Ove Crry Poxrrics.—Massa Greeley believes that there are “ten thousand voters in our city ‘who have not hitherto been counted re- wpublicans who will vote for Lincoln ‘and Hamlin, if they shall feel that they -can do so without a sacrifice of self respect;” cand he not only wishes that they “shall be fair- Ay and courteously invited to come into the re- ypublican ranks,” but that a special meeting shall be held on Monday next, at the Cooper In- stitute, specially limited to “electors who have mot hitherto acted with the republican party, ‘but who have concluded that the best interests -of the country will be promoted by the election of Lincoln.” Greeley has heard it said that “the idiosyn- cracies of genius are unaccountable,” and there- fore he is continually doing and saying all kinds of unaccountable things, in the fond hope that they will be taken for the idiosyncracies of genius. This is one of them. We do not be- lieve that there is another manin New York capable of believing a single word of the above extracts from the Trilune, nor is there one, al- ways excepting Greeley, who would undertake to convert the New York merchants to their way of thinking with speeches like that of Sumner. Our New York community is emi- mently eclectic and national in its impulses. Bound by a thousand ties of trade, consangui- nity and friendehip with every part and section of the Union, it is the true metropolis and heart of the confederacy, and no clique of fanatics, no combination of hungry Jocal politicians, no -aet of office holders, can ever get the mass of the speople of this city to take an attitude of aggres- sion to any section of the Union. North, South, East and West are held alike by every true New ¥orker in the bonds of brotherhood and na- tionality. If Greeley wishes to learn something cabout New York we would advise him to read Sumner’s speech from the steps of the Exchange at high noon. There was a very different rea- son for bringing Sumner to speak here than any hope of converting the New Yorkers to black wepublicanism. It is known that in speaking in this city the speeches are reported by the inde- wondent press of New York, and, through their universally read eolumns, are carried into a «wider cireulation throughout the whole country har can be,attained by months of labor and whe expenditure of thousands of dollars in any vuther way. Here is the intellectual arena of the country, the Congres of an independent press, and Mr, Sumner was brought into it to speak in order that his words might acquite weight from the place where they were spoken, and not be- cause they would ehange our city politics. Jur Hewur or ‘Avsurpiry.—It will have been milan that a portion of the. money sent iby the Japanese Princes to the police of the vities visited by them is set apart for the Phila- deiphia police. Now the police force of Phila- deiphia. notoriously inefticient and tiacompetent, was worse than ever before when the Japanese arrived and were paraded over a route that emust have seemed interminable, to be pressed vapoa and hooted at by a vulgar mob, which dhe police never attempted to restrain. The @olice of New York, ou the contrary, re- strained the mob by the moral force of their quiet and gentlemanly behavior, and earned their portion of the Japanese douceur. The contrast between the police force of the me- tropolis and that of Philadelphia is so marked that the payment of any portion of the money to the latter is extremely absurd. It should be withheld from them, in order that they may learn better the next time that any of our national guests visit their rectangular village. Mesevian Force any Meseciarn Cunistrast wy.—Two eventful incidents in the history of American muscle are expected to occur to day. John C. Heenan, the acknowledged and much honored representative of muscular force, is to -arrive here from Europe by the Vanderbilt, and his friends are about to welcome him with an -ovation befitting his valorous deeds and his ex- ulted position in the ranks of muscle. Rey. Dr. wheever, the representative of muscular Chris- “tianity, takes his departure for Europe on the “Adriatic also to-day, and his friends are about wo.aceompany him down the harbor, and see him of with all écla’. Dr. Cheever is a great advocate for the right of resistance, revolution, ethe virtue of Sharpe's rifles, and of fighting of all kinda. He goes to Europe to raise money, partly for his church, about which he and his congregation have been displaying themselves in the ring for along time, and partly for the <republican party, to assist them in the coming .Presidential fight—for what Sumner is to the sparty on the stump Cheever is in the pulpit. Thus muscle, in the persons of its two repre- sentatives, will receive due honor and recog- -aition to-day. ‘Tae Uston Att Rrowt.—According to the federal constitution the President of the United States is Commander-in-Chief of the militia, and the citizen soldiery are at his disposal to cepel inyasion or to put down civil war. Con- sequently the militia, Nerth, South, East and ‘West, are devoted to the Union most loyally. ‘The best teeling pervades among them all, as ewill be noticed by the fact that we shall receive next week wailitary organizations trom the fire- eating city of Savannah and the black republi- «can stronghold of Chicago. No doubt the satmost good feeling wilt exist between the two corps, and they will go home with the best opin- ion of each other, anda renewed determina- «ion that nothing shall break the sacred bond «cemented by the blood of the fathers. Let us ‘have a grand fraternization between the Chica- -zo black republican Zouaves and the Savanaah sire-eaters. A Sisowt Mistake, Mr. Crav.—Mr. Cas- eslus M. Clay made a black republican speech in Kentucky the other day, and among other plea- sant things which be said about Old Abe we find the following:— When the pablic did not sufficiently educate him— sortie Ki they do there, and which we do devilish litte ¢ aan epecaeet himself, and then, i consequence of made of him a captain; got a militia 4 of those ins to wear clothes: and whose principal business drinking sae run around at rhing quiet to bed with f boots on— (aughter)— hey made him sagen 4 fat Doat, and be weet to New Orleans and came back ‘and landed the proceeds of his trip to his employers. ‘The fact is that Lincoln was cook of the flat . not captain. His cuisine is said to have snexcellent; and as the navigation of a flat boat isa very simple dnatter, and the care of the Kitchen frequently @ difficult and delicate task, it is more to Uncle Abe's credit to have bh » | mate’’—than the captain of the concern. If he gets into the White House he will find his culi- nary experiences of the greatest value. He will be able to attend to his own kitchen, with- out calling in Thurlow Weed or any other of the lobby professors to look after the pots and pans. Tun New Jersey axp tHe Inuiors DeMo- cracy.—There were several democratic ward meetings held in Trenton, New Jersey, on Thursday evening, at which resolutions were passed “strongly denouncing any union with the Breckinridge and Lane disunionists, and instructing the delegates to vote for no man as elector who will not unqualifiedly and in good faith sustain, under all circumstances, the regu- Jar” ticket of Douglas and Johnson. Such pro- ceedings are very silly. As Mr. Buchanan has shown, there is no “regular” democratic ticket in the field; and thus, so far as regularity is concerned, Breckiuridge is as good as Douglas. Standing on the same level in this respect, the two factions ought to agree to disagree, and to act as allies against their common enemy, even if they cannot march under the same leader. The New Jersey democracy ought to be able to appreciate the old maxim that “half a loaf is better than no bread at all,” and there may be time enough yet to bring them to it. In Illinois the Breckinridge democracy have held a State Convention, and have resolved upon the policy of “no quarter” to Douglas; but even there the “sober second thought” on both sides may still work out a reconciliation to save the State. Let New York lead off, and the emaller States will fall into line. Tue New York Beit anp Evererr Parry— Important Movement.—The constitutional Union party had a State Convention at Utica the other day, which is described as “moderate in numbers, but highly respectable in charac- ter.” The object of the Convention was some arrangement touching a Presidential electoral ticket, and an arrangement was provided for in the appointment of a committee of four for each judicial district to attend to the matter. The committee will doubtless await the action of the democracy: and should the Douglas and Breckinridge faction agree upon a common electoral ticket, it will, we pyesume, be adopted by this Bell-Everett committee, with or without a special understanding on the subject with the democrate. New York must be taken from the republicans to carry this Presidential election into the House, and to do this the Bell-Everett men will be ready to throw their whole strength for the democratic electors, when the democrats shall have agreed upon a gowmon ticket. Let the Democratic Conventioa, which is ta meet at Syracuse on the 15th of August, bear this in mind, and the State may be saved, and Lincoln may be left perfectly free to retmra to his old vocation of splitting rails. It was recently stated in a despatch from New Orican# that a revenue cutter had gone to overhaul the schooner | J. B. Taylor, which sailed from that port for Central America with “emigrants,” or filibusters. For more than two months past it has been known that several small parties of such adventurers have repaired thither; | but these movements are here considered too insignificant for serious Comment. ‘THE JACKSON ASSOCIATION. As the old Jackson Democratic Association was lately thoroughly disrupted by the contending Douglas and Breckinridge members, each wing has taken preliminary stops to establish a campaign club, the one altogether independent of the other. THE WASHINGTON AQUEDUCT. A petition has been universally signed, presented to the President, and by Lim transferred to the Secretary of ‘War, praying for an immediate resumption of the work on the Washington aqueduct. It will be recollected that Congress appropriated haifa million of dollars for this purpose,to be expended under the superintendence of Captain Meigs. This proviso has somewhat embarrassed the administration; but there seems to be no doubt, apart from the question which the designation of that officer in- volves, that the operations on the aqueduct will shortly be resumed. ‘THE DIFFICULTY BETWEEN THR PRESIDENT AND SENATOR owns. ‘The stories going the rounds of the papers about the quarrel between the President and Senator Gwin is offici- ally contradicted, as entirely destitute of foundation in fact. It ws farther stated that their relations were never more friendly than now. RECOGNITION OF A CONSETT. Robert Barth, of St. Louis, has beon recognized by the President as Consul for the States of Missouri, Iowa, Ar- kansas, Touisiana, Texas, California, Oregon, Minnesota, and the Territories of New Mexico and Utah. Attorney Geueral Black approves the lease of the On- tairo County Court House, at Canandaigua, for the use of the Federal Courts aud Post office, THE CONTRACTS FOR SUPPLIES FOR THE CUTAN ARMY. Tt is understood that @ decision favorable to Russell, Majors & Waddell, on their contract for transportation of army supplies to Utah, will be announced in a few days. ‘TUR PUBLIC PRINTING. Considerable dificulty bas been experienced in construing the jelnt resolution reducing the rates of public printing, but by ite express terms it was to take effect from the date of its passage, and it seems to be conceded gow that it cannot operate upon orders for printivg whick were given prior to its adoption. Should ‘this view prevail, which I have reason to know is yory probable, the printing for the last session will be entirely exempted frum the alteration, having been ordored be- fore the resolation passed. Jt bas already been stated in this correspondence that the printing—which aleo includes paper, engraving, Hithographing, binding and 0 forth—ordered at the late session of Congress. ie estimated to involve an expense to the government of nearly eigbt hundred thousand dollars. Upon inquiring at the office of the Superintendent of Public Printing, | learn that the following are the prin- ciple items —Printing—3enate, $60,511; House, $130,288. Paper—Senate, $67,006; House, $182,761. Engraving, lithographing, &c.—Senate, $2,698; House, $70,811. Binding—Senate, $77,084; House, $101,706. Total Seuate, $208,111, House, $455 656, Had this work been executed at a public printing office a saving could have been effected to the government on the printing of forty per cent, or $76,319; on the engray- ing and so forth of thirty per cent, or $49,084; on the binding thirty per cent, or 696 649—making in the aggre- gate, $182,002 on the Congressional printing alone. Add to this the profits on the executive printing and binding, and the saying by the government executing its own work would Largely exceed two hundred thousand dollars iu a single yea, There is no doubt that the saying on the binding shon!d be Increased to forty per cent. In reforming the printing this branch of the business, as well af thoe¢ of engraving and lithographing, have been overlooked. Tne binding should bave been include! with the printiog im the forty per cent bill, The expenses of the House printing ordered appears by the above figures to be much larger than the Senate, but it should be remembered that three hundred thonsand copies of the Agricaltural Report, and sixty thonsand copies of the Mechanical Reporss, in two vol umes, were ordered by the House, but under the law which gave the work to Bowman, of the Senate, and not wo Ford, of the House. Ita great principle is the equality of the States in the Union and under the constitution; aud be has thrown such a flood of light over the whole subject that it can be distinctly understood now by the humblest citizen. Prrtsncre, July 13, 1860. One of the largest republican meetings ever convened in this county was held Thursday night in Allegheny City. The Wideawakes turned out in full force. About seven thousand people assembled and were addressed by Hon. Robert McKuight, representative from the Twenty second District, and other gentlemen, The names of Lincoln and Hamlin were bailed with great enthusiasm. Missouri Politic Sr. Lovts, July 15, 1860. Bostox, July 13, 1860. ‘The Boston Courier establishment was attached to-day, at the suit of Hon. John P. Hale, of New Hampshire, for au alleged libel contained in an article published in the Cow- rier of the 2d inst. Mr. Hale claims $10,000 for damages. It is understood that Caleb Cushing, B. F. Tauapevema, July 13, 1860. ‘The extensive railroad car factory of Messrs. Kimball & Gorton, situated on the corner of Twenty-first street and Pennsylvania avenue, in the Fifteenth ward, was con- sumed by fire at nine o’clock this morning. The area of ground upon which the factory stood is 400 by 287 feet, The fire was accidental. ‘Mhere is an insurance of $30,000 upon the property, which will not cover the loss by 95,000.
