NEWS FROM THE NATIONAL CAPITAL. ‘The Prospect in the Event of Lincoln's Election—Despatches from New Grana- aa and Nicaragua—Starvation of the People of Kansas, &c., Ke. Wasmyoron, Oct. 15, 1860. TUM PROSPECT IN YHE EVENT OF LINOCOLN'S ELECTION. The election of Lincoln by the Electoral Colleges being ‘now regarded as a possible event, sober minded Southrons bere are calmly contemplating the probable state of par- ties in Congress, and the force of popular eevtiment in the Southern States. They feel assured that the republi can party will have little to plume itself upon. First, the popular majority in the nation will be largely against J.in- coln; secondly, the Unived States Senate will be decisive- Jy against bim; thirdly, tho neat House of Ropresenta- tives will surely coniaia aa auti-repablican majority; fourthiy, in no Southern Stave will Lincoln find men of any repute to accept office under him as Cullectors, or Postmasters, or Martbals, or in any of the lowest Subordivate capacity. Thrse facts are sufliciens to show ‘that the Lincoln admioistration would be paralyzed at ‘the outset for any evil purposes agalust tbe Souto, and would be dependent on the indulgence of that evotion for catryivg on the government. ‘The fight against Lincola, therefore, will be carried oo most effectively within the Usjon. He cannot make any important appoaiment ‘without the copeurrence of a democratic Seaace, aad the anti-repubiicsn mojority in vbe Houee will keep eoatrol of the pablic purse, The eubmiestonists, therefore, will be very toon the Lincolnites themselves. ‘There are the views of Southbrons who know and appre- clave the opinions apd the feelings of different sections of the contederseoy. If New York wiil not do what is ex- peoted of her, with the fusion of ali tbe conservative ele ments, theae speculations will be idle; but at the worst Lincoin will have a barren sceptre, As to Pennsylvania politics, the decision of the Reading Copvention mets the entire approval of democrats tn ‘Washington. AFFAIRS ON THK ISTHMUS OF PANAMA Despatches were received at the Navy Department this morving from Capt. Porter in command of the equadroa at Papama, in the absence of Capt. Montgomery. He re ports everytaing quiet, and apprebends uo further trouble from the ineurgents. It is generally admitted that the timely landing of English aad Am¢ricaa forces at Pacama prevented a serious outbreak and great loas of life’and | Property. It appears that the Eoglian landed their forces Delore they were requested to do > by the authorities at Vanama. DESPATCHES FROM NICARACTA. There waz vo political news of importance, ‘They bad just heard of the summary manner in which ‘the Hondureans had treated General Walker, and there ‘was geoural rejoicing among the Nicaraguans. ‘MOVEMESTS OF TROOPS.
