If the Breckinridge Committee at Washing- ton can tell us how these damages can be re- paired, let them speak. They have assured the country that Mr. Breckinridge does not intend to withdraw; but can they tell us the utility of bis running with all the Southern elections go- ing against him. What we want now is a move- ment to meet the necessities of the crisis. The democratic party has gone to pieces. It can do nothing. The Bell-Everett party of itself can do nothing; but the democratic fragments of the North, in conjunction with the Bell party, may work out a glorious victory against Lin- colin. What say the Washington Breckinridge Committee to that? Is ras Capret at WasHineton Iv Favor or Lrscoun on Nor ?—-One of the most curious and entertaining politicul newspapers in this country is the Constitution, of Washington, sup- posed to be the organ of the Cabinet. This enlightened sheet is now™doing its best to aid in the election of Lincoln, by tomenting the divisions existing between bis opponents. It would seem to be a fact clearly apparent even to a Washington editor, that the true policy of the conservative opposition is to combine for the sole purpose of -beating Old Abe out of the field. That done, the “selection of a conserva- tive national candidate is an easy matter. In this State we have broken up all the party machinery, killed off all the regencies and cliques, and nominated a sound, conservative electoral ticket, giving the electors the privi- lege of voting for whomsoever of the anti- Lincoln candidates they way choose, according to the original intention of the framers of the Constitution of the United States. But the Con- stitution newspaper is another affair altogether, and it is industriously engaged in helping Lin- coln by widening the breaches between the friends of the three or four candidates opposing him. We do not believe that the Constitution ¢an do much one way or the other; but, as the Cabinet organ, we have aright to ask whether or not it is laboring for Lincoln’s election under the orders of its masters. Loxpow, Angust 10, 1860 A fatal accident to the artillery volunteers of Dover occurred on Thursday evening. While the corps were ‘engaged in gun practice at Archilief Fort, one of the guns burst, scattering its fragments {n all directions. G. T. Thompson, one of the Lieutenants, and a sergeant, were killed on the spot. Several other members of the corps are seriously injured, NAPLES AND SICILY. Letters from Palermo dated the 24 of August, repor that some parties bad been attempting to create trouble. Hitherto the government bad acted with a certain gene- rosity, but it has now a great number of persons of al classes and sent them off with passports to any country out of Italy. The sales of cotton on Wednesday and ureday were 80,000 bales, including 10,000 on speculation and for ex- port, the market closing buoyant on Wednesday, when the sales reached 20,000 bales, and prices were slightly higher for the inferior qualities. The Brokers’ Circular reports the eales of the week at 82,060 bales, including 21,000 bales to speculators, and 10.600 to exporters. ‘The ‘news from America caused a large speculative inquiry, under which prices advauced 44d. for the inferior, and 4/d. for middling qualities of American. THE NEWS BY THE ARABIA. Sr. Jouxs, N. F., August 20, 1860. The Cunard steamship Arabia, which left Liverpool Avgust 11, and Queenstown 12th, passed Cape Race at four o'clock yesterday (Sunday) afternoon, en rowe for Halifax and Boston. She was intercepted by the news yacht of the press, ‘and the regular despatch obtained. Her commercial advices are one day later than per steamer North American, at Quebec. There had been over four bundred arrests at Damascus of persons implicated in the late horrible massacres. Immediate trial was had of all culprits, and thoee found guilty were speedily executed. ‘The city was tranquil aud the authority of the Saitan under the effect of rigorous measures, was again returo ing. Garibaldi still remained at Messina, where he was pro- paring his forces for his contemplated descent on the main land. In the British House of Commons, Sir C. Wood gave- notice of a resolution authorizing the Secretary for India to raise by loan three million pounds sterling for | the service of the government. Lord Jobn Rusgell explained the position of the ques tion for making Spain one of the great Powers. The | movement, he stated, was first initiated by the French government. Suggestions were also under consideration that Sweden, and perbaps Portugal and Sardinia, ought | also to be added to the great Powers. Lord Russell said the concert of the great Powers on various questions bad teuded materially to preserve the peace of Europe. ‘The British government were of the opinion that It was not undesirable t> make some additions to the moral force of Europe. ‘The bill providing for fortifications, after considerable opposition, was passed to a second reading. Mr. Laing moved to vote £60,000 to the Galway line, being ten months’ subsidy.
