aa ‘The Fire MarshaPs Report ‘32 7Hu WAYOR, men gtenatlaaiad POLICE JUS- Ia submitting to you the usual semi-annual report ef the transactions in my department for the six months ending 20th of November, 1859,7 Bave to solicit your eareful consideration of the suggestions which it contains. ‘Tbe result of five years’ observation and inquiry into the weveral eubjects embraced in these recemmendations Imave led me to conclusions which may be deemed of ome practical yalue in the discussion of any freeh legis- Infive measures that may be projected im regard to them. DANGEROUS BULLDINGS, ‘Fist of al) ] would direct your attention to the unsafe ‘eed dapgereus character of many of tho stores, ware- Douses and manufactories ie meer parts of our city, as ‘well as of a number in progress of ercotion. The recent farfol catastrophe at Lawrence, which has brought desola- len and misery into so many New England homes, lends te ibis stbject a present importance and impresai inh fred se , may bave the eflect of avert- frem us similar calamities. It must not be su; rT that greeciness of gain and recklesanees of human life are ‘vices contined te Marsacbusetts mil! owners. The build- eur principal thoroughfares, are not proportioned Sarcngib te the immense weight that they will have @esiain, When an iton safe comes to be added to each gat of offlors on the several floors, one trembles to think hes five stories, with thw accumulation of dead weight, zeste merely upon such siim columns. ‘Tbe truth of the matter is that our city pay ‘Dut little attention to the principle of ade: eonsiruction, and bave uo feeling at all as to their moral mecountability for their miscalct They tind own- re ready wo sacrifice everything to economy and exterval appearance, and they accommodate themselves ‘without ecruple to their wishes. The result is, the rapid aeccmulation of buildings which are 4 continual source of Serror and canger to those who occupy them. The acci- @ent which occurred in Mesers. Kent and Lowber’s ware- howee im Bread street, affords proof of the little attention ‘as in paid to their alarms and remonstrances. Pape this subject only falls legitimately within the sphere of my investigations where danger from fire is in- Wotved, my attention has been compelled wo it by the ‘maDerous complaints lodged with me tn reference thereto. Shave examined reveral of the premises complained of, ad ‘n most instances bave found the alarm manifested Spatiied. Without entering into an enumeration, which . Weuld occupy too much space, I shall mention two cases, “which wil! serve as examples of the rest. I found upon examination thet the well hole in the centre of the store, from the second oor, had settled some four or five inches, so that a very Mitle extra weight would cause it to give way, carrying ‘Me other Loors with it, as in the case of the Broad sireet Deilding. I bave examined into the law on‘unsafe baildings, and find tbat the only Jew or ordinance touching these matters @ power in the Oty Inapector to interfere only when unger menaces the public; that is to say, when a ‘wall er bailding threstens to fall outward, so a8 to injure people passing along the videwalk. In the event of the @wner refusing to make the necessary repairs, the ooou- ‘pant bas, therefore, no other alternative than to move ‘eet or remain in the building at the risk of the lives of Diweck and others. an 4 ‘This is a state of things which should no longer be per- mitted to exist in a populous community like ours. The Itseems to me that to meet the multiform dangers arising from the present reckless eystem of construction, the fol- Wwing powers should he tide ore the City Inspector, or 3. TRAEMENT WOUSIX. ‘™ several of my former reports I wok occasion to ca ‘@Mention to the davyers arising from the present mode of @onstructing tenement houses; there being no means of qacape provided in the event of fire. I the ur- gent necessity of compelling the of one or ‘mere iron staircases outside such buildings, or balconies, ‘whh stairs attached, with access to them each atory. ‘The lerge profits known to be derived from tenements of thin character, and the severity with which the rents are enforced, render, in my opinion, such ‘entirely free from the charge of oppression.
