commercial interest, none an doubt thata continuance on the part of the banks to izsue specie would have resulted, not only in the entire removal cf all the epecie from the vaults’ of the bavks, ud the consequent rerious damage to all our property tw terests, but in the catire transportation of our rpecie to Ube vaulte of the Northern banks, which would undoubdt edly suspend so soon as our depletion and their repletion should be fuily effected, thus catching us completely under the deat fall of Northern absorptive predom!nance It must algo be remembered that there are grave political as well as purely financial and commercial reasons operating at present to forbid the propriety of permitting Au eniire trarsfer of Southern specie 40 the vaults of Northera bapke The Washington S/ar of last evening remarks:— Yosterdey the Baltimore backs resolved to easpend thls morairg, end as ® congequence our own banks have already been'eompelted to follow thelr example they heeilated forty eight hours in doing #0, every & Intor who could reach Washingt » by railroad in that tino, with their notes In hand, would have drawn specie for them, thus putting {t ont of their power to ald their regular Dueiness eus.omers to the extent of a dollar in these unscttled times. We need hardly add that. lack of coin had nothing whatever todo with this bank action hero, os it never was in greater abundance in Wasbiog: ton than at present, The city brokers contings as uegal to regard their balances as speci, and all in trade ta Warhing ton will doubtless be able to obtain sufficient for their legitimate busiages purposes without any sncritice whatever, AB far a8 we oan perceive, every business man in Waehingtoa rejoices that our banks have thus come to the reecue of the community's true interests, #0 seriovely menaced by the state of things fMnancial elre- where, The banks of Alexandria suspended qestartay on hearing the news of the suspention of the Rishmona banks. None of the Georgia banks have as yet sus- pended, but the Savannah Repudlican recommends that that course be immediately adopted. We quote from that paper of the 20th:— If the Carolina banks can suepend and we cannot, we | Will have to import specie at our expense for their bene- | ft; for they will gather up all our currency and send 't | io for redemption—tous restricting our facilities while | fortily ing thewselves, and attracting to their cities the commerce which belongs to ourown We repeat again tt le not a positive necessity for our banks to suspend, bu! it ip w necormity to the peoy content caily app | which render refui | wists that rofurals tw euspend at | banks could have no atvaptage over them, they could let | their money out, for to long as there 1s no drain on them | to supply the specie beyond tho wants of their own trans. | actions, they are tn a rplen4i¢ condition to meet it Bat with Carolica and Geergia both to supply, it ta utterly | out of the question to suppose that they will attempt | The Boston Zraveller say! ‘The New York banks may vote as moch as they please to extend their discounts to five or ten millions, but they spend: with the aor oxohanges en Alen: | sterling #o low, and with few purchasers, they will flad it | dulleult to obteln much paper that will be safe for dis- | coun'—a wide margin being req sired for depreciation and lomecs, Although Where is no foreign demand for gold yet it Is idle to suppose that anything like the anount of currency and credit can be kept atiost in times of civil avle to it should 08 | Com motion which ke perfectly safe to peaceful timer. | The Cincinnati Gazette of Wednesday, November 1, after alluding to the bank agreement here to } purchese foreign exchange, remarks:— matters are comparatively quiet. re There is no great for loans, for the reason that it is known t» be next to uselees to apply.
