to other arreogemeats between Presideat Juarez and the iosurgent army, which will goo.” the triumph of the great principles do: Yonded by the conatitutionalists, Senor Lerdo, the moving *Pirit now of the Juarez govern- ment, is a statenzan of ability and power, and far too wary @ pubtic mea to sacrifice every- thing in pursuit of the impracticable. Is is unfortanate that at thie juncture our Minister to Mexico has been obliged to cometo Wash- ington to explain clear truths to Senators too ‘much absorbed in party politics to study the ‘advantages that are open to us in @ more prac-| tical guidance of our relations with the Spanish- American countries. Secart CmoviaR ov THe Biack Repvnti- axe—OraxmG THE PResioeyTuL Camratan.— fe publish today a secret circular is- gued by the Republican Congressional Execu- five Committee, being the first shot in the Presidential battle, which they oxpect will #hrow up pleaty of dust to bliad the eyes of the people, The republicans charge the de- fnooratic party with corruptien, with a deter- fhination to extend slavery, and with disunion Priscipies. They also call for a depot which abolition documents and pamphlets be scattered broadcast throughout the country, fad they urgently ask for contributions for that purpose. The idea of the republican par- ty charging corruption upon the democrats isa Tittle too absurd. One party is quiteascorrupt s the other; and if any innocent republican is mot convinced of this fact, we refer him to the New York State Legislature, with iis republi- fen majority, for an example of ail kimds of corruption and rottenness, and he will find it there without a parallel in the history of legis- ‘Jative bodies. We refer him to the late case of plunder in the State Treasury of Maine, nd the confession of Elder Peck, who -ptates that kis bondsmen, who are all Tepublicans, importuned him for loans of the public money before he was warm in the Treasurer’s chair, and who admits that the election of three republican membera of Con- gress was brought about with money stolen from the State Treasury. Then, a8 to the charge of the democratic party designing to extend slavery, the republi- ‘can committee who framed this circular know wery well that it is not true. They know that the democrats only claim their rights in the Territories—the privilege of removing their property there if they desire it, amd securing protection for it afterwards. As to whether slavery shall ~exist in a Territory or not, depends entirely upon the circumstances and climate of the Ter- ritory iteelf, and the will of its inhabitants; nearly ail the circumstances, moreover, being against the existence of slavery there; for while a Yankee with a solitary shirt under his arm, or perhaps no shirt at all, can tramp fi on foot from New England to one of our ‘Territories, ‘and squat there upon 160 acree of land, a Southern gentleman would have to transport a small army there, at an immensé expense, con- isting perhaps of from fifty to three hundred slaves, with provisions and other materials for their maintenance and comfort. No ona knows this better than the Executive Committee who signed this secret circular, though they affect to believe that the extension of slavery into the Territories is imminent, for the purpose of getting up s party cry to serve their aims at the coming election. For this end, too, the republicans in Congress refused to abolish the franking privilege, in order to use it in flood- ing the country with their abolition documents, , at a time when the Post Office Department is in debt some six or seven millions for the postal service. This is the immaculate party which charges corruption upon their opponents, and it is with such shams as this secret circular they endea- wor to impose upon the public. Mone Taxatron ror tHe Crry—Waat Becomes or THE Mrurary Frves.—An attempt is now being made ia the State Legislature, by the Ad- jutant General and others, to increase the com- mutation tax from seventy-five cents to one dol- jar, on the ground of its insufficiency. The question is sometimes asked to what use is the fund received from this tax applied?. A glance at the last report of the Adjutant General, of 1859, shows that for that year alone enormous sums have been receiyed and ex- pended in the various brigades, but noac- count is given of the great bulk of the money which is known to be collected every year by the persons authorized by law to: perform that duty. Let us give a sample of the way in which a part of this money goos.. The Eighth Brigade inepecting--present, 569; absent, 129;" ‘aggregate, 698, was paid the. sum of $3,873 87. ‘The Fifteenth Brigade inspecting—total pre- went, 167; absent, 33; aggregate, 200, was paid the sum of $1,139 60, The Twentieth Brigade inspecting—total present, 241; absent, 62; ag- gregate, 203, was paid the sum of $1,819 14, The Twenty-third Brigade imspecting—total present, 250; absent, 36; aggregate, 266, was paid the sum of $1,902 96. The Twenty-fourth Brigade inapecting-—present, 565; absent, 147; aggregate, 712, was paid the sum of $4,119 94. The Twenty-fifth Brigade inspecting—total pre- sent, S81; absent, 100; total, 481, was paid the gum of $2,463 84. The Thirty-second Brigade inspecting—total present, 338; absent, 36; ag- gregate, 5:74, received the sum of $4,315 59. What became of the commutation collected in brigades where there are no men—and of this class are the Ninth, Thirteenth, Twenty- part, is paid directly to the members of various brigades, by what authority we left to imagine—the report does not For instance, in the Thirty-se- we find “$113 as paid for of the Brigadier General” for yen “$83 NEW YORK HERALD, WEDNESDAY, MARCH 14, 1860.—TRIPLH SHEEP. holiday soldiers must be paid, let the expense be a charge upon the counties in whioa they serve, SS ad Dr, Cuesven’s Trovstes Aan Barone Tan “¥yRLIC—De. Cheever and bis” congregation seem resolved to keep always before us on example of the church militant They have held recently some six or seven stormy moet- ings for the settlement of various quarrels be- tween the pastor, the trustees and the congre- gation, with reference to nancial affairs, collecting contributions abroad, and the nig-, ger question. The latest of these turbulent gatherings came off at the election of trustees on Monday evening, and trom the demon- strations of temper there exhibited one could hardly realize the fulfilment of the promise— “My peace I leave you—My peace I give you.” If the congregation df Dri Cheever continue to hold any more meetings of this character they will soon acquire as quarrelsome a reputation as Congress. it appears that the younger portion of the congregetion, who are mainly composed of the young religious-enthusiasts of the Christian Wnion, are all omthe side of the pastor in his recent troubles, while’ the elder portion are chiefly arrayed om the other side. At the late meeting, however, Doctor Cheever’s party triumphed in electing their trustees—a success which the other side attri- butes to its own neglect in not marshdlling ite forces betier. ‘Thirty years ago the pastor of the Church of the Puritans entered the church militant at Sa- lem, when he wrote the celebrated letter against Deacon Giles’ distillery, which caused no little commotion among his early flock, and he seems to have brought to New York with him the game penchant for hostile demonstrations. We are afraid that scenes like these, enacted at Dr. Cheever’s church, will not contribute much to further the cause of religion and the Gospel, Tur Orena Ovt or Tows.—The Opera folks, led by Ullman and Strakosch, and having Cor- poral Patti as the star, have been doing a fine business at Philadelphia, the only drawback being the illness of Brignoli, who has been de- tained in the metropolis by an affection of the throat.’ The favorite temor will probably be restored in season to delight the fashionables of Wasbington. The company is now at Balti- more, and will goto the federal capital next week. One night ought to do for Washington. The people there are too busy in quarreling and fighting, and calling each{other bad names, to appreciate the concord of sweet sounds. Any refined amusement is too good for Congress and the lobby. Altogether, however, the provincial operatio campaign promises well. The Patti benefit in Philadelphia drew the largest audience ever seen in the Opera House, and it seems that the little Napoleon will come back flushed with victory. He has a cheerful prospect of a battle- royal with Maretzek, who is on the sea, en route from the Havana. The fire hastlreedy commenc- ed in the shape of brief bulletins calling the chorus and orchestra together, preparatory to the opening of the season on Easter Monday (9th April). The Maretzek bulletin does not stave the locality where the Opera will be given, but with even a moderately good com- pany at the Academy, there is very little chance for anything like successful opposition at any other theatre. The Academy is the Opera House, par excellence; people do not like to go anywhere else for the Opera, and Maretzek, who is clever enough to have made rather a good thing out of being ruined half a dozen times, ought to know that very little or nothing can be made by an irrepressible con flict with Irving place. ‘Taz Centrat Park.—There seems to be a dis position to find fault with the plan upoa which the Central Park is being constructed, and it ig true that there may be meny defects in it, both as regards artistic effect and cost of con- struction; but in a vist city like this, with so many interests to be satisfied, it is unreason- able to expect that we can obtain everything that each one desires. Many excellent amend- ments to the present plan of the Park were suggested by Robert J. Dillon when he was upon the Commission, and it is due to Mr. Dil- lon to say that we are indebted to his energy, taste and experience, as much as to anything else, for the fact that the Park has been | brought to its present condition; but, without any disregard for the views of Mr. Dillon, or of those who were opposed to them, we must say that it is the policy of our generation’ to hasten the completion of the Park 23 much as possible, even though it may be somewhat defective in many things, and more costly than was at first contemplated. The matier fell into the hands ot the republicans, and they appointed a Board of Commissioners, comprising a majority of ‘heir own party, it is true, who adopted a plan which the minority considered deficieat in mauy points, and it might have been well had their suggestions been atiended to in the firgt in- stance; but as it was otherwisé termined, and. ‘as the Park has progressed so far upon the pre- sent plan, we think it is decidedly the best po- licy for the ‘interests of the city and the people to render it available to our citizens as soon as we can, and not to throw any obstacles at this time in the way of its completion. Smarr Work.—The Triivne announces that the principal actor attached to the black republican dramatic corps, Abram Lin- coln, has spoken twelve times in New Eng- land since his address here two weeks ago. Mr. Lincoln, received two hundred dollars for his metropolitan début, and as he has taken the large towns down East he has probably netted fifty dollars in each place, which would give him clear eight hundwed dollars for his flying trip. At this rate, if the gentleman from Illinois is industrious, and bis lungs hold eut, he may earn ten thousand dollars between this and November next. He will be the first Presiden tial candidate that ever made anything out of the campaign. He fs cleverer than the first Napoleon, this star stump speaker. He makes his friends pay the expenses of the war. AcapemY or Mos:c.-—The concert of the National Guard Gn account of the Mercantile Library Association ‘Will be g'-em this evening.
