Barrmtone, August 9, 1960. Of the electora appointed by the Convention which sent de legates to Charleston, met at the Maryland Institute Hal! to-day. The attendance was full. Hon. Jno. R. Franklin, formerly & distinguished whig, of Worcoster county, was elected President. A committee on business was sppoint- ed, which will report at four P. M. Prior to the recess, Mr. Johnson, of the Central Executive Committee, stated that, in pursuance of @ resolution adopted by the Committee on the 6th of July, be had addressod letters to the various electors appointed by the State Couvention of March 30, as to their preferences, amd all except the elec- tors of the Third and Fourth districts, Dr. Taylor and Hon. Henry May, had declared for Breckinridge and the majority platform, The two latter had not responded. These gentlemen represent Baltimore city and county. It is believed that the Douglas vote in Maryland will not exceed that cast for Lincoln, Many of the old Ameri- can party will vote for Lincoln, which gives Breckinridge @ good chance of carrying the State. The Convention assembled at four P. M., but the Com- mittee on Business not being ready to report, speeches were indulged iu by several delegates, ‘When called to order, a letter was read from Hon. R. M. McLane, dated New York, im which he took strong ground in favor of the Dred Scott decision, against squatter sovereignty, and urged the democrats of Maryland to support Breckinridge and preseut a united frout. He ex- pressed great fear of the election of Liscola—when, Le iu- timated, grave questions might arise. The Committee on Business then reported resolutions endorsing the majority platform as adopted by the Convention witich nomivcated Breckinridge ; approving the action of the seceders from the Baltimore Convention; endorsing the nomina- tions of Breckinridge and Lane, and providing for the se lection of two electors in place of Mr. Taylor, in the Third, and Mr. May, in the Fourth districts, who favor Douglas, Braptey T. Jouyson, of Frederick, one of the seceding Maryland delegates, explained bis action, and in the course of his remarks revealed the {act that the Douglas men from the North were determined, both at Charleston and Baltimore, to have Bouglas or nobody; and he was threatened at Raltimore, if the South did not yield, that Dougiss would be nominated by a mass convention in Monument square. Previously, at Charleston, prominent Dovgias men urged him to participate in an arrangement for breaking up the Convention, so that Douglas could bo run pgainst Lincoln at the North and a Southern democrat againat Bell at the South. He denounced the Douglas movement in Maryland as only intended to aid Bell, and said Douglas is now helping Bell with the view of being a candidate in 1864 aud obtaining the support of the South ern opposition. An additional resolution, expressing devotion to the Union and to the constitution, as the best mode to pre- serve the Union, was adopted. Mr. Mappox, of St. Marys, offered am amendment that in view of the diversity of sentiment in the democratic party, the electoral tickets be headed with the names of Dovglas and Johnson, and Breckinridge and Lane, having the same electors, and that electors vote pro rata accord. to the preterences thus indicated. is raised a storm of opposition, and was ruled out of order.
